Parliament Speaker: We leave doors open for parties to join

Parliament Speaker Archil Talakvadze is grateful to the European Council President Charles Michel and special envoy Christian Danielsson for their mediation leadership.

“Even though the opposition was not ready to sign, we’ll guide judicial and electoral reforms by Danielsson’s proposal. We leave doors open for parties to join,” Talakvadze tweeted.

The ruling Georgian Dream (GD) party and the opposition could not agree on a solution, Christian Danielsson briefed reporters following the hours-long joint meeting between GD and the opposition on Tuesday.

The opposition failed to provide any evidence on elections fraud. But, we showed evidence that the radical opposition forged the parallel vote tabulation (PVT) results”, Irakli Kobakhidze, the Chairman of the Georgian Dream party, said after a joint meeting mediated by EU mediator Christian Danielsson.

“Today, the international partners presented a document in which there was no record, either directly or indirectly, on any snap elections,” he added.

Kobakhidze stated that the document by Danielsson included GD’s proposal on Nika Melia’s case. “In particular, in case of paying bail, Georgian Dream pledged to ensure application of amnesty bill in the June 20th case. However, the opposition rejected this solution,” he said.

Christian Danielsson, a personal envoy of the European Council President Charles Michel, said after the talks today that none of the parties agreed on a solution.

Besides, EU mediator Christian Danielson published the proposals made to political parties.

Danielsson said he proposed a solution to the parties that puts the country interest first, but none of the political parties could agree to it. EU mediator has already left for Brussels.

Danielsson returned to Tbilisi for the second time on Sunday to help the opposition and the government reaching an agreement. He first arrived in Tbilisi on March 12. After a five-day mediation that ended with no result, he left the country.

Charles Michel announced on March 22 that Christian Danielsson would travel back to Georgia to help the parties to agree.

The Georgian opposition parties that won seats in the Georgian Parliament of the 10th Convocation believe the 2020 parliamentary elections were a fraud. They have been demanding repeat parliamentary elections and the release of the United National Movement Chair, Nika Melia, and the co-founder of the TV channel Mtavari Arkhi Giorgi Rurua.

    He pledged to “stand guard over parliamentary sovereignty as the Parliament is the institution in which the power of the people – the source of governmental authority – is expressed to the greatest extent.”

    “I exercise the will of the majority of the people of Georgia. However, as chairman of Parliament, I will be the guarantor of the involvement and participation of the opposition elected by the people. Moreover, despite the existing confrontation, we have a good experience of cooperating with the opposition in this Parliament, which is related to a successful electoral reform. Against this backdrop, the boycott of parliamentary activities by a part of the opposition is particularly disappointing, especially given that the Parliament of Georgia has taken a central place in Georgian politics as a result of the reform of the Constitution and the Rules of Procedure of the Parliament carried out by our team.

    With the new democratic standards, the multi-party Parliament has robust levers to oversee the executive branch of government. The role of the parliamentary opposition has increased in an unprecedented manner. All this creates special conditions for businesslike parliamentary discussion. Integration into NATO and the European Union is our main foreign policy priority. As you are aware, our political team has an ambitious goal to apply for EU membership in 2024. Precisely for this reason, over the next three years, we are facing an agenda laden with legislative reforms, which should play a pivotal role in our country’s legislative and institutional rapprochement with the European Union and bring the country’s democratic development to a new level.

    Our national objective is to unite the country and bring back our Abkhazian and Ossetian sisters and brothers. And this Parliament will be complete only when the elected representatives from Abkhazia and the Tskhinvali Region will sit in this hall together with us. This is the goal that must unite each and every one of us. We have a distinguished country with dignified people, a unique history, a rich culture, and a church that stands guard over spirituality. This country and these people deserve unity, prosperity, progress, and development. And that is precisely why it is our special duty to dedicate our thoughts and deeds to this goal. This will be my main objective as the chairman of Parliament,” he underscored.

  • Parliament Speaker Kakha Kuchava resigns

    Parliament Speaker Kakha Kuchava stepped down from his post, Georgian Dream Chairman Irakli Kobakhidze announced on Friday. The Education, Science and Culture Committee Chair, MP Shalva Papuashvili, will be nominated as the new speaker of the state legislature.

    Giorgi Amilakhvari, first deputy of the Education, Science and Culture Committee, will replace Sh. Papuashvili, I. Kobakhidze noted. GD Chair also said that MPs Anri Okhanashvili and Irakli Chikovani would join the party’s political council.

    "A sitting of the party's political council was held today, where several important personnel issues were discussed. Kakha Kuchava, the Speaker of the Parliament, made a decision to resign. Kakha himself will explain the reason for the decision. On behalf of the Georgian Dream political team, I thank him for his proper service as the Speaker of the Parliament during very difficult period. Kakha's decision is, of course, disappointing for the whole team, but we respect this decision. Therefore, the decision was taken into account by the party's political council. Kakha will remain one of the leaders of our political team, a member of the party's political council, and he will work on a state-important project, about which we will share detailed information later. According to the decision of the political council of the party and the parliamentary majority, Shalva Papuashvili will be nominated for the position of the Speaker of the Parliament of Georgia.     The 13th Annual Assembly of the Eastern Partnership Civil Society Forum (EaP CSF), ‘Road to recovery: fostering reform and resilience for a stronger Eastern Partnership’ is taking place from 30 November to 2 December bringing together online more than 300 Civil Society Organisations (CSOs) and decision-makers from the Eastern Partner countries and the EU.

    We have advanced our partnership in spite of challenges ranging from economic crises to armed conflicts and the COVID pandemic,” said Charles Michel. “You must continue to step forward and make your voices heard.”

    The President added that the EU will insist in tackling challenges facing the Eastern Partnership: Strengthening democracy, fighting corruption, defending the rule of law, guaranteeing a free media, and countering disinformation – this is an uphill battle, but an essential and a worthy battle.

    The Assembly will prepare its recommendations in the run-up of the 6th Eastern Partnership Summit (15-16 December 2021).

    On 16 November, President of the European Council Charles Michel called on Azerbaijan and Armenia for urgent de-escalation and full ceasefire following a new escalation of the situation in Nagorno Karabakh.

    Michel had two separate phone calls with Prime Minister of Armenia, Nikol Pashinyan, and with President of Azerbaijan, Ilham Aliyev.

    “Challenging situation in region – EU is committed to work with partners to overcome tensions for a prosperous and stable South Caucasus,” President Michel said on Twitter.

I have equally taken note of the continued non-signature by United National Movement of the agreement.

    I remain convinced that this agreement is the best way to advance a reform agenda which would strengthen the democratic institutions of Georgia and help bring about prosperity, jobs and growth - all much needed to the benefit of the people of Georgia.

    I see no alternative to continued in-depth electoral and judicial reforms, and free and fair local elections.

    I call on all parties to put the interests of the citizens first and to commit to advancing Georgia’s political discourse within the framework of the country’s democratic institutions. Consultations with a number of political actors in Georgia are starting. Yesterday I met with President Zourabichvili to discuss the situation and EU-Georgia relations".
