PRESS RELEASE ON THE INFORMATIONAL BRIEFING OF THE MINISTER OF FOREIGN AFFAIRS OF TURKMENISTAN

On January 16, 2021, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov held an Informational briefing in Ashgabat, dedicated to the commissioning of three infrastructure facilities - a power line in the direction of Kerki (Turkmenistan) - Sheberghan (Afghanistan), a 30-kilometer railway section between stations "Aqina-Andkhoy" and the International fiber-optic communication system and transit flows along the route Ymamnazar (Turkmenistan) - Aqina (Afghanistan) and Serhetabat (Turkmenistan) - Torghundi (Afghanistan).     

The event was attended by the ministers, heads and representatives of diplomatic missions and representative offices of international organizations working in Turkmenistan, rectors of the country's universities, chief editors of print media, representatives of national media and journalists of foreign mass media accredited in Turkmenistan.  The Ambassadors of Turkmenistan in foreign countries, as well as more than 30 representatives of foreign mass media from 15 countries of the world took part in the event through videoconferencing.   

The head of the Foreign Ministry of Turkmenistan described these projects as real steps aimed at the consistent involvement of Afghanistan to regional and international economic processes, the integration of this country into the system of continental transport and logistics ties. The importance of their successful implementation was noted in the context of present and prospective bilateral, regional and international cooperation, including the positive impact on the general geo-economic and political situation in the region.

During his speech, R. Meredov emphasized that the construction of infrastructure facilities in Turkmenistan and Afghanistan, in terms of its geo-economic and geopolitical significance, transcend its regional boundaries, and in fact means the formation of a new belt of transport and communications and the energy supplies of the continental level on the Turkmen and Afghan territories, connecting the Central Asia and South Asia with Europe and the Middle East. This, in turn, is the practical embodiment of Turkmenistan’s international initiatives in the field of sustainable development in transport and energy sector, which the country proposes within UN. As examples, the construction of the TAPI gas pipeline, the construction of cross-border railways, bridges, power lines and fiber-optic communications with the participation of neighboring countries and other countries, work on the launching of the Lapis-Lazuli transport corridor along the Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey route were presented.

In this context, during the briefing, the importance of cooperation with international organizations, including the United Nations, its specialized agencies, and the European Union, was noted. The Minister of Foreign Affairs of Turkmenistan announced the conjugation of multilateral interests, the strive of partners to diversify transport and energy flows, which creates preconditions for joining the mentioned projects of a number of integration associations, such as the Economic Cooperation Organization (ECO), the Eurasian Economic Union, the Shanghai Cooperation Organization, the Commonwealth of Independent States. In this regard, R. Meredov stressed that the bilateral Turkmen-Afghan infrastructure projects should be considered as part of more comprehensive plans on the establishment of geo-economic space uniting the states of the region, neighboring countries, other states, and aimed at forming an integrated system of continental cooperation in Eurasia.

The head of the Foreign Ministry confirmed the firm adherence of Turkmenistan to providing comprehensive political, diplomatic and economic support to Afghanistan, which constitutes a single long-term state strategy for Turkmenistan's cooperation with this country. R. Meredov stressed that the basis of such cooperation is the reliance on the historical traditions of friendship and good-neighborliness of the two fraternal peoples, the awareness of the fact that Afghanistan is the most important and integral link of regional and continental stability and security, and the assuredness in the ability of the Afghan people and their leadership to overcome the existing difficulties and achieve peace and harmony in the country, attain its economic prosperity.

The Minister of Energy of Turkmenistan Charymyrat Purchekov, the Counselor of the Embassy of the Islamic Republic of Afghanistan in Turkmenistan Ahmad Tariq Noorzadeh, Special Representative of the UN Secretary General for Central Asia, Head of the UN Regional Center for Preventive Diplomacy for Central Asia Natalya Gherman, Head of the OSCE Center in Ashgabat Natalya Drozd, Director of the Resident Office of the Asian Development Bank in Turkmenistan Chang Ching Yu also gave speeches at the briefing.

Speakers noted that these initiatives of President of Turkmenistan Gurbanguly Berdimuhamedov, which were implemented, contribute to an increase in the volume and expansion of the geography of electricity exports, and an increase in the transport and transit potential of the entire region. It was also noted that the commissioning of these projects contributes to the implementation of the transit and transport potential of the two states, their interaction in the energy and communication sectors, integration into the system of modern international economic relations.

At the end of the briefing, Foreign Minister of Turkmenistan answered the questions of the representatives of the news agencies, in particular the “News Central Asia” (Pakistan), “TRT” (Turkey) и “Agence France Press” (France), the faculty members of the Institute of International Relations of the MFA of Turkmenistan, the International University for the Humanities and Development and local press.

    27 February the United Nations Development Programme (UNDP) and the Ministry of Health and Medical Industry of Turkmenistan signed new projects on health to improve access to treatment of the noncommunicable diseases (NCDs) and enhance national capacity for clinical laboratory diagnostics.

    “We are happy to note the increased collaboration between UNDP and the Government of Turkmenistan on strengthening health system of the country, which demonstrates a growing trust in UNDP as a strategic partner to accelerate the achievement of the Sustainable Development Goals, by ensuring no one is left behind,”- said Ms. Narine Sahakyan, UNDP Resident Representative in Turkmenistan.

    More specifically, UNDP launched the following new joint projects to support the national efforts to strengthen the country’s health system:

    The project “Provision of medicines necessary for prevention and treatment of non-communicable diseases and for maternal and child health in Turkmenistan in 2023-2024”, which is aimed at strengthening the national health systems capacities to control the noncommunicable diseases (NCDs), rare diseases, and improve maternal and newborn health in Turkmenistan. . The project will ensure access to free, good quality, available, affordable medicines across the country through the provision of medicines for treatment of NCDs and other diseases. This project will continue providing quality and affordable medicines initiated by the first NCD project between UNDP and MoHMI for 2020-2021. Notably, the project includes: i) the provision of medicines for rare and orphan diseases which are very costly, making the patients with the rare and orphan diseases most vulnerable to financial hardships; ii) provision of essential medicines for NCD patients, including the most vulnerable people; iii) contribute to women’s health by providing medicines for pregnancy, childbirth and postnatal period;

    The project “Strengthening clinical laboratory services in Turkmenistan in 2023-2024” will focus on strengthening the national health system’s capacity for clinical laboratory diagnostics of diseases. The project will support health services to ensure availability, accessibility, reliability, and most-up-to-date laboratory investigations for accurate and timely diagnosis of the most common diseases, such as common infectious, non-infectious diseases, surgery, emergency cases, maternal and child health, and other. Important to note that the project will support laboratories of primary health care which serve most of the population. The availability of lab services at the PHC level in close proximity to the place of residence, reduces gender-related barriers and ensures equal access to a full range of lab investigations for women and girls, including lab investigations during pregnancy, childbirth and postnatal period. The project will particularly help vulnerable people with access to lab services by reducing the cost of the services and the cost of transportation if such services are not available at PHC.

    It is expected that both projects, fully funded by the Government of Turkmenistan with a total budget of around 78 million US dollars, will help Turkmenistan to contribute significantly to the achievement of the universal health coverage (UHC) and the Sustainable Development Goals.

    “Ensuring Universal Health Coverage in the country and enhancing the resilience of the national health system to pandemics and acute diseases is one of the main areas of our cooperation with indeed impressive results. The volume of our past and ongoing cooperation only on health totals approximately $150 million, with the vast contribution coming from the government of Turkmenistan,” – said Ms. Sahakyan. “The remarkable achievements and outstanding collaboration between UNDP and Turkmenistan on public health have been reflected in the letters of recognition and appreciation from the UNDP Administrator and the Global Fund Executive Director addressed to His Excellency President of Turkmenistan, demonstrating readiness of UNDP and our partners to further improve national health system, leaving no one behind”.

    UNDP works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals.

  • A PACKAGE OF DOCUMENTS WITH UN SPECIALIZED AGENCIES WAS SIGNED AT THE MINISTRY OF FOREIGN AFFAIRS OF TURKMENISTAN

    Today, on February 27, 2023, the ceremony of signing documents between the ministries, state agencies, public organizations of Turkmenistan and the representative offices of the structural divisions of the United Nations in Turkmenistan - UNDP, UNFPA, UNICEF was held at the Ministry of Foreign Affairs of Turkmenistan.

    During the ceremony, 26 documents were signed regarding the interaction between Turkmenistan and the UN in the field of economy, healthcare, education, mass media, as well as other important areas. Among them are joint projects for 2023-2025, as well as work plans for the current year.

    These documents reflect the goals and objectives outlined in the previously signed country program documents with specialized UN structures for 2021-2025.

  • MEETING AT MFA OF TURKMENISTAN WITH THE CHAIRMAN OF THE INTERGOVERNMENTAL COUNCIL OF ROAD WORKERS OF THE CIS

    On February 25, 2023, the Deputy minister of foreign affairs of Turkmenistan V.Hajiyev met with the Chairman of the Intergovernmental Council of Road Workers (ICRW) of the CIS Buri Karimov.

    During the meeting, the parties discussed the main areas of cooperation between Turkmenistan and the ICRW, as well as the prospects for the development of international transport corridors in the region.

    An exchange of views took place on the initiative participation of Turkmenistan in the global transport dialogue, comprehensive national programs were noted aimed at modernizing the material and technical base of the transport industry, expanding existing and forming new transport and communication networks to integrate the domestic transport system into the international transport infrastructure, creating in our country large logistics centers providing regional coordination of multimodal transportation.

    Issues of preparation and holding of events of the Intergovernmental Council of Road Builders were touched upon, including the upcoming 46th meeting of the ICRW, as well as the possibility of organizing an international scientific and practical conference in Ashgabat and the 6th international motor rally.

    In this context, B. Karimov noted the importance of the 6th international motor rally, designed to help improve the condition and development of international transport corridors, including roads, road safety, and reduce the number of barriers to traffic and cargo.

    Following the meeting, the parties agreed to continue cooperation in organizing and holding joint upcoming events.

  • A MEETING WITH THE HEAD OF THE UN REGIONAL CENTER FOR PREVENTIVE DIPLOMACY WAS HELD AT THE MINISTRY OF FOREIGN AFFAIRS OF TURKMENISTAN

    On February 21, 2023, the Minister of Foreign Affairs of Turkmenistan R.Meredov received Natalya Gherman, who is completing her mission as the Special Representative of the UN Secretary-General for Central Asia, Head of the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA).

    During the meeting, the commitment of Turkmenistan to strategic cooperation with the United Nations and its specialized agencies was confirmed.

    During the meeting, an exchange of views took place on priority areas of cooperation between our country and the UN Regional Center for Preventive Diplomacy for Central Asia. This cooperation, first of all, is distinguished by its effectiveness.

    In this regard, the importance of the creative initiatives put forward by the President of Turkmenistan in various fields was emphasized. The Head of the foreign policy agency of Turkmenistan noted that the mechanisms of multilateral preventive diplomacy, such as the Academy of Preventive Diplomacy initiative and the Women's Dialogue of Central Asian countries, have been created and are successfully operating.

    Sincere gratitude was also expressed to Natalya Gherman, who is completing her work as the head of the UN Regional Center for Preventive Diplomacy for Central Asia, Special Representative of the UN Secretary-General for Central Asia, for her activities, which contributed to the development and strengthening of cooperation between Turkmenistan and the United Nations. Words of congratulations were expressed in connection with her appointment as the Executive Director of the Executive Directorate of the UN Counter-Terrorism Committee and wishes of success in the new responsible post.

     

  • NATIONAL LEADER OF THE TURKMEN PEOPLE, CHAIRMAN OF THE HALK MASLAKHATY OF TURKMENISTAN MET WITH A MEMBER OF THE FAMILY OF SHEIKHS OF THE STATE OF QATAR

    On February 20, 2023, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov met at the Maslahat köşgi Palace in the capital with a member of the family of the Sheikhs of the State of Qatar, Sheikh Faisal bin Nasser bin Hamad Al-Thani, who arrived in our country on a visit.

    Expressing gratitude for the opportunity of a personal meeting and hospitality on the Turkmen land, the guest conveyed warm greetings and best wishes from the Emir of the State of Qatar, Sheikh Tamim bin Hamad Al-Thani, to the Hero-Arkadag.

    Thanking for the kind words, Hero-Arkadag Gurbanguly Berdimuhamedov addressed the best wishes to the Emir and the people of the State of Qatar, noting that our country is always ready for a comprehensive mutually beneficial partnership with the states of the Middle East, including Qatar.

    During the conversation, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty, on his own behalf and on behalf of the President of Turkmenistan, congratulated the guest on holding the World Cup in Qatar in 2022 at a high organizational level, noting that this sports festival has become a significant event for the entire Islamic world .

    Expressing sincere gratitude for the congratulations, Sheikh Faisal bin Nasser bin Hamad Al-Thani stressed that the visit of the President of Turkmenistan Serdar Berdimuhamedov to Doha during the world championship and his attendance at one of the matches were perceived as a sign of high respect for the State of Qatar.

    In continuation of the meeting, it was stated that the Turkmen-Qatari cooperation is developing in the fields of energy, transport and communications, industry, agriculture, and high technologies. Among the most promising areas of cooperation was the fuel and energy complex.

    Sheikh Faisal bin Nasser bin Hamad Al-Thani invited Hero-Arkadag Gurbanguly Berdimuhamedov to visit the State of Qatar at any time convenient for him. The National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan expressed gratitude for the invitation. The dates of the visit will be agreed through diplomatic channels.

    At the end of the meeting, which was held in a constructive manner, confidence was expressed in the further successful comprehensive development of the Turkmen-Qatari cooperation, which meets the interests of the well-being of both countries.
