EIB and ProCredit to support faster recovery of Georgia`s SMEs from the COVID-19 crisis with €10 million

The European Investment Bank /EIB/ will provide €10 million to the ProCredit Group to offer a new credit line for small and medium enterprises (SMEs) and midcaps.

The EU bank and ProCredit create a €10 million credit line for the recovery of SMEs and midcaps from the COVID-19 pandemic in Georgia.
EIB and ProCredit Group agree on similar credit lines in Ukraine (€25 million) and Moldova (€20 million), bringing the total support to companies to €55 million.
The operation is part of the Team Europe’s COVID-19 emergency response to help sustain jobs, maintain liquidity and operations, and fuel the economic recovery of the EU partner countries.
The European Investment Bank, the lending arm of the European Union, will provide €10 million to the ProCredit Group to offer a new credit line for small and medium enterprises (SMEs) and midcaps in Georgia and support their faster recovery from the COVID-19 pandemic. The credit line can be made available in multiple currencies, including in the local currency.

The investment is a part of a €55 million regional agreement with the ProCredit, which allows creation of similar credit lines at ProCredit Group in Ukraine (€25 million) and Moldova (€20 million), all in support of faster economic COVID-19 recovery of the EU partner countries in the Eastern Neighbourhood.

This transaction provides much-needed financing to companies in Georgia to address working capital issues created by the ongoing pandemic. The EIB loan also strengthens the national banking sector in Georgia and reinforces its ability to finance the economic recovery of the country.

EIB Vice-President Teresa Czerwińska, who is in charge of operations in Georgia, Moldova and Ukraine, said: “Team Europe continues to support economic recovery of EU partner countries in the Eastern Neighbourhood from COVID-19, reinforcing pan-European solidarity in these difficult times. We have thus created new sources of financing at a moment when such aid is crucial for the survival of our SMEs. We look forward to expanding our partnership in the future, so as to allow even more companies benefit from our shared dedication to support SMEs and midcaps grow and develop.

EU Ambassador to Georgia Carl Hartzell said: The EU stands by Georgia during the pandemic. The EU has mobilised an unprecedented GEL 1.5 billion COVID-19 support package for Georgia, of which economic recovery of businesses is a fundamental part. This top-up by the EU bank strengthens this component by providing more assistance via local Georgian banks. Thanks to this agreement, an additional number of Georgian small and medium businesses will be able to access finance to get them through these challenging times.

The management of ProCredit Holding AG & Co. KGaA, the parent company of the ProCredit group, said:
“Thanks to the well-established relationships with our clients and partners such as the EIB, we have been able to provide efficient support to numerous SMEs during these turbulent months. These EIB credit lines will support SMEs in Georgia, Moldova and Ukraine to overcome short-term liquidity shortages and will provide much-needed support in local currencies for their investment projects. We expect that this will open them up to new lines of business and opportunities and thus will support economic recovery in the coming years. We are confident that this will be stimulated by a structural shift towards investments that are climate-friendly as well as socially and ecologically sustainable.”

Team Europe: Strengthening pan-European solidarity in times of crisis

The EIB investment is a part of Team Europe’s overall response to COVID-19 and supports the sustainable social and economic recovery of the EU’s Eastern Neighbourhood. The operation reinforces both SMEs and mid-caps, which are the backbone of national economies and a major source of employment in three countries.

Covered by guarantees from the European Union, the EIB investment enables the ProCredit Group to increase its lending activities without jeopardising the long-term stability of the local financial sectors or their ability to support the economic recovery from the pandemic in the long term.

The credit lines will be even more attractive due to the more flexible terms enabled by the EIB’s COVID-19 emergency measures. These emergency measures are a part of Team Europe’s efforts to support partner countries in the Eastern Neighbourhood during the pandemic.

    With the support of the European Union and the European Investment Bank (EIB), the Georgian authorities have launched a joint campaign – ‘Better and safer roads for Georgia’ – to raise awareness on road safety issues.

    The campaign focuses on several concrete issues to raise awareness of the importance of road safety. It will show real stories of people affected by road accidents. Outdoor banners with road safety messages will be spread throughout five cities of Georgia – Tbilisi, Khashuri, Kutaisi, Zestafoni, and Batumi. This will be complemented by outreach through television, online media and social media. The goal is to reach as many drivers as possible and help them become aware of safety risks on the roads.

    According to the EU Delegation to Georgia, car accidents are one of the main causes of fatalities and injuries in the country. Failure to maintain one lane, speeding and driving under the influence of alcohol are all significant causes of traffic accidents in Georgia. Over the past two years, 15,222 people have been injured in car accidents and 879 people have been killed, including 22 children.

     “Systematically preventing deaths and serious injuries linked to road crashes is a priority of the EIB, the EU’s bank,” said Maciej Czura, the Head of the EIB Regional Representation for the South Caucasus. “Improving road infrastructure safety in Georgia has been one of our key priorities since 2007 when the bank began operating in the country. In order to achieve that, the EIB is supporting the Georgian East-West highway project with €1 billion financing guaranteed by the European Union, supplemented with up to €40 million of EU grants to Georgia.”

    Upcoming two sessions to underscore China’s most important political event returning to normal following COVID adjustment: experts

    The list of the members of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) was unveiled with a new sector - the environment and resources sector - added, which some experts said has great significance as environmental protection constitutes a fundamental part in pursuing Chinese modernization. 
    Meanwhile, with the adjustment and optimization of the country's epidemic prevention and control measures, this year's "two sessions," one of the most important annual political events, is expected to return to normal, experts said. 
    There are 2,172 members from 34 sectors, with 85 from the newly established environment and resources sector, media reported on Wednesday. 
    The first session of the 14th National Committee of the CPPCC will start on March 4 and the 14th National People's Congress will kick off its first session on March 5, the country's top legislature announced on December 30.  
    In line with the guidelines of enhancing and improving the work of the CPPCC issued by the Central Committee of the Communist Party of China (CPC), the 13th National Committee of the CPPCC has been pushing forward the establishment of the environment and resources sector.
    In recent years, some regional committees of the CPPCC began adding this new sector and regional committees across the 31 provinces, autonomous regions and municipalities have added the new sector, called the environment and resources or resources and the environment. 
    "No matter whether it's about the comprehensive economic and social development or Chinese modernization, environmental and resource protection, as an important part of the Five-Pronged Overall Approach since the 18th National Congress, conveys great significance," Zhu Lijia, a professor of public management at the Chinese Academy of Governance, told the Global Times on Wednesday. 
    To pursue Chinese modernization, environmental protection and construction is fundamental, and setting up this new sector could help policy makers and advisors play bigger roles in formulating environment-related policies and measures, Zhu said. 
    Li Zhenhan, a member of the regional committee of the CPPCC in East China's Shandong Province, was quoted as saying in media reports on Wednesday that setting up this new sector could help allocate resources and bring members with various backgrounds in the environment, resources and energy who used to work in different sectors together. 
    Environmental protection will continue being a major focus of the work of the CPC in the future. In a report delivered by General Secretary of the CPC Central Committee Xi Jinping to the 20th National Congress of the CPC in October 2022, Xi pointed out that we will advance the Beautiful China Initiative and take a holistic and systematic approach to the conservation and improvement of mountains, waters, forests, farmlands, grasslands and deserts. 
    "We will carry out coordinated industrial restructuring, pollution control, ecological conservation and climate response, and promote concerted efforts to cut carbon emissions, reduce pollution, expand green development and pursue economic growth, he said. We will prioritize environmental protection, conserve resources and use them efficiently, and pursue green and low-carbon development," Xi said. 
    This year's two sessions will also be the first annual gatherings for the country's two main political bodies to set priorities and plans involving the economy, military, trade, diplomacy and the environment for the next year since the country downgraded its COVID-19 management. 
    Some experts believed that as the country's social and economic activities have been brought gradually back to normal following the adjustment and optimization of the epidemic prevention and control measures, the country's most important annual political activities are also expected to go to back to normal. 
    Some experts considered that the economic recovery and China's population decline would be major focuses of this year's two sessions, especially when many observers and analysts remain bullish on China's economic prospects. Also, the Chinese mainland's population declined for the first time in 61 years, which attracted the world's attention. 
    Among 2,172 members, there are 124 from the Hong Kong Special Administrative Region (HKSAR) and 29 from the Macao SAR. Junius Ho Kwan-yiu, a Hong Kong Legislative Council member who is also the member of the 14th National Committee of the CPPCC from the HKSAR, told the Global Times that he will focus on proposals such as legal services exchanges between the mainland and Hong Kong, high-tech development and energy-saving and environmental protection during this year's meetings. 
    "This year's two sessions will mainly focus on the economic recovery, including how to accelerate the production resumption and push forward high-quality growth," Zhu said. In terms of the declining population, Zhu said that it's a common question that many developed countries and developing countries face after economic and social development reaches a certain level. 
    "How to turn China's demographic dividend into a talent dividend will also be a major focus of this year's meetings," he said.

  • EU4Environment trains experts from Armenia, Azerbaijan, Georgia and Moldova to test wastewater for COVID-19

    With the support of the ‘EU4Environment – Water and Environmental Data’ project, Armenia, Azerbaijan, Georgia and the Republic of Moldova have developed a COVID-19 monitoring concept and conducted pilot analyses in urban wastewater.

    In September 2022, the SarsCov-2 virus was analysed for the first time in wastewater samples from Yerevan, Baku, Tbilisi and Chisinau. The sampling, analysis and evaluation concept was developed with the support of the European Union. Experts from the Austrian Environment Agency and the Vienna University of Technology provided guidance on the development of procedures and allowed the first analysis of COVID-19 in wastewater in each of the countries. 

    Over the coming months, European experts will help the programme partners in the Eastern Partnership countries to implement the practice on a permanent basis and train them in interpreting the data. In parallel, sampling will be expanded to increase the coverage of COVID-19 monitoring. This will improve pandemic monitoring for overall health protection in each country and even internationally.
