Construction of the TAPI gas pipeline in Afghanistan territory will continue next year

During the plenary session of the High Level Conference on Afghanistan, the parties discussed issues of economic cooperation.

Speaking at the event, President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani spoke about the economic situation in the country. Expressing gratitude for the aspiration of the world community to facilitate the involvement of Afghanistan in the world economy, he especially noted the important contribution of Turkmenistan. Projects initiated by the Turkmen side were highlighted, in particular, the importance for Afghanistan of the construction of power transmission lines and fiber-optic communication along the Turkmenistan-Afghanistan-Pakistan (TAP) route.

In turn, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan R. Meredov spoke in detail about trade and economic cooperation with neighboring Afghanistan.

He stressed that the leadership of Turkmenistan considers the regional economic integration of Afghanistan through the implementation of large-scale infrastructure projects as one of the main aspects of restoring peace in this country.

Thus, Turkmenistan has initiated a number of important economic projects with the participation of Afghanistan. The construction of the TAPI gas pipeline, electricity and communication lines along the TAP route, as well as railways connecting Turkmenistan with Afghanistan and other countries of the region continues.

The Turkmen side plans to complete the construction of TAPI on its territory this year, and start construction on the territory of Afghanistan next year. The final stage of the construction of power transmission lines and fiber-optic communications along the Turkmenistan-Afghanistan-Pakistan route was also highlighted.

“As for the railway communication, the construction by the Turkmen side of the 35-kilometer section of the Akina-Andkhoy railway should be completed in the coming days,” R. Meredov noted. In 2021, it is planned to continue the construction of the railway in the direction of Turgundi-Herat.

The head of the Foreign Ministry of Turkmenistan informed the meeting participants about the financial component of these projects. Turkmenistan has allocated 1 billion 250 million US dollars for the implementation of projects with the participation of Afghanistan.

During the meeting, the parties discussed the issues of attracting investments and the structure of financing in the process of comprehensive reconstruction of Afghanistan.

  • THE DELEGATION OF TURKMENISTAN TOOK PART IN THE MEETING OF THE OSCE COMMITTEE ON THE ECONOMIC AND ENVIRONMENTAL DIMENSION

    On April 14, 2021, in a hybrid format, a meeting of the OSCE Committee on the Economic and Environmental Dimension was held on the topic "Biodiversity and security - the consequences of environmental degradation for security, including the reduction of biodiversity." The meeting was attended by the adviser of the Ministry of Foreign Affairs of Turkmenistan, Ambassador M. Akmuradov.

     In his speech, M. Akmuradov informed the participants about the policy of Turkmenistan to save the Aral Sea and improve the ecological and socio-economic situation in the region.

    In particular, he noted that Turkmenistan, being a supporter of a systematic approach to solving the issues of the Aral Sea problem at the national, regional and international levels, for decades has been carrying out a number of practical measures aimed at ensuring a high level of environmental conditions in the country.

    At the same time, Turkmenistan is consistently promoting in the international arena initiatives and proposals aimed at consolidating the efforts of the countries of the region and the international community to address the overall Aral Sea problem.

    Further, the diplomat informed the participants in detail about the experience of Turkmenistan in improving the ecological state of the Caspian Sea and creating conditions for sustainable development of the region.

     

  • ILO DIRECTOR GENERAL PRESENTED WITH INSTRUMENT OF RATIFICATION BY TURKMENISTAN OF CONVENTION NO. 122 ON EMPLOYMENT POLICY

    On April 14, 2021, a ceremony was held in Geneva in video format to present the ILO Director General Guy Ryder of the instrument on the ratification of Convention 122 of the International Labor Organization on Employment Policy, signed by the President of Turkmenistan.

    During the ceremony, Ambassador, Permanent Representative of Turkmenistan A.Khaljanov noted Turkmenistan's commitment to constructive dialogue with authoritative international organizations, in particular with the International Labor Organization.

    As a full member of the ILO since September 1993 and having ratified 10 ILO Conventions, 8 of which are fundamental, Turkmenistan fully supports the main provisions of the Organization and practical approaches to improving the quality of life through the creation of decent work as an important goal at the national level, thereby implementing the universally recognized norms and principles of the provisions of the ILO into national legislation.

    Expressing gratitude to the Turkmen side for active cooperation with the International Labor Organization, G. Ryder welcomed the efforts of Turkmenistan for the systematic strengthening and improvement of the national legislative base of Turkmenistan and stressed that Turkmenistan became the 115th country to ratify Convention No. 122.

  • ONLINE MEETING OF THE DEPUTY MINISTERS OF FOREIGN AFFAIRS OF “THE VISEGRAD GROUP – CENTRAL ASIA” HAD BEEN HELD

    On April 15, 2021, the meeting of the Deputy Ministers of Foreign Affairs of “The Visegrad Group – Central Asia” had been held in videoconferencing format. The Turkmen delegation was led by the Deputy Minister of Foreign Affairs of Turkmenistan Vepa Hadjiev.

    The meeting was also attended by the deputy heads of the external affairs agencies of Poland, Czech Republic, Slovakia, Hungary, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

    During the meeting the diplomats discussed economic and social consequences of the pandemic COVID-19 for the countries of Central Asia, as well as the implementation of the EC Strategy for Central Asia. The review of promising and mutually acceptable areas of cooperation of the countries of Visegrad Group and Central Asia took place.

    In this context, industrial sector, transport, trade and cultural-humanitarian cooperation were mentioned as potentially possible spheres of interaction of the Turkmen side within the framework of the dialogue “Visegrad Group+CA”. It was also specially underlined that creation and opportunities of international transport corridors could become a separate sphere of cooperation between the countries of this format.

    In his speech V.Hadjiev noted that Turkmenistan being the responsible member of the world community, from the very beginning of the threat of the spread of COVID-19, has established close working contacts with the UN, its specialized institutions and agencies, primarily with WHO. The country advocated widespread use the mechanisms of science in combating the pandemic and its consequences. In this regard, vaccines against coronavirus infection of Russian and other foreign manufacturers were registered in the country and the process of mass vaccination of the population began.

    V.Hadjiev stated that Turkmenistan consider as its priorities the expansion of political-diplomatic interaction, fight against common threats, cooperation in the field of energy, transport, trade and investments, environment and water resources, justice and law supremacy, as well as investments in youth and education.

    Ensuring lasting stability and security in Central Asia is highlighted as the key factor and necessity of collective actions of all the states and international organizations for the effective combating the challenges and threats of our time, such as international terrorism, extremism, illicit trafficking of drugs, weapons and funds, as well as the cybercrime. The need to strengthen contacts in the field of information security was emphasized.

  • THE INTERNATIONAL CONFERENCE “GLOBAL COOPERATION OF INDEPENDENT, NEUTRAL TURKMENISTAN FOR THE SAKE OF PEACE AND TRUST” WAS HELD IN ASHGABAT

    On April 15, 2021, the International Conference “Global Cooperation of Independent, Neutral Turkmenistan for the sake of Peace and Trust” was held in the capital of Turkmenistan, Ashgabat in participationon of the President of Turkmenistan Gurbanguly Berdimuhamedov.

    The high-level event took place in the new Conference Centre of Turkmenistan that was officially opened in the same day by the President of Turkmenistan.

    The event was attended by the leadership of Parliament (Mejlis), Deputies Chairman of the Cabinet of Ministers of Turkmenistan, heads of the ministries and departments of the country, chiefs of the diplomatic missions and representative offices of international organizations in Turkmenistan, rectors of the institutions of higher education of Turkmenistan, heads and representatives of local mass media, as well as the foreign journalists accredited in Turkmenistan.

    The heads and representatives of respected international and regional organizations, including the UN, OSCE, CIS and others took part in the International Conference via videoconferencing.

    In his opening speech, the President of Turkmenistan Gurbanguly Berdimuhamedov noted the significance of the given Conference that is taking place in the International Year of Peace and Trust. He expressed firm commitment of Turkmenistan to the development of peaceful, friendly ties between countries and people. The President also called for the expansion of collaboration with the international partners.

    Then the participants heard the video statement of the Secretary General of the OSCE Helga Schmid who told about the active work of Turkmenistan in the process of upholding the sustainable development, the culture of peace and trust. She also highlighted the role of Turkmenistan in the development of economic connectivity in the region and beyond itThen the Chairman of the Executive Committee of the Commonwealth of Independent States – Executive Secretary Sergey Lebedev addressed the conference via videoconferencing. He particularly underlined that in the person of Turkmenistan, the international community has gained a reliable and peace-loving partner and the state confirms in practice its vital input in the development of international cooperation on the basis of mutual respect and trust.

    Also via videoconferencing gave her speech, the Under-Secretary-General of the United Nations, Executive Secretary of the UN Economic Commission for Europe (UNECE) Olga Algayerova. She noted the important role of Turkmenistan in the promotion of constructive regional and international dialogue, in particular through the collaboration in the area of green economy, trade, transport, ecology and others.

    About the significance of peaceful and open international cooperation to which Turkmenistan calls, the Executive Secretary of the UN Economic and Social Commission for Asia and the Pacific (ESCAP), Under-Secretary-General Armida Salsiah Alisjahbana has spoken in her video statement. She underlined the importance of mutual support in the process of resisting the common threats and challenges.

    In her speech, the Acting UN Resident Coordinator in Turkmenistan, UNICEF Representative in Turkmenistan Christine Weigand told about the active cooperation of Turkmenistan with the UN from the perspective of attaining the Sustainable Development Goals that is inseparably connected to maintenance of peace and trust between countries and people.

    Also, the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Turkmenistan Aleksandr Blokhin gave a speech at the Conference. The diplomat said that “the peace and trust is what is extremely needed today to the people and states of the whole Globe and their priority scope in the Turkmen foreign policy has gained many practical confirmations and rightly valued by the world community.”

    In his speech, the Ambassador Extraordinary and Plenipotentiary of the United States of America to Turkmenistan Matthew Stephen Klimov presented his vision of the notions of peace and trust. He underlined that to attain peace it is necessary to build and maintain trust. The Ambassador added that this is what Turkmenistan is calling for through its positive neutral policy.

    Speaking at the Conference, the Head of the OSCE Center in Ashgabat Natalya Drozd stated that by initiating the UN General Assembly Resolution on declaring the International Year of Peace and Trust, “the Government of Turkmenistan has again demonstrated its commitment to the policy of permanent neutrality, the main priorities of which is the affirmation of the culture of dialogue and reinforcement of mutual trust between various states.”

    The Ambassador Extraordinary and Plenipotentiary of the European Union to Turkmenistan Diego Ruiz Alonso also spoke at the Conference. The diplomat noted the role of Turkmenistan in the promotion of peaceful and trustful relations between countries and people that is reflected in numerous projects of economic and humanitarian nature.

    In the end of the official part of the Conference, the President of Turkmenistan Gurbanguly Berdimuhamedov expressed gratitude to participants for active involvement and wished to all peace and wellbeing.

    Then the ceremony of signing international documents took place and the International Conference continued in plenary sessions.
