President of Turkmenistan signs the Constitutional Law on Amendments to the Constitution
Deputies of the Mejlis of Turkmenistan discussed the draft Constitutional Law "On Amendments to the Constitution of Turkmenistan" during the 11th meeting of the Mejlis of the sixth convocation held in frames of the Halk Maslahaty meeting.
The participants paid special attention to the establishment of the National Council of Turkmenistan and the forthcoming transition of the country's legislative body to a bicameral system. In this regard, the issues related to the introduction of relevant amendments and additions to the current laws of Turkmenistan were also raised.
The draft Constitutional Law "On Amendments to the Constitution of Turkmenistan" submitted to the next meeting of the Mejlis of the fifth convocation was unanimously approved and adopted.
Chairperson of the Mejlis of Turkmenistan G. Mammedova announced the decision on the draft Constitutional Law.
President Gurbanguly Berdimuhamedov signed the Constitutional Law "On Amendments to the Constitution of Turkmenistan".
“The adoption of the Constitutional Law of Turkmenistan on the eve of the 29th anniversary of independence, symbolizing the unity of society and the state, is a grandiose historical event that will be inscribed in the chronicle of our people”, underlined the President of Turkmenistan.
The Constitutional Law of Turkmenistan "On Amendments to the Constitution of Turkmenistan" comes into force on January 1, 2021.
In this regard, the work of the Halk Maslahaty of Turkmenistan is terminated. The President of Turkmenistan signed the Resolution "On revocation of the 1st order of the Chairperson of the Halk Maslahaty of Turkmenistan dated September 25, 2018".
“Adopting the Constitutional Law of Turkmenistan "On Amendments to the Constitution of Turkmenistan", we have created a bicameral structure of the country's legislative body”, said the President of Turkmenistan.
According to the Constitutional Law, the first elections of the members to the chamber of the Halk Maslahaty National Council of Turkmenistan are appointed by the President of Turkmenistan.
In this regard, the President of Turkmenistan signed the Decree of the Halk Maslahaty on the appointment of the first election of members to the chamber of the Halk Maslahaty National Council of Turkmenistan, as well as the organizational work to establish the activities of this structure.
Moreover, the Turkmen leader signed the Decree "On strengthening the social security of healthcare workers".
Meeting of the Minister of Foreign Affairs of Turkmenistan with the Leader of the National Islamic Movement Party of Afghanistan
On February 22, 2021, the meeting was held between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Leader of the National Islamic Movement Party of Afghanistan Marshal Abdul Rashid Dostum who arrived in Ashkhabad on a working visit.
During the constructive talks the sides exchanged views on the agenda of the effective Turkmen-afghan interaction. It was underlined the active development of bilateral ties with the aim of all-round implementation of the agreements reached on high level between Turkmenistan and Afghanistan.
The Leader of the NIMP of Afghanistan especially underlined the efforts of Turkmenistan’s Leadership aimed at strengthening peace and security in the neighbor fraternal country as well as the integration of Afghanistan and its people into the stable channel of economic development.
In this context the initiatives of the President of Turkmenistan directed to the intensification and development of effective regional interaction with active involvement of the afghan side were highly appreciated.
The parties expressed adherence to the addition of joint efforts in rapid implementation of energy, communications, transport and other projects. In this regard it was expressed mutual interest to the timely and effective realization of the perspective project of TAPI gas pipeline, of the TAP transmission line and new routes of the railroad from Turkmenistan to Afghanistan.
During the negotiations the sides highlighted the significance of the realization by Turkmenistan of large-scale infrastructure projects directed to the further development of Afghanistan and the whole region. As is known, the given projects are aimed at creation of cost-effective jobs as well as stimulating the growth of well-being of the population living along the implementation of megaprojects.
The Turkmen side confirmed once again its readiness to continue active dialogue aimed at advancement of peace inter-afghan negotiations, as well as to provide its political space for any of their future rounds.
In the course of the talks the patties agreed that it is necessary to strengthen and enhance the mechanisms of achieving peace, sustainable development, stability and security in the region as a whole.
Statement by President Salome Zourabichvili
Nine months ago, I made a personally difficult and painful decision for society that was aimed at maintaining state stability, and served to defeat a political crisis and polarization.
Unfortunately, polarization, tensions and confrontation continue to increase on a daily basis. Putting the electoral results declared legitimate under question, using any type of disobedience, encouraging social and public protests serve to weaken and destabilize the country.
This can lead to dire consequences - losing public confidence in democratic institutions is tantamount to setting a crushing precedent, not only for us but for democracies stronger than us. Respecting the election result and acknowledging loss is the cornerstone of democracy! The rejection of these democratic principles pleases only those forces, inside and outside the country, who put their political ambitions above the interests of the country and those in the region who perceive Georgia’s stability and democracy as a threat.
Today, I held a meeting with representatives of the diplomatic corps and discussed the current situation in detail. I believe that there is a need for immediate de-escalation of the situation and easing of tensions, which need, first of all, a real constructive dialogue, so that these processes do not damage the stability of the country and its international image.
Through my experience, I am ready to support all forms of dialogue, but I am convinced that compromise is only justified when both sides are ready for constructive dialogue and not when concessions are perceived as weakness, or even more so when it can be seen as someone's own victory. Constructive dialogue is also opposed to the imposition of preconditions and the radicalization of processes.
I, as the guarantor of this country’s independence, sovereignty, Europeanness, democratic development and therefore stability, reflecting on the interests of the country and of every citizen, believe that we will all be victorious through calm and development.
I hope that the Prime Minister-nominee and his future government will be able to end this severe process and will not allow anyone to put personal political ambitions above the country’s interests and endanger those institutions that are the foundation for a democratic and legal state.
The meeting with the delegation of Political Office of Taliban movement was held in the MFA of Turkmenistan
February 6, 2021 the leadership of Turkmen foreign ministry met with the delegation of Political Office of Taliban movement headed by Mullah Abdul Ghani Baradar in the MFA of Turkmenistan.
During constructive negotiations, the parties have underlined the importance of establishing and maintaining peace and stability in Afghanistan.
In this regard, it has been noted that Turkmenistan has given significant support for Afghan people, contributed to the development of Afghan economy, primarily strategically important fields such as energy, transport, connectivity and communications.
The significant projects in the aforementioned fields are “Turkmenistan-Afghanistan-Pakistan-India” pipeline, high voltage electric power transmission line, fiber-optic connection along “Turkmenistan-Afghanistan-Pakistan” route, as well as railways connecting Turkmenistan and Afghanistan.
The delegation of Political Office of Taliban movement expressed full support to the implementation of above-mentioned infrastructure projects aimed at ensuring well-being and prosperity for Afghan people.

First of all, let me welcome you today at the press conference and introduce myself. My name is Mohammad Suhail Shaheen, I am member of the Political Office and Negotiations Team of the Islamic Emirate of Afghanistan.
On behalf of the IEA Political Office, I would like to express my gratitude to the Turkmen side for the invitation to visit Turkmenistan and for warm hospitality.
Yesterday, as part of our visit, we visited two mosques and acquainted with the ancient religious sites and cultural traditions of the Turkmen people.
Today, here, at the Ministry of Foreign Affairs of Turkmenistan, we held talks in an open and friendly atmosphere with His Excellency Rashid Meredov, Foreign Minister of Turkmenistan and Deuty Prime Minister and his delegation, during which we gave a positive assessment of the policy of neutral Turkmenistan towards Afghanistan and the long-term political and economic support to Afghanistan that neighboring Turkmenistan is providing, provided and will provide.
Turkmenistan, as a Muslim, neighboring, neutral state, has been taking initiatives for a number of years aimed at establishing peace and development in Afghanistan.
The implementation of infrastructure projects in Afghanistan initiated by Turkmenistan deserves special attention and assessment. There is no doubt that the early start of construction of projects such as TAPI, TAP and railways from Turkmenistan to Afghanistan will contribute to the achievement of prosperity and economic development in Afghanistan. On the one hand, while we are struggling to gain independence of our country, meanwhile, we are trying to contribute to prosperity of our people and development of our country by providing protection to all national projects in the country.
In this regard, as the Islamic Emirate of Afghanistan, we declare our full support for the implementation and security of TAPI and other developmental projects in our country.
The issues of cooperation between Turkmenistan and the UN on the national and regional levels discussed
Today, on the 2nd of February 2021, a meeting took place in the MFA of Turkmenistan between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the heads and representatives of the UN and its agencies in the country and in the region. The session was held in the hybrid format that is some participants were present in the conference room, while other participants took part in the meeting through videoconferencing.
In particular, around 30 country and regional heads and representatives of the UN, including the Office of Resident Coordinator, UNDP, UNICEF, WHO, UN High Commissioner for Human Rights, UNFPA, UN High Commissioner for Refugees (UNHCR), UN Office on Drugs and Crime (UNODC), UN Food and Agriculture Organization (FAO), UN Economic and Social Commission for Asia and the Pacific (ESCAP), International Organization for Migration (IOM), International Labour Organization (ILO) and others took part in the session. The representatives of the Regional Centre for Preventive Diplomacy for Central Asia also participated to the session.
At the meeting, the Minister of Foreign Affairs of Turkmenistan thanked the representatives of the international organization for constructive cooperation and personal input into the expansion of partnership with Turkmenistan. He emphasized that cooperation between Turkmenistan and the United Nations is a strategic vector of the external policy of the country. “Today our collaboration encompasses practically all the main spheres – from provision of security to the issues of gender equality, from ecology matters to the protection of refugees’ rights” said the Minister.
During the session, a constructive exchange of views took place regarding the effective implementation of plans and projects determined for current year. The participants highlighted the importance of the joint documents signed between Turkmenistan and international organizations in December of last year. These are 44 documents with the total sum exceeding 82 million US dollars, in which case the co-financing on the part of Turkmenistan constitutes the largest proportion. Among the main courses of collaboration are education, healthcare and social services, food security and ecology.
Also, the issues pertaining to the implementation of the Sustainable Development Cooperation Framework between the Government of Turkmenistan and the United Nations for 2021-2025 were discussed.
The participants of the meeting heard the speeches of the representatives of above said agencies that reflected the results of joint work, as well as the current and prospective plans and projects. The representatives of the international organizations, including the UN Country team highly appraised the activities of Turkmenistan on implementing the joint agreements.
During the meeting, the importance of the International Year of Peace and Trust that was recently launched by a special event in Ashgabat was also highlighted. In this regard, the events embedded in the Roadmap of holding the year should undoubtedly contribute to the attainment of the Sustainable Development Goals within the Agenda 2030.
OPENING EVENT TO LAUNCH THE INTERNATIONAL YEAR OF PEACE AND TRUST WAS HELD IN ASHGABAT
On the 29th of January, 2021, the Opening event to launch the International Year of Peace and Trust was held in the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
The heads and representatives of the Ministry of Foreign Affairs of Turkmenistan, deputies of the Mejlis (Parliament), chiefs of diplomatic missions and representative offices of international organizations in Turkmenistan, Rectors of the institutions of higher education of the country, Editors-in-chief of press and representatives of national mass media, as well as foreign journalists accredited in Turkmenistan took part in the event.
The heads and representatives of the United Nations and its structural agencies, Economic Cooperation Organization, Commonwealth of Independent States, Comprehensive Nuclear-Test-Ban Treaty Organization, as well as other regional and international organizations, and foreign mass media participated to the event via videoconferencing.
During her opening remarks, the Acting UN Resident Coordinator in Turkmenistan, UNICEF Representative in Turkmenistan Christine Weigand noted the importance of the International Year of Peace and Trust initiated by the President of Turkmenistan for the sake of sustaining peace, stability and mutual understanding between people which is the key to sustainable development.
In continuation of the topic, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov underlined that the unanimous adoption at the 73rd session of the UN General Assembly of the Resolution declaring the year 2021 as the International Year of Peace and Trust has become a reflection of the efforts of the permanently neutral Turkmenistan calling for strengthening of the culture of peace and trust in the international relations. “Putting forward this idea, the Leader of Turkmen nation has specifically stated that it has a concrete nature and thus urged the international community to reinforce the adopted document with practical content, enrich it with real actions,” said R.Meredov. The head of the MFA of Turkmenistan underlined the significance of applying the means of diplomacy, the political dialog based on mutual understanding and cooperation in the advancement of friendly ties between countries and people and to achieve this Turkmenistan actively cooperates with the international partners.
Speaking at the opening ceremony Special Representative of the UN Secretary General for Central Asia, Head of the UN Regional Centre for Preventive Diplomacy for Central Asia Natalya Gherman underlined the importance of the International Year of Peace and Trust, which meant greater cohesion for the sake of peace and prosperity of the world community.
The timeliness of the International Year of Peace and Trust was also highlighted in the speech of the President of the 75th Session of the United Nations General Assembly Volkan Bozkir. Thanking the Government of Turkmenistan for initiating the International Year of Peace and Trust, he underlined that in view of the global situation, the need in peace and trust is high as never before. Mr. Bozkir urged the international community to continue cooperating through political dialog and solidarity on the way to peace, security and sustainable development.
His words were complemented by the Permanent Representative of Turkmenistan to the United Nations Aksoltan Atayeva who noted the efficiency of peaceful initiatives of the President of Turkmenistan that help to attain the Sustainable Development Goals.
The Minister of Foreign affairs of the Republic of Azerbaijan Jeyhun Bayramov highlighted in his speech the specific need in conducting International year of peace and trust which calls upon to activate efforts and activity on advocating the culture of peace.
In her speech the Head of the OSCE Center in Ashgabat Natalya Drozd spoke about the importance of strengthening the culture of peace and trust.
The Secretary General of the Economic Cooperation Organization Hadi Soleimanpour also gave a speech at the event. He highly appraised the level of cooperation between Turkmenistan and the ECO, as well as emphasized that the economic progress is inseparably linked to the security in the region and in the world, and to attain this it is necessary to strengthen trust between countries and people.
About the importance of strengthening peace and trust between countries and people has also spoke the Chairman of the Executive Committee - Executive Secretary of the Commonwealth of Independent States Sergey Lebedev. He highlighted the effective role of Turkmenistan in the development of friendly ties not only in the region, but also in the whole world.
The Director-General of the UN Office at Geneva, Secretary-General of the Conference on Disarmament Tatiana Valovaya and the Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization Lassina Zerbo highly appraised the role of Turkmenistan in the development of friendly and constructive ties between countries.
In turn, the President of the General Conference of UNESCO Altay Cengizer and Assistant Director-General for the Africa Department of UNESCO Firmin Edouard Matoko emphasized the timeliness of holding the International Year of Peace and Trust. They noted that the notion of peace and trust are the keystones of international cooperation.
Furthermore, the UNODC representative, Ppermanent representatives of Afghanistan, Belarus, Kazakhstan, Nepal, Indonesia and Bangladesh at the UN have underlined the importance of conducting International year of peace and trust in the context of fully strengthening solidarity and mutual support on regional and global levels to create cohesion for addressing pressing issues of present.
During the event, the participants discussed the possibilities of holding joint events in the framework of the International Year of Peace and Trust. A constructive exchange of views and proposals on the improvement of activities on the platform of regional and international organizations for the sake of peace, stability and sustainable development took place. Thus, upon the outcomes of the event, the Roadmap of the International Year of Peace and Trust was adopted.
