The President of Turkmenistan called for the comprehensive strengthening of international cooperation in the field of health during a speech at the 75th session of the UN General Assembly
On September 22, 2020, the high-level week of the 75th anniversary session of the United Nations General Assembly began, during which video speeches of the heads of states and governments will be broadcasted. On the same day, one of the first, the broadcast of the speech of President of Turkmenistan Gurbanguly Berdimuhamedov took place.
In his speech, the Head of State outlined in detail the position of Turkmenistan on key aspects of the international agenda, put forward a number of significant initiatives of a political, socio-economic and humanitarian nature.
At the beginning of his speech, the President of Turkmenistan expressed words of deep empathy in connection with the loss of numerous inhabitants of the planet who did not survive the blow of the coronavirus pandemic.
President Gurbanguly Berdimuhamedov dwelled on the measures taken in Turkmenistan, which were carried out in accordance with the recommendations of the World Health Organization and in close cooperation with the relevant UN departments to counter this threat.
The Head of State noted that for a speedy victory over the pandemic, close professional coordination and unification of efforts of scientific and medical communities around the world are necessary. Having voiced the importance of multilateral cooperation on the problem of dangerous viral diseases, President Gurbanguly Berdimuhamedov noted the importance of fully launching channels of scientific diplomacy. He added that under the auspices of WHO, it is advisable to establish a Special Program of the World Health Organization to study the genome of coronavirus, develop a multilateral mechanism to combat pneumonia, and create a Methodological Center for the Treatment and Prevention of Acute Diseases.
"PREVENTIVE DIPLOMACY IS AN INTEGRAL PART OF TURKMENISTAN'S NEUTRALITY" - PRESIDENT OF TURKMENISTAN
Turkmenistan is one of the states of Central Asia - a region that today attracts more and more attention of the world community. Here geopolitical and geo-economic interests of many countries of the world are intertwined. Realizing this, Turkmenistan, under the leadership of President of Turkmenistan Gurbanguly Berdimuhamedov, actively participates in processes aimed at strengthening peace, stability, sustainable development and mutual understanding between the peoples of the region, which is of no small importance for achieving universal peace and progress.
One of the important partners of Turkmenistan in this regard is the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), established in accordance with the decision of the UN General Assembly with the support of neighboring states and members of the Security Council in 2007. The headquarters of this unique structure is located in Ashgabat.
The effectiveness of preventive diplomacy has been tested by time. President of Turkmenistan Gurbanguly Berdimuhamedov noted the role and importance of the activities of the UNRCCA in his video address to the participants of the 75th session of the UN General Assembly. Turkmenistan actively supports the work and initiatives of this Center, which has done a lot since its inception, in particular, in promoting political-diplomatic, trade-economic and cultural-humanitarian interaction between the states of the region and neighboring countries. Turkmenistan actively cooperates with UNRCCA in maintaining regional security, including the implementation of the UN Global Counter-Terrorism Strategy. Among the main areas of current cooperation is overcoming pressing threats and challenges, in particular the global pandemic and its socio-economic consequences.
In 2020, Turkmenistan celebrates the 25th anniversary of the permanent Neutrality of the state. By maintaining friendly, impartial and mutually beneficial relations, the state has achieved a lot within this status, one of the pillars of which is preventive diplomacy.
As the President of Turkmenistan noted during his speech at the 75th jubilee session of the UN General Assembly: “Following the logic of its neutral policy to ensure regional peace, security and development, consistently unlocking the potential of preventive diplomacy, during the session, Turkmenistan intends to invite the General Assembly to consider the draft resolution “Role of Regional Center for Preventive Diplomacy for Central Asia”.
Turkmenistan is committed to regional and international cooperation through established platforms and programs to achieve concrete results in the economy, trade, healthcare, education and science, the development of energy and transport corridors, and environmental safety. In this context, it is important to emphasize the partnership of Turkmenistan within the framework of the Central Asia Regional Economic Cooperation (CAREC) Program and other significant structures.
Following the principles of preventive diplomacy, Turkmenistan intends to further make a positive contribution to the process of achieving peace, stability and sustainable development at the regional and international levels.

Туркменистан - это одно из государств Центральной Азии - региона, который сегодня приковывает к себе все большее внимание мирового сообщества. Здесь переплетаются геополитические и геоэкономические интересы многих стран мира. Осознавая это Туркменистан, под руководством Президента Гурбангулы Бердымухамедова, активно участвует в процессах, нацеленных на укрепление мира, стабильности, устойчивого развития и взаимопонимания между народами региона, что имеет немаловажное значение на достижение всеобщего мира и прогресса.
Одним из важных партнёров Туркменистана в этой связи выступает Региональный центр ООН по превентивной дипломатии для Центральной Азии (РЦПДЦА), учрежденный в соответствии с решением Генеральной Ассамблеи ООН при поддержке государств-соседей и членов Совета Безопасности в 2007 году. Штаб-квартира этой уникальной структуры находится в Ашхабаде.
Эффективность превентивной дипломатии проверена временем. О роли и важности деятельности РЦПДЦА отметил Президент Туркменистана Гурбангулы Бердымухамедов в своем видеообращении к участникам 75-й сессии Генеральной Ассамблеи ООН. Туркменистан активно поддерживает работу и начинания данного Центра, который сделал много с момента образования, в частности, в продвижении политико-дипломатического, торгово-экономического и культурно-гуманитарного взаимодействия между государствами региона и близлежащими странами. Туркменистан активно сотрудничает с РЦПДЦА в деле поддержания региональной безопасности, включая имплементацию Глобальной Контртеррористической стратегии ООН. Среди основных направлений нынешнего сотрудничества – преодоление насущных угроз и вызовов, в частности глобальной пандемии и её социально-экономических последствий.
В 2020 году Туркменистан чествует 25-летие постоянного Нейтралитета государства. Путем поддержания дружественных, непредвзятых и взаимовыгодных отношений, государство достигло многого в рамках данного статуса, одним из столпов которого является превентивная дипломатия.
Как отметил Президент Туркменистана в ходе своего выступления на юбилейной 75-ой сессии Генассамблеи ООН: «Следуя логике своей нейтральной политики по обеспечению регионального мира, безопасности и развития, последовательному раскрытию потенциала превентивной дипломатии, в рамках сессии Туркменистан намерен предложить Генеральной Ассамблее рассмотреть проект резолюции «Роль Регионального центра по превентивной дипломатии для Центральной Азии».
Туркменистан привержен региональному и международному сотрудничеству путем устоявшихся платформ и программ для достижения конкретных результатов в сфере экономики, торговли, здравоохранения, образования и науки, разработки энергетических и транспортных коридоров, экологической безопасности. В этом контексте важно подчеркнуть партнерство Туркменистана в рамках Программы Центральноазиатского регионального экономического сотрудничества (ЦАРЕС) и других значимых структур.
Следуя принципам превентивной дипломатии, Туркменистан намерен и далее осуществлять позитивный вклад в процесс достижения мира, стабильности и устойчивого развития на региональном и международном уровнях.
THE THIRD MEETING OF THE HEADS OF THE FOREIGN AFFAIRS AGENCIES OF THE CENTRAL ASIAN STATES AND THE RUSSIAN FEDERATION WAS HELD
Today, on October 15, 2020, Minister of Foreign Affairs of Turkmenistan R. Meredov took part in the third meeting of Foreign Ministers in the “Central Asia + Russia” format.
The meeting was also attended by the Minister of Foreign Affairs of the Republic of Kazakhstan M. Tleuberdi, Minister of Foreign Affairs of the Kyrgyz Republic R. Kazakbayev, Minister of Foreign Affairs of the Russian Federation S. Lavrov, Minister of Foreign Affairs of the Republic of Tajikistan S. Mukhriddin, and Minister of Foreign Affairs of the Republic of Uzbekistan A. Kamilov.
During the meeting, the Ministers noted the high level of interstate dialogue between the countries of Central Asia and the Russian Federation, which are linked by bonds of friendship, solidarity and mutual respect. The parties discussed a number of topical issues of cooperation in the political and diplomatic line, as well as in the trade-economic, and cultural-humanitarian fields.
Particular attention was paid to the issues of response to the COVID-19 pandemic, including the exchange of views on the creation of anti-crisis plans and programs on overcoming the socio-economic consequences on the countries of the region.
Speaking at the meeting, Minister of Foreign Affairs of Turkmenistan R. Meredov announced the measures taken in the country to counter the pandemic threat and stressed the importance of strengthening regional and international cooperation in this direction. “According to the initiatives voiced by President of Turkmenistan Gurbanguly Berdimuhamedov during his video address to the participants of the 75th session of the UN General Assembly, it is necessary to use the mechanisms of scientific diplomacy and consolidate the efforts of the relevant state departments, primarily through the ministries of health and sanitary and epidemiological services,” the Minister said.
The parties discussed in detail the current situation and prospects of interaction in the field of regional security, taking into account the development of the situation in the Islamic Republic of Afghanistan. In this regard, it was noted that Turkmenistan stands for stabilizing the situation in this country, creating conditions for achieving national agreement through peaceful dialogue and providing the people of Afghanistan with economic and humanitarian assistance. The parties exchanged views on expanding the range of cooperation to counter common threats and challenges. In this context, the need to expand partnership within the framework of regional and international structures, taking into account universally recognized norms and principles, was noted.
The Ministers considered the possibilities of expanding a fair and mutually beneficial partnership in the Eurasian space, including the development of trade and economic ties and investment cooperation. Prospects for the implementation of key initiatives of the Central Asian states, the Russian Federation and the Asian-Pacific region’s countries in the transit and logistics sphere were discussed, which is expected to strengthen trade and economic relations, ensure favorable tariff conditions, and increase competitiveness in the post-pandemic period.
The parties also discussed the possibilities of expanding cooperation in the cultural-humanitarian sphere. They noted the acceptability of developing ties in the field of education, science and culture. In this context, the parties stressed the importance of the "Soul of Eurasia" initiative aimed at developing cultural dialogue between the countries.
In conclusion, noting the commitment to interaction in this format, the Ministers adopted the Statement on the strategic directions of cooperation.
A TELEPHONE CONVERSATION WAS HELD BETWEEN THE PRESIDENT OF TURKMENISTAN AND THE PRESIDENT OF THE REPUBLIC OF INDIA
On October 15, 2020, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of India Ram Nath Kovind.
Expressing his sincere gratitude to the President of India for the attention paid to the development of a fruitful Turkmen-Indian dialogue, President Gurbanguly Berdimuhamedov stressed that our countries are actively cooperating not only in a bilateral format, but also through international structures. This is evidenced by the mutual support of constructive proposals put forward within the framework of authoritative organizations on a regional and global scale.
As the President of our country noted, Turkmenistan is grateful to India for the continued support of its neutral status and international initiatives aimed at ensuring global peace, security and building an effective partnership for sustainable development.
During the conversation, it was emphasized that the high level of Turkmen-Indian relations is embodied in the consistent strengthening of trade and economic ties. In this context, the energy sector was named as a priority vector of cooperation, where a vivid example was interaction on the implementation of a large-scale project for the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.
It was noted that the successful implementation of this significant project will certainly give a powerful impetus to the economic development of the participating countries, the creation of new jobs, the construction of social and industrial infrastructure, and will attract large foreign investments.
During the telephone conversation, the interlocutors also stated that there is a solid potential for diversifying economic cooperation, including taking into account the course of industrialization taken by our country.
For its part, Turkmenistan, as President Gurbanguly Berdimuhamedov noted, was ready to provide Indian companies with the necessary support in the implementation of investment projects and invited them to consider the possibility of creating joint high-tech industries in such areas as agriculture, chemical, pharmaceutical, light industry, production of building materials based on local raw materials.
Emphasizing that Turkmenistan and India have ancient traditions and a rich historical heritage, the interlocutors spoke in favor of further strengthening fruitful cooperation in the humanitarian sphere, including through various cultural events, such as cross Culture Days, exhibitions, festivals, and creative exchanges.
Great importance was also attached to the stimulation of scientific and educational contacts. Along with this, the importance of establishing interaction and exchange of experience at the inter-parliamentary level was noted.
During the conversation, Presidents Gurbanguly Berdimuhamedov and Ram Nath Kovind also touched upon the topic of the coronavirus pandemic.
The interlocutors also noted that high-level visits and negotiations play a special role in the development of Turkmen-Indian relations, building up bilateral ties with a long-term perspective. Stressing that Turkmenistan sees India as a sincere friend and reliable partner, President Gurbanguly Berdimuhamedov invited his Indian counterpart Ram Nath Kovind to pay an official visit to our country at a convenient time for him.
At the end of the telephone conversation, the parties exchanged best wishes for each other and the peoples of both countries.
TRIPARTITE MEETING OF THE HEADS OF EXTERNAL POLITICAL AGENCIES OF TURKMENISTAN, AFGHANISTAN AND THE USA
On the 8th of October 2020, the first meeting in Turkmenistan-Islamic Republic of Afghanistan-USA format was held through videoconferencing in participation of the Minister of Foreign Affairs of Turkmenistan Rashid Meredov, the U.S. Under Secretary for Political Affairs David Hale and the Acting Minister of Foreign Affairs of the Islamic Republic of Afghanistan Mohammad Haneef Atmar.
During the meeting, the parties discussed a number of importance issues of political, trade-economic and humanitarian scope.
The parties agreed that the current inaugural meeting in the framework of the tripartite dialogue initiated by Turkmenistan is expected to give vital impulse for further discussion and resolution of cardinal issues of regional agenda, particularly on providing assistance to Afghanistan.
One of the main topics of the meeting was the advancement of intra-Afghan negotiations aimed at the cessation of multiyear armed conflict and establishment of peace in the region. In this regard, the firm position of Turkmenistan which is standing for the use of solely political and diplomatic tools for the attainment of peace and stability in the neighboring country was underlined. With this aim and in accordance with its principles of state neutrality, Turkmenistan is ready to provide its political space for holding the successive rounds of intra-Afghan negotiations.
The standpoint of Turkmenistan on security issues was presented. The country stands for the implementation of the UN Global Counter-Terrorism Strategy. In November of 2011, the Government of Turkmenistan and the UN Regional Centre for Preventive Diplomacy for Central Asia organized a high-level meeting in Ashgabat during which the relevant Joint Action Plan was adopted. It was the first worldwide experience on the adaptation of the Global Counter-Terrorism Strategy to the specific region. Turkmenistan takes important steps in this direction and carries out close cooperation with the international partners on countering drug trafficking, strengthening of border security. In this context, the parties exchanged views on the enhancement of cooperation basis.
The parties touched upon the issues of social nature, including the facilitation of women’s equality and expansion of their economic rights and opportunities.
During the meeting, the parties also considered the opportunities for the development of trade relations between Afghanistan, Turkmenistan, the USA and the Central Asian region by enhancing the efficiency of customs and other procedures in accordance with the existing US-Central Asia Trade and Investment Framework Agreement (TIFA).
In this context, the significance of the development of transport-transit routes and fuel-energy corridors was stated. Also, the cooperation on the effective use of Lapis-Lazuli route, including the determination of other transport projects on which Afghanistan, Turkmenistan, and the USA can work together to promote trade in the region were discussed.
The parties discussed the opportunities for joint implementation of infrastructural projects, including such energy projects as TAPI and TAP.
The opportunities for humanitarian collaboration are considered, including the coordination of actions on countering the current pandemic and crises in the area of public healthcare.
The parties agreed to continue active dialogue for the promotion of intercultural dialogue, strengthening of cooperation with the aim of providing peace, security and economic growth in the Central Asian region.
On the outcomes of the talks, the parties adopted a Joint Statement.
