Turkmenistan’s delegation participates in online workshop of the ministers of finances and health protection of Asian and Pacific countries
Aspects of universal health coverage in Asian Pacific region in the context of response to COVD-19 pandemic and its impact have been discussed at joint online workshop of the ministers of finances and health protection with participation of Turkmenistan’s delegation.
Share of practice in prevention and combat against the spread of coronavirus and further measures for investment to health protection sphere and universal health coverage have been the main goals of virtual meeting organized by Asian Development Bank and the Ministry of Finances of Japan.
It was highlighted that pandemic of dangerous infectious disease has caused global crisis, having made negative impact on all aspects of life activity of humankind.
At the same time, consolidation of efforts in support and promotion of universal health coverage, which is to provide access to qualitative medical services for the population, receives special currency. The achievement of this goal will support to dynamic rehabilitation of the economies and protection from similar major threats in future, having provided favourable opportunities for sustainable development and progress in Asian Pacific region.
In this regard, it is worth to mention that important initiatives of the Head of the State, which are aimed at consolidation of international efforts in combating against new threat including initiatives for activation of fruitful cooperation in scientific diplomacy and in WHO direction, were approved and supported by the world community.
All conditions are made in the country for assertion of the principles of healthy life style in the country together with provision of wide spectrum of quality medical services.
MINISTER OF FOREIGN AFFAIRS OF TURKMENISTAN TOOK PART IN THE SECOND SESSION OF INDIA-CENTRAL ASIA DIALOGUE
Today, on the 28th of October, the Minister of Foreign Affairs of Turkmenistan Rashid Meredov participated to the second session of India-Central Asia Dialogue held through videoconferencing.
The session that was chaired by the External Affairs Minister of India Dr.S.Jaishankar, was also attended by the Minister of Foreign Affairs of the Republic of Kazakhstan M. Tleuberdi, Minister of Foreign Affairs of the Republic of Tajikistan S. Mukhriddin, Minister of Foreign Affairs of the Republic of Uzbekistan A. Kamilov and Deputy Minister of Foreign Affairs of the Kyrgyz Republic N.Niyazaliev. The Acting Minister of Foreign Affairs of the Islamic Republic of Afghanistan Mohammad Haneef Atmar took part in the meeting as the special invitee.
During the session, the adherence of the parties to further development of relations in political-diplomatic vector, as well as in trade-economic and cultural-humanitarian spheres was noted.
The Ministers emphasized the importance of the first session within the India-Central Asia Dialogue which was held in Uzbekistan last year and contributed to the strengthening of cooperation between the countries of the Central Asia and India.
During the current meeting, the parties discussed the most pressing issues of collaboration and exchanged views on regional and international affairs posing mutual interest. Special accent was made on the expansion of cooperation in the framework of the United Nations and other international structures.
Speaking at the session, the Foreign Minister of Turkmenistan highlighted the importance of cooperation within the India-Central Asia Dialogue, among the priorities of which is the maintenance of regional security. In this regard, the firm commitment of Turkmenistan to the collaboration on the implementation of the UN Global Counter-Terrorism Strategy was underlined. R.Meredov proposed to enhance the collaboration on the security issues, particularly by means of holding relevant consultations and meetings between the experts of countries in present format.
The steady position of Turkmenistan in the advancement of peace process in the Islamic Republic of Afghanistan, including the facilitation of the socio-economic recovery of the neighboring state was reiterated. Turkmenistan stands for the application of exclusively diplomatic and political tools in achieving stabilization in this country. Under the leadership of President Gurbanguly Berdimuhamedov, Turkmenistan does all the necessary on its part. The country is ready to provide its political space and required organizational conditions for the Intra-Afghan negotiations. Also, Turkmenistan implements quite a number of large-scale energy, transport and infrastructural projects intended to assist all-inclusive development of Afghanistan, including its integration into the world economy.
The construction of the gas pipeline along the Turkmenistan-Afghanistan-Pakistan-India route, railway segments, and fiber-optic communication lines involving the territory of Afghanistan, as well as the significance of transit routes by means of land, railway and maritime transport and infrastructure was specifically noted. The given projects are expected to contribute to the strengthening of trade-economic ties on the Eurasian space.
In this regard, the Ministers welcomed the presence of Afghanistan in the India-Central Asia Dialogue. They expressed interest in further strengthening of cooperation aimed at the development and economic recovery of Afghanistan. The issue of developing the transit and transport potential of the CA countries and India was especially considered, including the promotion of joint initiatives on the establishment of regional and international transport corridors.
The parties thoroughly discussed the situation in regard to global pandemic and underlined the necessity of continuing close cooperation between the epidemiological services of the Central Asian countries and India on overcoming the COVID-19. In the context, the Head of MFA of Turkmenistan noted the significance of applying the methods of scientific diplomacy and exchange of expertise. The importance of cooperation in the area of healthcare, pharmaceuticals and scientific research was especially noted.
The parties discussed the collaboration in such spheres as energy, gas chemical industry, transport, communication, high technologies, and agriculture. The interest in further expansion of trade-economic cooperation, including the promotion of direct contacts between the businesses of India and CA countries was expressed. In this regard, the Ministers welcomed the launching of the India-Central Asia Business Council in New Delhi in February 2020.
The Ministers thoroughly discussed cultural and humanitarian relations. It was stated that the countries are linked by common historical and cultural values. Special accent was made on holding joint educational and cultural activities.
The Foreign Ministers of Central Asian countries expressed gratitude to the External Affairs Minister of India for organizing the second session of India-Central Asia Dialogue. The parties agreed to continue organizing annual meetings within the India-Central Asia Dialogue with the participation of Afghanistan.
Turkmenistan and Afghanistan are committed to development of bilateral ties across the entire spectrum of cooperation
On October 27, 2020, the Deputy Minister of Foreign Affairs of Turkmenistan Vepa Khadzhiyev met with the Head of the Presidential Administration of the Islamic Republic of Afghanistan Mohammad Shakir Kargar via videoconference.
During the constructive dialogue, the high level of Turkmen-Afghan relations based on the principles of good neighborliness, mutual respect and trust was emphasized. It was noted that the top leadership of Turkmenistan attaches particular importance to the development of comprehensive ties with neighboring countries, in particular, with Afghanistan.
The Deputy Foreign Minister of Turkmenistan noted that the Turkmen side fully welcomes the efforts of the Government of Afghanistan to restore peace and stability in the country, and seeks to provide the necessary assistance in the process of reconciliation and integration within the framework of its neutral status. The readiness of Turkmenistan to provide its political space for holding peace talks between the responsible forces of Afghanistan was emphasized.
Turkmenistan firmly stands for a peaceful political settlement of the situation in Afghanistan and suggests using the full potential of political and diplomatic means to achieve concrete results. Realizing that the process of political development is closely linked to economic growth and the humanitarian component, the Turkmen side is actively initiating and promoting a number of significant projects with the participation of Afghanistan.
In this context, Sh. Kargar, especially emphasized the huge contribution of Turkmenistan to the socio-economic reconstruction of Afghanistan and the integration of the Afghan people into the global development channel. The construction of the TAPI gas pipeline, the TAP power transmission line, the development of rail links, the implementation of the "Lapis Lazuli Corridor" and other infrastructure projects of a social, economic and industrial nature are a clear example of the commitment of the two countries to expand cooperation. In turn, all of this is intended to have a beneficial effect on the security, stability and development of the entire region.
There is a solid package of bilateral documents between Turkmenistan and Afghanistan that regulate the strategic partnership of the parties in the field of transport, communications, energy, construction, science and education, and much more. This legal framework for cooperation was supplemented by a number of bilateral and multilateral acts signed in September and October this year.
During the meeting, the need was expressed to continue well-coordinated work on the way to the implementation of joint projects of geopolitical and geo-economic importance, with the active participation of public and private structures of the two countries.
In the course of a meaningful conversation, mutual interest was expressed in enhancing contacts between representatives of relevant departments of Turkmenistan and Afghanistan for the full-scale and timely implementation of promising projects.
The parties reaffirmed their commitment to the development of bilateral ties across the entire spectrum of cooperation.
THIRD SESSION OF THE JOINT COMMITTEE ON COOPERATION BETWEEN TURKMENISTAN AND THE UNITED ARAB EMIRATES WAS HELDTHIRD SESSION OF THE JOINT COMMITTEE ON COOPERATION BETWEEN TURKMENISTAN AND THE UNITED ARAB EMIRATES WAS HELD
On the 21st of October, 2020, the third session of the Joint Committee on Cooperation between Turkmenistan and the United Arab Emirates was held through videoconferencing. The Turkmen delegation was headed by the Minister of Foreign Affairs of Turkmenistan Rashid Meredov, while the Emirates side was led by the Minister of Foreign Affairs and International Cooperation Sheikh Abdullah Bin Zayed Al Nahyan.
After exchanging warm greetings and highlighting the high dynamics of development of bilateral relations, the Ministers started to discuss a number of key issues in political-diplomatic, trade-economic and cultural-humanitarian spheres. The high level of trustworthy dialogue between the leadership of two countries was underlined. It was also specifically noted that the high-level contacts play the primary role in further promotion of interstate ties.
The Ministers reiterated the importance of cooperation between the external policy agencies of the two states. Emphasizing that at present year the 25th anniversary since the establishment of diplomatic relations between Turkmenistan and the United Arab Emirates has been reached, the parties expressed satisfaction with the results of the work accomplished during the past period. Special accent was made on collaboration within international organizations, including the UN, OIC, Non-Aligned Movement. Gratitude expressed to the Emirates side for the support of Turkmenistan’s Neutrality and the initiatives of the state in the area of energy and ecological security, sustainable transport, sport and others. As is known, Turkmenistan is calling for the advancement of peaceful dialogue, emphasizes the role of preventive diplomacy and adheres to the “open door” policy. In this regard, the Turkmen side noted the significance of the UN General Assembly resolution declaring 2021 as the Year of International Peace and Trust initiated by the President of Turkmenistan. It was especially noted that Turkmenistan will be glad to welcome representatives from the UAE on the occasion of the relevant events planned for the upcoming year.
Speaking about the threats and challenges of the present, the parties noted the significance of strengthening international cooperation in combatting the global pandemic. The Ministers exchanged views on further steps for overcoming the social and economic impacts of the pandemic on world scale.
The trade and economic relations between the two countries were thoroughly discussed. The interest of both states in expanding the spectrum of cooperation between the governmental and private entities, as well as the enhancement of the investment climate was expressed. An exchange of views took place on the application and development of transport potential of Turkmenistan and the UAE. It concerned the issue of setting in motion the maritime, railway and air transport, application of port infrastructure for the promotion of bilateral and multilateral trade and economic relations. In this regard, the importance of the World “EXPO-2020” was stressed, in which Turkmenistan intends to take active part. It was noted that Turkmenistan is open for cooperation on the implementation of the energy and infrastructural projects, particularly the construction of Turkmenistan-Afghanistan-Pakistan-India gas pipeline.
The parties underlined the importance of “green economy” and exchanged views on the use of stable energy, advancement of innovative technologies and expert knowledge in the field of renewable energy. In this regard, the interest of Turkmenistan in expanding collaboration in the framework of the International Renewable Energy Agency (IRENA) was expressed.
The Ministers discussed the issues of cultural and humanitarian scope and spoke for the strengthening of practical cooperation in the area of science, education, culture and sport.
In the end of the session, the parties expressed satisfaction with the successful work of the current meeting and spoke for the upkeep of active work of the third session of the Joint Committee on Cooperation between Turkmenistan and the United Arab Emirates for the coming future.

ONLINE DIPLOMATIC COURSES ON THE TOPIC "NEUTRALITY OF TURKMENISTAN - FOR THE SAKE OF PEACE, STABILITY AND SUSTAINABLE DEVELOPMENT" STARTED IN ASHGABAT
On October 21, 2020, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, a three-day online diplomatic courses for young diplomats of foreign countries on the topic "Neutrality of Turkmenistan - for the sake of peace, stability and sustainable development", organized by the Ministry of Foreign Affairs of Turkmenistan, have started.
More than 30 diplomats from 13 countries of the world, in particular from Afghanistan, Uzbekistan, Russia, Turkey, Belarus, Austria, the USA, Hungary, the Republic of South Africa, Malaysia, Pakistan, Armenia, China take part in these courses.
As is known, these courses, timed to coincide with the 25th anniversary of the permanent neutrality of Turkmenistan, are aimed at increasing the participants' awareness of this status of the state, its role in the implementation of foreign policy.
On the opening day of diplomatic courses, the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan J.Gurbangeldyev made an opening speech, who noted Turkmenistan's commitment to expanding political and diplomatic dialogue with the countries of the world within the framework of the policy of positive neutrality of the state. He expressed hope that these courses will allow diplomats from different countries of the world to learn more about the specifics of the permanent Neutrality of Turkmenistan, which, under the leadership of President of Turkmenistan Gurbanguly Berdimuhamedov, is taking important steps to achieve peace, stability and sustainable development in the world and in the region.
On the first day of the course, the rector of the International University for Humanities and Development, as well as the mentors of Turkmen diplomacy - Ambassadors Extraordinary and Plenipotentiary of Turkmenistan, who teach young Turkmen diplomats the basics of diplomatic service, delivered lectures.
The lecturers spoke about the intricacies of Turkmen diplomacy and the foreign policy of Turkmenistan, carried out in accordance with the principles of permanent neutrality, which calls for peace, mutual understanding and objective interstate relations.
Leading diplomats, specialists from the Ministry of Foreign Affairs of Turkmenistan and the teaching staff of specialized universities of the country have been invited to deliver lectures in the online format, who will comprehensively cover novice diplomats on the above topics, as well as talk about the features of Turkmenistan's neutrality.
The program is very busy. Participants of online courses will immerse themselves in lively discussions and will be able to ask questions to experts of Turkmen diplomacy. Young diplomats of foreign countries will be aware of such topics as “The history of the Turkmen model of neutrality and its successful implementation”, “Turkmenistan and the United Nations - interaction on the humanitarian line”, “Energy, transport and environmental diplomacy of Turkmenistan” and others.
Tomorrow, on October 22, diplomatic courses for young diplomats of foreign countries will continue at the UN Regional Center for Preventive Diplomacy in Central Asia, where the leaders of the Center will speak.
The courses will run until October 23 inclusive.
SPORTING EVENTS DEDICATED TO THE 25TH ANNIVERSARY OF THE PERMANENT NEUTRALITY OF TURKMENISTAN AND THE 75TH ANNIVERSARY OF THE UNITED NATIONS
On October 21, 2020, a two-day sporting tournament among the diplomats has started in the Olympic village of Ashgabat dedicated to the 25th anniversary of the permanent Neutrality of Turkmenistan and the 75th anniversary of the United Nations. The tournament is held in such sports, as the billiards and tennis.
The representatives of the Ministry of Foreign Affairs of Turkmenistan, as well as the heads and representatives of diplomatic missions and representative offices of international organizations accredited in Turkmenistan are participating to the sporting events.
As is known, comprehensive work is being implemented in the country under the leadership of the President of Turkmenistan Gurbanguly Berdimuhamedov on the advancement of physical culture and sports, promotion of health lifestyle which has a favorable effect on the human health. The necessary conditions are created for the regular physical training and sport.
