Hikmat Hajiyev: Armenia's illegal settlement policy across Azerbaijan's occupied territories is a military crime

“Armenia is conducting a policy of illegal settlement across Azerbaijan's occupied territories and recently launched a policy of resettlement of Armenians from Lebanon there. Yesterday news of a family from Lebanon resettled in the city of Shusha – a destination of utmost historical and moral significance for Azerbaijan has been posted on social media. As the world countries, including Azerbaijan, are dealing with the issue of elimination of tragedy's consequences that befell Lebanon and offering humanitarian assistance, Armenia is exploiting this tragedy and people's hardship, pushing their sordid agenda. Thereby, Armenia has once again demonstrated that it recognizes no moral values” Assistant to the President of the Republic of Azerbaijan, Head of Foreign Policy Affairs Department of the Presidential Administration Hikmat Hajiyev has told AZERTAC. Hikmat Hajiyev said: “I wish to emphasize that the population resettled in our occupied territories has become victim of Armenia's reckless and adventurist policy. It must be said that the policy of illegal settlement across Azerbaijan's occupied territories has no validity, and Azerbaijan rejects its outcome categorically. Armenia is also using the people from Lebanon and Syria resettled in the occupied territories as mercenaries. Armenia aims to alter the demographic situation across Azerbaijan's occupied territories by pursuing the illegal settlement policy. The same policy is a flagrant violation of the international humanitarian law, including the Geneva Convention of 1949. According to the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, the occupying power cannot transfer its civilian population into the territory it occupies. During the 1946 Nuremberg International Military Tribunal for the Trial of Major War Criminals, two of the defendants were convicted for changing the ethnic composition of the occupied territories. According to international law, the pursuit of illegal settlement policy by the occupying power in the occupied territories should be classified as a military crime. In this regard, Armenia's illegal settlement policy across Azerbaijan's occupied territories is a military crime. Ironically, such actions are considered a crime under Armenia's own legislation. In Article 390 of Armenia's Criminal Code, the occupying power's deportation of the local population and transfer of its people to the occupied territories is a grave violation of international humanitarian law, punishable by 8-12 years of imprisonment. Armenia's act of aggression perpetrated in the direction of Tovuz district, along the state border between the two countries this July and an attempt to carry out a subversion operation across the Line of Contact reveal that Armenia is preparing for yet another provocation and military adventurism. Moreover, in recent days, Armenia has once again begun to declare explicitly; through the puppet regime, it installed in our occupied territories its intention to occupy Azerbaijan's other areas and threatened to launch a missile strike on the city of Ganja. Inflammatory rhetoric by Armenia's Prime Minister and Defense Minister and their actions and other steps of such nature, once again confirm that the goal of the brazen Armenian leadership is to dismantle the negotiation process and secure the annexation of Azerbaijan's occupied territories. The responsibility for perpetrating provocations and escalating the situation lies with Armenia's political and military leadership. Armenia must withdraw its troops from Azerbaijan's occupied territories to achieve progress in the resolution of the Armenia-Azerbaijan conflict.     The Prime Minister of Georgia expressed his gratitude to the President of the Republic of Azerbaijan for a warm welcome and hospitality.

    Irakli Garibashvili noted that Georgia is keenly interested in strengthening bilateral political, economic, cultural and other types of links with Azerbaijan, along with ensuring peace and stability in the region to ensure economic development.

  • Interview: CPC plays leading role in China's rejuvenation, development -- Azerbaijani deputy PM

    TBILISI, July 12 (Xinhua) -- The leadership of the Communist Party of China (CPC) is determining factor behind China's great changes and remarkable achievements, said Ali Ahmadov, deputy prime minister of Azerbaijan and vice chairman of the ruling New Azerbaijan Party.

    "The CPC has been playing a crucial role in China's rejuvenation and development cause. Without the CPC, there would not be a new China today," he said in a recent video interview with Xinhua.

    "The clever integration of national macro-control and market regulation has created one of the most efficient economic management models in the world today," Ahmadov said.

    The CPC has a strong political mobilization capacity of uniting all the social forces of China to commit to serving the people, which has consequently attracted firm support from the masses, he said.

    The rapid development of China's economy, Ahmadov said, has fully proved the system superiority of the CPC, which enables the country to focus on accomplishing major tasks. 

    "The wise leadership of the CPC is the main reason for China's rapid economic development," and the great achievements of a country cannot be separated from the wisdom of its leaders, he noted.

    President Xi Jinping's proposal of the Belt and Road Initiative has received wide support from people in China and across the world, he said.

    "Azerbaijan fully supports this endeavor and is doing its utmost to implement it," he added.

    Ahmadov hailed the friendship and cooperation between the New Azerbaijan Party and the CPC as "an important part of the friendly relations between the two countries."

    As for the cooperation between the two countries in the fight against the COVID-19 pandemic, the Azerbaijani official described it as "a good example for countries around the world."

    "We are very grateful to our Chinese friends for promptly providing the vaccines to Azerbaijan. Many Azerbaijani people, including me, have been vaccinated with the Chinese vaccines, which makes us feel more secure," he said.

    "It is my firm belief that under the leadership of the CPC, China is bound to score greater achievements in the future," Ahmadov said.

  • INTERNATIONAL ONLINE-CONFERENCE ENTITLED “MAHTUMKHULI FRAGI AND THE DOCTRINE OF THE SOVEREIGN STATEHOOD OF THE TURKMEN PEOPLE”

    On the 26th of June 2021, International Online-Conference entitled “Mahtumkhuli Fragi and the Doctrine of the Sovereign Statehood of the Turkmen People” took place in the Turkmen State University named after Mahtumkhuli.

    The event dedicated to the Day of the Cultural and Art Workers, as well as the Mahtumkhuli Fragi Poetry gathered the public officials, noble scientists, as well as political scientists and historians from various countries of the world. 

    At the opening of the event, the Deputy Chairman of the Cabinet of Ministers of Turkmenistan M.Geldiniyazov read the congratulatory address of the President of Turkmenistan Gurbanguly Berdimuhamedov to the participants of the International Conference. The Minister of Education of Turkmenistan O.Gurbanov was the moderator of the Conference.

    At the plenary sessions of the Forum, the Rector of the Turkmen State University named after Mahtumkhuli B.Orazdurdiyeva gave a speech, while the doctorate student of the Turkic language Department of the Baku State University of the Republic of Azerbaijan Aynur Matlab kyzy Safarli, Member of two Academies of sciences of France, Senior lecturer at the Faculty of politics at the Institute of Philosophy and social sciences of the Asian society, Professor at the Federal University of Rio de Janeiro Mirlan Nematov, the Director of the Centre for Central Asian Studies and the Chairman of the Research Center of the Shaikh-ul Aalam of the Kashmir University of the Srinagar city G.N.Khaki, Professor of the University of Delhi of India Sudha Singh, the Professor-Counselor of the Department of Russian language and general linguistics of the Institute of social sciences and humanities of the Tyumen state university, Director of the Center for Turkology Hanisa Alishina, the Chairman of the Deputy Ethics’ Commission of the Majlisi Namoyandagon of Maljisi Oli of the Republic of Tajikistan Barotzoda Fayzullo, Chairman of the Academic Committee of the Turkey-Turkmenistan Association of Friendship Abdurrahman Guzel, as well as the Professor of the National university of the Republic of Uzbekistan, Head of the Society of philosophy of Uzbekistan, Editor-in-Chief of the international magazine “Philosophy and Life” Niginahon Shermuhamedova addressed the audience via videoconferencing.     

    The participants underlined that Mahtumkhuli was a noble philosopher who made an immense contribution to the treasury of Turkmen and world literature through his beautiful and deep works of art.   Also, the poems-teachings of the great poet about the sovereignty and prosperity of the country, rules of governing the state, patronage of science and knowledge, charity, respect, generosity, hospitality, and unity reflecting the school of Turkmen people were emphasized.       

    Then the Conference continued its work in four sessions. The first session entitled as “The Sovereign State about which Mahtumkhuli Fragi dreamt” and the second session entitled as “The Poetry of Mahtumkhuli Fragi – Source of Inspiration” were held in the Turkmen State University named after Mahtumkhuli. 

    The third session entitled “Mahtumkhuli Fragi and the Role of Science and Education in the Society” took place in the Institute of International Relations of the MFA of Turkmenistan.

    The fourth session entitled “The Poet of All Hearts, All Times, and Whole Human Soul” was held in the International University for the Humanities and Development.

    Overall, more than 220 speeches were heard during the sessions.
