A CONSTITUENT MEETING OF THE ASSOCIATION "TÜRKMEN ALABAÝ ITLERI" WAS HELD IN ASHGABAT

On August 31, 2020, a constituent online meeting of the Association "Türkmen alabaý itleri" was held in Ashgabat, in which leading experts and dog handlers from more than 10 countries also took part. In total, the meeting was attended by about 200 delegates.

As is known, on May 1, 2020, in order to implement the initiative of the President of Turkmenistan, the Association "Türkmen alabaý itleri" was established.

According to the agenda, at the beginning of the meeting, the participants discussed issues related to the reorganization of the Association, as well as the creation of the International Association "Türkmen alabaý itleri" on its basis. This issue was unanimously supported by all the participants of the meeting.

Speakers at the first session emphasized that the creation, and now the awarding of the international status to the profile association will contribute to the development of the best practices and traditions of the national school of dog breeding, breeding these dog breeds on a systematic, scientifically grounded basis, the comprehensive application and development of advanced methods of folk selection, as well as modern achievements of world science in this area.

In addition, within the framework of the event, the Charter of the organization was adopted and 25 representatives were accepted into the membership of the Association - leading experts and dog handlers from Armenia, Belarus, Georgia, Iran, China, Russia, Turkey, France, Uzbekistan and Ukraine. The composition of the Executive Committee, as well as the composition of the Control and Auditing Commission of the International Association “Türkmen alabaý itleri” was also elected. During the session, the Representative offices of the Association were established by unanimous vote, in Ahal, Balkan, Dashoguz, Lebap and Mary provinces and their heads were appointed.

Taking into account the accumulated experience and great contribution to the development of the Turkmen alabay dogs, the Minister of Industry and Construction Production of Turkmenistan S. Berdimuhamedov was unanimously elected as the Chairman of the Executive Committee of the International Association "Türkmen alabaý itleri", a private dog breeder A. Yazmyradov was elected as the Deputy Chairman of the Executive Committee.

By unanimous decision of the participants, it was agreed to hold the next meeting of the International Association "Türkmen alabaý itleri" in Ashgabat in the last decade of April next year and, at the same time, to hold the annual celebration of the "Day of the Turkmen alabay" on the last Sunday of April.

Within the framework of the event, the presentation of the book of the President of Turkmenistan Gurbanguly Berdimuhamedov "Türkmen alabaý" in Arabic was also held.

During the speeches, words of gratitude were expressed to the President of Turkmenistan for his tireless care and special services in the development of the breeds of the Turkmen alabay dogs.

As known, the holding of a constituent meeting of the International Association "Türkmen alabaý itleri" and the presentation of the book "Türkmen alabaý" of the Leader of the Nation in Arabic symbolizes an important milestone in the popularization of the national heritage of the Turkmen people.

The book of the President of Turkmenistan "Türkmen alabaý", published in 2019, based on the synthesis of a huge scientific research material, is a significant contribution to the study of the national heritage - the Turkmen purebred alabay dog. The unique breed, created as a result of centuries of careful selection, like the people themselves, knows how to value good relations, love and friendship. In the book, which has expanded the cycle of works of the Head of State on the national spiritual characteristics of the Turkmen people, one can find scientifically substantiated materials on the origin and development of this breed of dogs. Available in Arabic, this book extensively reveals the very cultural phenomenon of alabai dog, whose age, according to scientific information, varies from three to six thousand years.

At the end of the event, the participants adopted an Address to the President of Turkmenistan Gurbanguly Berdimuhamedov.

    Today, on December 4, 2020, the opening of a mosque constructed in the township of Akina of the Andkhoy etrap of Faryab province of the Islamic Republic of Afghanistan took place as a friendly gesture from the Turkmen side to the Afghan people.

     As is known, in accordance with the Resolution of President Gurbanguly Berdimuhamedov, the construction of a mosque for 500 seats started on November 2018. Ovezov, Consul of Turkmenistan in the city of Mazar-i-Sharif B. Kabaev, imams of Mary and Lebap velayats of the country and representatives of the Turkmen media.

     On behalf of the Afghan side, the ceremony was attended by the Minister of Hajj and Islamic Affairs Mohammad Qasim Halimi, khyakim of Jovzjan province Lotfullah Azizi, khyakim of Faryab Nakibullah Faik province, representatives of the above Ministry and the IRA Foreign Ministry branch in Mazar-i-Sharif, representatives of departments and state services of the township of Aqina , as well as numerous Turkmens living in these regions.

     The opening of the mosque on the eve of the 25th anniversary of the permanent Neutrality of Turkmenistan is especially symbolic. Turkmenistan, being a neutral state, whose status is enshrined in the relevant resolutions of the UN General Assembly, is doing a tremendous job to promote political and diplomatic, trade-economic, cultural and humanitarian cooperation in the entire region.

    Turkmenistan pays great attention to the stable development of the neighboring country and renders fraternal solidarity and active support in its integration into the peaceful course of development.

     Also, today, in honor of the opening of a new spiritual facility for the Afghan people, a humanitarian cargo was sent from Turkmenistan to the Afghan provinces of Jovzjan, Herat and Faryab, consisting of medicines and medical supplies and means, household, textile and food products produced in Turkmenistan.

     A representative delegation from Turkmenistan, as well as high-ranking officials of various departments of Afghanistan, took part in the delivery ceremony of humanitarian aid in the township of Turgundi, Herat province.

  • The Minister of Foreign Affairs of Turkmenistan took part in the OSCE Ministerial Council

    On December 3, 2020, the 27th meeting of the Ministerial Council of the Organization for Security and Cooperation in Europe (OSCE) began in the format of a videoconference, in the capital of the Republic of Albania, Tirana.

     The Turkmen delegation was headed by the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan R. Meredov.

     The agenda of the meeting is very busy. On the first day of the meeting, the addresses of the OSCE Chairman-in-Office and the President of the Organization's Parliamentary Assembly were heard. The report of the OSCE Secretariat was also presented to the attention of the participants. This was followed by plenary sessions, during which the heads of delegations, heads of the foreign affairs agencies of the OSCE participating States and the partner countries for cooperation made statements.

     The parties assessed the current level of cooperation in political, economic, environmental and humanitarian directions in the OSCE area. Special attention was paid to security issues, protection of human rights and freedoms, and the fight against the global pandemic. The need to strengthen the work of the OSCE through closer coordination and cooperation, improved strategic planning and openness to reform was emphasized.

     Speaking at the meeting, the Minister of Foreign Affairs of Turkmenistan reaffirmed Turkmenistan's commitment to multifaceted cooperation with the OSCE. The participants were presented with specific proposals to improve cooperation on the OSCE platform, in particular, in the field of social, economic, environmental and energy security.

     "Our country will continue to make every effort to establish the principles of international law, the ideals of humanism, justice, tolerance, mutual respect as factors that determine modern relations between states," R. Meredov said.

  • Conceptual approaches of Turkmenistan to ensuring security and stability outlined at the OSCE Ministerial Council

    Speaking today at the 27th online-meeting of the OSCE Ministerial Council, Minister of Foreign Affairs of Turkmenistan R. Meredov reflected the vision of the leadership of Turkmenistan on the concept of security.

     In particular, it was noted that the conceptual approaches of Turkmenistan to ensuring security and stability were repeatedly voiced in the speeches of President of Turkmenistan Gurbanguly Berdimuhamedov on the platforms of the UN, OSCE and other authoritative international organizations. “They are based on the principle of integrity and indivisibility of security, which means for us the continuity and interdependence of such elements as political, economic, food, environmental and other types of security,” the Minister noted.

     Speaking about the negative consequences of the global pandemic and the state of security in the world, the head of the foreign policy agency of Turkmenistan proposed to consider the possibilities of preparing the OSCE Common Security Strategy - a new international legal mechanism aimed at resolving a number of interrelated political, socio-economic and humanitarian tasks.

     In this context, the importance of restoring trust in international politics was emphasized; the UN General Assembly resolution was highlighted according to which, at the initiative of Turkmenistan, 2021 was declared the International Year of Peace and Trust. The plans of Turkmenistan to organize the International Forum of Peace and Trust, “which will allow to outline the ways to the full and comprehensive establishment of a culture of peace and trust in international relations as the basis of a strong and stable security system,” noted R.Meredov.

     During the speech, he also noted the uniqueness and effectiveness of the policy of permanent Neutrality of Turkmenistan, which calls for an equal, respectful and mutually beneficial international partnership. The Turkmen delegation expressed Turkmenistan's readiness to take an active part in the development of new concepts and strategies in the field of peacebuilding and peacekeeping, using its experience of positive neutrality.

  • Turkmenistan proposes to widen cooperation in the area of nature protection and climate change on the OSCE platform

    Speaking today at the OSCE Ministerial Council held online, the Foreign Minister of Turkmenistan R.Meredov underlined the importance of nature protection and climate change issues. As is known, the ecological safety is one of the priority spheres of cooperation between the countries within the OSCE. 

    The head of Turkmen delegation stated the importance of search for effective and modern resolutions of ecological problems. In this regard, the proposal was voiced on the preparation of the Comprehensive Ecological Programme of OSCE which will help to concretize the priorities of the Organization in the nature protection field.  

    “Such Programme could become a good basis for the development of projects in the area of protection and rational use of the interior, land and water resources in the OSCE member states,” said Minister Meredov.       

  • Turkmenistan highlights the importance of energy and transport in integration processes

    The OSCE Ministerial Council is an effective platform for discussing pressing issues and resolving common challenges facing the Organization. On the first day of the 27th meeting of the OSCE Ministerial Council, held in Tirana via video conferencing, issues of a socio-economic nature were raised.

     Minister of Foreign Affairs of Turkmenistan R. Meredov drew the attention of the meeting participants to the regions of Central Asia and the Caspian Sea, which are playing an increasing role in international politics. The discussion, in particular, was about the energy resource potential and the development opportunities of transport and communication corridors of these regions, which open up great economic and political advantages for states of the whole OSCE region.

     In this regard, the expediency of the proposal of the Turkmen side to establish specialized structures of the OSCE - the Council on Sustainable Energy and the Commission on Transport Policy was once again emphasized.

     It was noted that energy is one of the key areas of cooperation between Turkmenistan and the OSCE. Turkmenistan stands for the introduction of mutually acceptable cooperation mechanisms designed to contribute to the formation of a single vector in the OSCE's activities, based on a balance of interests and ensuring mutual rights and opportunities.
