MEJLIS OF TURKMENISTAN ADOPTED THE RESOLUTIONS ON JOINING A NUMBER OF INTERNATIONAL DOCUMENTS

On August 22, 2020, the tenth meeting of the Mejlis of Turkmenistan of sixth convocation took place in the format of a videoconference.  

The heads of profile ministries and departments of the country, as well as the representatives of the mass media participated to the session.  During the session, the drafts Resolutions of the Mejlis of Turkmenistan on adopting a number of laws and joining various important international legal documents, including the modernization of the legislative base of the country were considered.  

In the framework of the meeting, the draft Resolutions of the Mejlis of Turkmenistan “On Ratification of the Amendment to the 2016 Montreal Protocol on Substances that Deplete the Ozone Layer,” “On Joining the 1999 Agreement on the Protection of Afro-Eurasian Migratory Wetland Birds,” “On Joining the 1983 Convention on the Conservation of Migratory Species of Wild Animals,” “On Ratification of the Protocol on Environmental Impact Assessment in a Transboundary Context to the 2018 Framework Convention for the Protection of the Marine Environment of the Caspian Sea,” “On Ratification of the 1975 European Agreement on Main International Traffic Arteries, on Ratification of the 1985 European Agreement on Main International Railway Lines,” “On Ratification of the 1991 European Agreement on Important International Combined Transport Lines and Related Installations,” “On Ratification of the European Agreement supplementing the 1968 Convention on Road Traffic,” “On Ratification of the European Agreement supplementing the 1968 Convention on Road Signs and Signals,” “On Ratification of the Protocol on Road Markings to the European Agreement supplementing the 1968 Convention on Road Signs and Signals,” “On Joining to the 2013 Marrakech Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled,” “On Joining to the 1961 International Convention for the Protection of Performers, Producers of Phonograms and Broadcasting Organizations” have been considered. 

The drafts Resolutions on joining the international legal documents submitted for consideration at the successive session of the Mejlis of sixth convocation were unanimously approved and adopted.

  • ON THE MEETING OF THE MINISTER OF FOREIGN AFFAIRS OF TURKMENISTAN WITH THE DEPUTY MINISTER OF FOREIGN AFFAIRS OF IRAN

    On February 6, 2023, in the building of the Foreign Ministry of Turkmenistan, a meeting was held between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Deputy Minister of Foreign Affairs of Iran for consular and parliamentary issues, as well as for Iranian expatriates Alireza Bikdeli.

    The parties discussed a wide range of issues of cooperation between the countries in the political-diplomatic, trade-economic and cultural-humanitarian spheres. The sides noted the importance of meetings at the highest and high levels in expanding bilateral friendly relations.

     The diplomats expressed hope that cooperation between Turkmenistan and Iran would continue to develop progressively within the framework of international and regional organizations.

     As part of the expansion of bilateral inter-parliamentary cooperation, it was proposed to consider the possibility of organizing visits by the heads of the parliaments of the two countries and the inter-parliamentary friendship group.

    The diplomats paid attention to the activities of the Intergovernmental Turkmen-Iranian Commission for Economic Cooperation, the next meeting of which is scheduled for February 15-17 this year in the capital of Turkmenistan. In this regard, the sides discussed ways to develop cooperation in the electricity sector, in the field of transport and in the oil and gas industry.

    During the talks, the importance of the activities of the Intergovernmental Turkmen-Iranian Commission on Consular, Border and Customs Issues, the 15th meeting of which is taking place today in Ashgabat, was emphasized.

    The parties spoke about the further development of cultural and humanitarian relations. In particular, the holding of the Days of Culture of the Islamic Republic of Iran in Turkmenistan on February 12-14 this year was noted.

    The diplomats also paid attention to the upcoming joint events and meetings scheduled for this year.

  • THE REGULAR MEETING OF THE NATIONAL COMMISSION OF TURKMENISTAN FOR UNESCO WAS HELD

    On February 6, 2023, a regular meeting of the National Commission of Turkmenistan for UNESCO was held at the Ministry of Foreign Affairs. Deputy Chairmen of the Cabinet of Ministers, as well as heads and representatives of relevant ministries and departments of the country attended the meeting.

    At the opening of the meeting, the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan R. Meredov noted that during the current meeting the results of cooperation between Turkmenistan and UNESCO will be considered, tasks within the main areas of interaction will be defined and proposals for improving our work with the Organization will be considered.

    It was informed about the inclusion to the UNESCO Representative List of the Intangible Cultural Heritage of Humanity of such Turkmen arts, as “The Art of Turkmen Embroidery”, “Traditions of Silk Production in Silk Weaving and Textile Industry”. Also for 2023, such primordial Turkmen art as “Akhal-Teke Horse Breeding and Traditions of Decorating Horses” was nominated for the UNESCO Representative List of the Intangible Cultural Heritage of Humanity.

    One of the important areas of partnership with UNESCO is education. The meeting participants highlighted the importance of expanding cooperation with UNESCO in the field of education and science. The issues of opening the UNESCO Chairs in a number of universities of Turkmenistan, as well as the introduction of a number of general education schools in the country into the UNESCO Associated Schools network were discussed.

    In connection with the celebration this year of the 30th anniversary of cooperation between Turkmenistan and UNESCO, it was proposed to hold an International Conference in Ashgabat in December 2023 together with UNESCO Cluster Office in Tehran.

    The meeting also considered and approved the Action Plan of the National Commission of Turkmenistan for UNESCO for the year of 2023.

  • TELEPHONE CONVERSATION BETWEEN THE MINISTERS OF FOREIGN AFFAIRS OF TURKMENISTAN AND THE REPUBLIC OF TÜRKIYE

    On February 6, 2023, a telephone conversation was held between the Minister of Foreign Affairs of Turkmenistan R.Meredov and the Minister of Foreign Affairs of the Republic of Türkiye M.Cavusoglu.

    During the conversation, the head of the Foreign Ministry of Turkmenistan expressed sympathy and support to his Turkish counterpart in connection with the devastating earthquake in Türkiye, which caused numerous casualties and injuries.

    R.Meredov conveyed deep condolences to the families and friends of the victims, as well as wished a speedy recovery to the injured.

  • STATEMENT OF THE MINISTRY OF FOREIGN AFFAIRS OF TURKMENISTAN

    The Ministry of Foreign Affairs of Turkmenistan condemns the armed attack on the Embassy of the Republic of Azerbaijan in the Islamic Republic of Iran on January 27, 2023, as a result of which there are dead and wounded among the staff of the diplomatic mission.

    Turkmenistan declares the inadmissibility of attacks on diplomatic missions and the use of any violence against the personnel of diplomatic departments.

    The Ministry of Foreign Affairs of Turkmenistan expresses deep condolences to the relatives and friends of the deceased, and also wishes a speedy recovery to the injured employees of the Azerbaijani Embassy in Iran.

  • OFFICIAL MEETING MARKING THE ANNOUNCEMENT OF 2023 AS A "INTERNATIONAL YEAR OF DIALOGUE AS A GUARANTEE OF PEACE"

    On January 27, 2023, an official ceremony was held at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan dedicated to the announcement of 2023 as the “International Year of Dialogue as a Guarantee of Peace”. The event was held in a hybrid format under the conduction of the Ministry of Foreign Affairs of Turkmenistan.

    The event was attended by representatives of the main bodies of the UN and its specialized agencies and UN member states, international and regional organizations as well as teachers and students of the higher educational institutions of Turkmenistan.

    In their speeches, distinguished diplomats thanked the Government of Turkmenistan for its consistent work to promote a culture of peace throughout the world, noting that this International Year has a solid cornerstone: Dialogue for Peace, based on our common belief that true peace cannot be preserved or restored without a constructive exchange of views in good faith and that such open and sincere interactions can indeed promote mutual understanding between peoples.

    2023 was declared the "International Year of Dialogue as a Guarantee of Peace" in accordance with resolution 77/32 of the United Nations General Assembly by the initiative of Turkmenistan. This initiative is directly linked to the "New Peace Agenda" of the UN Secretary General for building peace, which is consonant with the initiative of Turkmenistan to promote the philosophy of "Dialogue as a guarantee of peace".

    Before the draft resolution "International Year of Dialogue as a Guarantee of Peace, 2023" was presented, Turkmenistan held extensive consultations with UN member countries, took into account constructive opinions and proposals. The resolution was co-sponsored by 68 member countries of the Organization.

    As an official document of the 77th session of the UN General Assembly, under agenda item 14 "Culture of Peace", the final document was adopted, which reflects the fundamental goals and principles of the UN Charter, including obligations to resolve disputes by peaceful means and methods..

    The Global Initiative “Dialogue as a Guarantee of Peace” promoted by Turkmenistan is aimed at consolidating the efforts of the international community in strengthening the traditions of peaceful and trusting coexistence of the peoples of the world, restoring values and worldviews, defining a culture of peace and trust as an integral factor in international relations.

    Steadily implementing the policy of peacefulness, good-neighborliness and constructive international cooperation, Turkmenistan consistently expands the geography of interested international partnership and takes an active part in the development of balanced solutions to urgent problems of mankind.

    Our national development is becoming a model development at the international level in the coordination of the domestic and foreign policies of the President, which are based on the principle of permanent neutrality.

    At the end of the ceremony, the participants expressed their sincere gratitude to the Leader of the Nation and the President for pursuing a policy of peace and friendship in international relations and wished them good health and longevity, success in their noble work, for the sake of a happy life for the people, and prosperity for the country.
