Telephone conversation between President of Turkmenistan and President of the Republic of Uzbekistan

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev had a telephone conversation.

The Turkmen leader cordially congratulated his Uzbek colleague on his 63rd anniversary - the age of the Prophet Muhammad.

Underlining the importance of this significant date in the life of every Muslim, deeply revered in Islam, the President of Turkmenistan wished Shavkat Mirziyoyev good health, happiness, as well as new successes in all undertakings and aspirations for the benefit of the people of Uzbekistan.

Highly evaluating the achieved level of interstate relations, the parties emphasized the mutual commitment to strategic cooperation, the development and comprehensive enhancement of which meets the fundamental interests of the fraternal peoples, since ancient times linked by bonds of inviolable friendship and good neighborliness.

The interlocutors called for intensifying the traditional mutually beneficial partnership, and not only on a bilateral, but also on a multilateral basis - within authoritative international and regional organizations, in particular the CIS, which the Republic of Uzbekistan presides over this year.

During the telephone conversation, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev exchanged views on a number of aspects of world problems, expressing satisfaction with the coincidence of the approaches and positions of the parties on key issues on the agenda, primarily related to ensuring global peace, security and prosperity.

Speaking about the global problem of our time - a pandemic of a new type of coronavirus infection, which has a negative impact on international economic relations, the heads of the two states noted the development of a coordinated approach in combating the spread of this dangerous disease, as well as regular sanitary and quarantine measures.

In this regard, the importance and timeliness of the initiatives put forward by the Turkmen leader on the active use of the mechanisms of scientific diplomacy and the creation of an international Council of medical scientists were emphasized.

Particular attention was focused on the general problem of the Aral Sea, the drying up of which had a negative impact on the climate, ecology, and health of people living in the Aral Sea region and far beyond its borders.

The President of Turkmenistan noted that natural factors could contribute to the transfer of various infections over long distances by dusty air currents that form in the Aral Sea zone.

Supporting this opinion, Shavkat Mirziyoyev spoke about the steps taken in Uzbekistan, in particular, planting saxaul at the bottom of the dried Aral Sea.

Turkmenistan also implements a number of measures. In particular, special forest protection strip was planted in the Dashoguz velayat to filter dusty winds blowing from the Aral Sea.

Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev expressed confidence that the existing high level of trust and mutual understanding would continue to serve as a solid basis for the development of a constructive dialogue.

The Turkmen leader once again sincerely congratulated his Uzbek colleague on his birthday, wishing him good health and further success in responsible government activities, and peace, well-being and prosperity to the fraternal people of the neighboring country.

    President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with Prime Minister of the Republic of Kazakhstan Askar Mamin, who arrived in our country on a working visit.

    Welcoming the guest, the Turkmen leader underlined that Turkmenistan considered the Republic of Kazakhstan as an important partner. “We sincerely value the mutually respectful interstate relations established over the years and attach particular attention to their development on a bilateral and multilateral basis”, the President of Turkmenistan said, expressing belief that the constructive dialogue between the two neighboring countries would continue to develop progressively.

    Thanking for the cordial welcome and emphasizing the importance that Kazakhstan attaches to strengthening ties with Turkmenistan, the guest conveyed warm greetings and good wishes from the President of Kazakhstan Kassym-Jomart Kemeluly Tokayev.

    According to Askar Mamin, Kazakhstan highly appreciates and fully supports the progressive policy pursued by the President of Turkmenistan and important international initiatives put forward by the Turkmen leader with the aim to strengthen peace, stability and prosperity on the regional and global scale.

    Thanking the Prime Minister of Kazakhstan for the warm words, the Turkmen leader conveyed his best wishes to Kassym-Jomart Kemeluly Tokayev and first President of Kazakhstan Nursultan Nazarbayev, as well to the people of Kazakhstan, bound with the people of our country with centuries-old ties of friendship, brotherhood and good neighborly relations that provide a platform for developing cooperation in the new historical epoch.

    During the meeting, the Turkmen leader and his guest highly evaluated the level and dynamics of development of the interstate dialogue, and exchanged views on a wide range of cooperation, including within the framework of authoritative international organizations.

    According to President of Turkmenistan, developing bilateral ties, we rely on the old traditions of fraternity and mutual sympathy of peoples, the adherence of our states to the principles of peacefulness and humanism that stands as a basis for cooperation and mutual understanding of important issues of global and regional development, where our countries have similar approaches.

    Particular attention was paid to the implementation of a number of interstate economic projects, as well as the prospects for building up partnerships in such strategic areas as trade, economy, transport and logistics, energy, agriculture.

    According to President Gurbanguly Berdimuhamedov, our country pursues the policy of “open doors” and good neighborliness, takes practical steps to form a transport and transit corridor for the states in the region and the world.

    In this context, the importance of operating transnational North-South railway, as well as Turkmenistan’s initiative to build a modern Turkmenbashi-Kazakhstan highway, which in the near future will increase trade, passenger and freight traffic between the countries, was emphasized.

    When discussing the issues of cross-border cooperation, the meeting participants focused on the development of the transit potential of neighboring states, the implementation of energy projects actively promoted by Turkmenistan. The importance of deepening cooperation in ensuring global energy security, consolidating efforts in addressing environmental problems was emphasized.

    It was noted that in the light of modern realities, one of the topical vectors of cooperation is the field of ecology, where Turkmenistan and Kazakhstan interact, in particular, within the framework of the International Fund for Saving the Aral Sea (IFAS), special attention is also paid to the efforts taken to address the Caspian Sea issues.

    “Our countries have great opportunities for building up trade and economic relations”, said President Gurbanguly Berdimuhamedov, underlining the role of the Intergovernmental Turkmenistan-Kazakhstan Commission on Economic, Scientific, Technical and Cultural Cooperation.

    In this regard, the Turkmen leader proposed to hold an extraordinary meeting of the Commission with the participation of the heads of the leading ministries and departments of Turkmenistan and the Prime Minister of the Republic of Kazakhstan in order to discuss the important issues of expanding the partnership that was supported by Askar Mamin.

    It was expressed the mutual interest in the implementation of new joint projects, including in the field of gas chemistry, the supply of Turkmen gas to the domestic market of Kazakhstan, the agro-industrial complex, as well as readiness to build up constructive partnerships both in the bilateral format and within international organizations.

    The participants of the meeting discussed the development of a fruitful dialogue in the humanitarian field. The importance of enhancing contacts in science and education, culture and sports was underlined.

    Congratulating President Gurbanguly Berdimuhamedov on the Independence Day, which is celebrated this month, Askar Mamin expressed belief that the constructivism of the foreign policy strategy of Turkmenistan, based on the principles of permanent neutrality, would continue to promote cooperation in a wide range of areas.

    At the end of the meeting, the President of Turkmenistan and the Prime Minister of the Republic of Kazakhstan confirmed the commitment of the two countries to the comprehensive development of interstate relations.

    In frames of a working trip to the Balkan velayat, President Gurbanguly Berdimuhamedov received CEO of Çalık Holding group of companies Ahmet Çalık.

    Thanking for the opportunity of a personal meeting, the businessman congratulated the President of Turkmenistan on the significant event - the start of construction of gas turbine power units at the Turkmenbashi complex of oil refineries.

    Wishing the President of Turkmenistan good health and success in his versatile activity, the guest expressed belief in that the international community highly appreciated the achievements of Turkmenistan, which demonstrates the rapid paces of development.

    As noted, the “open door” policy pursued by the President of Turkmenistan, high rates of economic growth, large-scale programmes for the development of the industrial sector, a favorable investment climate provide wide opportunities for enhancing partnership with foreign business circles and attracting world experience in many areas, primarily in knowledge-intensive and high-tech industries.

    Underlining the fruitful character of relations between Turkey and Turkmenistan, bounded with the ties of friendship, fraternity as well as historical and cultural affinity, President Gurbanguly Berdimuhamedov dwelled upon the activity of the Turkish company on the Turkmen market

    In this context, the Turkmen leader focused on increasing the efficiency of the holding's participation in the implementation of large-scale mutually beneficial projects.

    Underlining the importance of the largest energy pipeline - the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, as well as the TAP power transmission line, the construction of which was entrusted to Çalık Holding, the President of Turkmenistan instructed the CEO of the company to complete all works at the high level within the target time frame.

    Noting that it is a great honor for his company to continue long-term cooperation, participating in the implementation of large-scale transformation programmes, carried out in our country, the Turkish businessman reported on the progress in implementing a number of joint projects.

    Commenting on the report, the President once again focused on the importance of high quality of construction works and completion of works within timeframes stipulated by the contracts.

    At the end of the meeting, Ahmet Çalık assured the President of Turkmenistan that his company would continue taking the most responsible approach to fulfillment of partnership obligations.

  • President of Turkmenistan receives PJSC Lukoil President

    In frames of a working trip to the Balkan Velayat, President Gurbanguly Berdimuhamedov received President of PJSC Lukoil Vagit Alekperov.

    Expressing gratitude for the opportunity to discuss the prospects for cooperation, the guest focused on the high interest of Russian business, and, in particular, the largest oil company Lukoil, in further expanding partnership with Turkmenistan.

    The President of Turkmenistan expressed satisfaction with the traditionally friendly, constructive character of the Turkmen-Russian relations, which creates favorable conditions for the steady strengthening of business ties in key areas.

    One of the most significant spheres of mutual interests of the two states, recognized as the world energy powers, is the oil and gas industry, the development of which is of particular importance, taking into account the huge resource potential.

    The possibilities of implementing joint projects and long-term cooperation on an economically beneficial basis for the both parties were discussed during the meeting.

    Presenting the activity of PJSC Lukoil on the development of hydrocarbon deposits in the Caspian Sea to the President of Turkmenistan, the businessman underlined that the favorable investment climate and reliable legal framework created in Turkmenistan helped attracting foreign business investments in the development of oil and gas fields, and the construction of related infrastructure

    Expressing the interest in participating in large-scale transformation programmes, successfully implemented in our country, Vagit Alekperov underlined the willingness of his company to share the experience, accumulated in increasing the capacities of the mining and processing segment, developing the gas and petrochemical industry, producing high-tech products of great demand the global market with Turkmenistan.

    In conclusion, President Gurbanguly Berdimuhamedov and the head of the largest energy company in Russia exchanged good wishes, expressing confidence in the successful continuation of fruitful partnership.

  • President Ilham Aliyev: One of the issues negatively affecting Azerbaijani-Greek cooperation is related to “DESFA”

    As reported earlier, President of the Republic of Azerbaijan Ilham Aliyev has today accepted credentials of the newly-appointed Ambassador Extraordinary and Plenipotentiary of Greece Nikolaos Piperigos.

    AZERTAC publishes some excerpts from President Ilham Aliyev's remarks at the meeting.

    “I believe there have been several issues that negatively affected our cooperation. One of them is related to the Greek gas company “DESFA”. I can say that our energy company SOCAR joined the bidding for the purchase of “DESFA” at the request of the Greek government. The former Prime Minister of Greece, Mr. Samaras, personally asked me for SOCAR to participate in the tender. As a result of an open tender, SOCAR made the best offer and won the right to own “DESFA”. This was also important in terms of our plans to build the Southern Gas Corridor. That was about six years ago. At that time, of course, we were simply planning to build a connection between Azerbaijan and Europe, and we thought that if Azerbaijan was to supply gas to Greece, it would be good to have a company that distributes this gas. In any case, we made an advance payment of 40 million euros, which is 10 percent of the price, and for four years – from 2014 to 2018 – the money was at the disposal of the Greek government. Unfortunately, the previous government of Greece did everything to deprive SOCAR of this right.”

    “I would like to reiterate that we originally obtained this legitimate right at the suggestion of the Greek prime minister, in an open and competitive tender, but were deprived of this legitimate right for political reasons due to the negative attitude of the previous government of Greece towards Azerbaijan. This certainly had a serious negative impact on our already low-level relations. Frankly, we then decided that if the government of Greece was treating us like that, we would have to think about how we would respond. Our response was to do virtually nothing. We did not make any demarche. We did not take any diplomatic steps.”

    “So this was a very disappointing issue and, of course, I think it had a serious impact on our relations. But, let me say again that this wasn’t done on the initiative of Azerbaijan. Azerbaijan has always supported the development of relations. In fact, you certainly know that TAP was not the only option for the transportation of Azerbaijani gas. There were several options for the transportation of Azerbaijani gas to Turkey. It could have been in a different direction. However, the choice of TAP was also a decision made by investors, foreign oil companies and Azerbaijan. In other words, for our part, we made a positive gesture to Greece. But after the previous government came to power – I want to emphasize this because before the former Syriza government came to power, we had very good relations with the governments of Greece.”
