A briefing at the MFA on the outcome of the XVIII Summit of the Heads of States and Governments of the Non-Aligned Movement
On October 28, 2019, a briefing was held at the Ministry of Foreign Affairs of Turkmenistan on the foreign policy course of our country.
The briefing was attended by the heads of diplomatic missions and representative offices of international organizations working in Turkmenistan, representatives of local and foreign media accredited in the country.
Besides the Minister of Foreign Affairs of Turkmenistan, UN Resident Coordinator in Turkmenistan Ms. E.Panova and Head of the UN Regional Center for Preventive Diplomacy in Central Asia Ms. N.German gave speeches at the briefing.
During the briefing, the head of the Foreign Ministry of Turkmenistan R.Meredov made a special emphasis on the working visit of the President of Turkmenistan on October 25, 2019 to the capital of the Republic of Azerbaijan to attend the XVIII Summit of the Heads of State and Government of the member countries of the Non-Aligned Movement.
It was attended by the Heads of States and Governments of the member countries of the Non-Aligned Movement, observer states and heads of international organizations. In addition, a number of states were represented at this Summit as guests of honor. The Baku Summit of the Non-Aligned Movement made it possible to constructively consider the role and place of the Non-Aligned Movement in the modern world, to discuss issues related to the implementation of its goals and objectives, taking into account current realities and prospects for the long-term development of international cooperation as a whole. Therefore, it was not accidental that the slogan “Ensuring a joint and adequate response to the challenges of the modern world, guided by the Bandung principles” was chosen as the motto of the forum.
In this context, the Minister noted that these fundamental principles, which include respect for fundamental human rights, the goals and principles of the UN Charter, respect for the sovereignty and territorial integrity of all nations, the promotion of mutual interests and cooperation, respect for justice and international obligations, the settlement of all international disputes by peaceful means in accordance with the UN Charter and a number of other areas, formed the basis of the foreign policy of neutral Turkmenistan in the early years of our independence.
It was emphasized that President of Turkmenistan Gurbanguly Berdimuhamedov attended the 18th Baku Summit of the Non-Aligned Movement. The head of state made a keynote speech at this Forum, which assessed the current state of affairs in the world and announced very serious initiatives aimed at resolving a number of pressing issues on the global agenda today.
During the current high-level meeting, the Turkmen leader voiced initiatives on key aspects of global sustainable development, such as peaceful coexistence of states, countering terrorism, resolving refugee problems, achieving food security, and environmental well-being.
As the President of Turkmenistan emphasized in his speech “We are convinced that our states should act from a consolidated position in defense of the legitimate rights and interests of developing countries, actively uphold justice and equality in international economic relations, and strongly oppose discrimination, unreasonable, often artificial barriers in the world trade, for the recognition of the economic sovereignty of peoples and states.”
The minister of Foreign Affairs of Turkmenistan also informed the briefing that on October 21-23, President of Turkmenistan Gurbanguly Berdimuhamedov carried out a working visit to Japan. During the visit, the Turkmen-Japanese business forum and a number of bilateral summits were held. As a result of the meetings, a solid package of bilateral documents was signed between Turkmenistan and Japan.
R.Meredov also noted that on October 27, 2019, meetings were held between the President of Turkmenistan Gurbanguly Berdimuhamedov and the Prime Minister of Malaysia, Dr. Mahathir Mohammed, who arrived in the capital of Turkmenistan on an official visit.
President Gurbanguly Berdimuhamedov: Our region is an energy, transport and transit centre of international significance
President of Turkmenistan Gurbanguly Berdimuhamedov who is currently on a working visit to Tashkent took part in the second consultative meeting of the Heads of Central Asian states.
In the afternoon, the Head of the State went to the Kuksaroy Palace, which was a place of the Summit. President of the Kyrgyz Republic Sooronbay Jeenbekov, President of the Republic of Tajikistan Emomali Rahmon and the First President of the Republic of Kazakhstan Nursultan Nazarbayev have also come to Tashkent for participation in the Consultative meeting of the Heads of Central Asian states.
President of Turkmenistan Gurbanguly Berdimuhamedov was greeted by the President of the Republic of Uzbekistan Shavkat Mirziyoyev in the hall of the Kuksaroy Palace. The leaders of two countries exchanged friendly handshakes.
After traditional ceremony of photographing against the official banner of the Summit and the State Flags of the member countries, five-sided high-level meeting in narrow format took place in the small hall of the Kuksaroy Palace.
Opening the meeting, President of the Republic of Uzbekistan Shavkat Mirziyoyev noted that current Summit reflects the intent of the nations of Central Asia to intensify partnership, to strengthen friendship and goodwill, to joitn solution of common problems, having expressed confidence that its outcomes would serve to promotion of multilateral constructive cooperation in the region.
After, the participants of the Consultative meeting have discussed the subjects of the agenda related to expansion of regional cooperation in political, trade and economic, investment, transport and communication, cultural, humanitarian and other spheres as well as exchanged the opinions of actual aspects of international problems and provision of security in the region.
Having expressed gratitude to President Shavkat Mirziyoyev for excellent conditions for joint work, President Gurbanguly Berdimuhamedov noted that the agenda of the Consultative meeting includes number of subject, each of which is very important for the states of the region and requires taking of actual measures.
The Head of Turkmenistan expressed confidence that in this format, the sides would be able to discuss all planned subjects in constructive way and to reach understanding and to come to greed decisions.
Turkmen leader stated that in the last few years our countries made many things in the context of strengthening of cooperation in key directions of social and economic development of Central Asia, provision of stability and security in the region, establishment of partnership with other states, organizations and associations.
Five-sided consultations on the level of foreign ministries became regular. It allows coordinating the activity in the world arena and under international organizations more effectively and understanding each other’s interests and goals better. Turkmenistan welcomes such practice and considers that it has to be continued, the spectrum and subjects of such meetings have to be expanded.
It has special importance in the context of consolidation of efforts of our states for provision of stability and security in the region, creation of conditions of its rapid economic integration to the world processes, implementation of major projects with participation of foreign investors, President Gurbanguly Berdimuhamedov highlighted.
Central Asia is an intersection place of Eurasian transport routes and energy flows, the world reservoir of hydrocarbon materials. Therefore, establishment of regional infrastructure of transport, logistics, energy and communication is an important subject of cooperation.
It is a strategic goal to turn the region into an integrated part and shortest and beneficial part of transport, logistic and energy routes along the East – West and Asia - Europe directions.
It is obvious that active expansion of foreign relations is an important factor in this case. They are already available. Formats like Central Asia + European Union, Central Asia + USA, Central Asia + Russia are already working. Stable dialog of our states with Japan and the Republic of Korea has been established. There is an interest in such format of cooperation with our region from other countries, the Head of the State noted.
All of these indicates the understanding of importance of Central Asia, growing interest in cooperation in different directions by foreign partners. We, being responsible states, do implement such cooperation for the interests of our nations and continental and global stability and development, the President said.
In this regard, current meeting allows specifying directions of cooperation with international structures and certain states, giving relative directions to foreign departments of the member states.
Regulation of the situation in Afghanistan is an integral factor of stable conflict free development of the region. We are all interested in soonest completion of confrontation, reaching of reconciliation and agreement in this country. it is obvious that it can be reached only by peaceful political methods, President Gurbanguly Berdimuhamedov highlighted.
Being close neighbours of Afghanistan, we make big input to this process, provide significant economic and humanitarian aid to Afghan nation, which is highly appreciated by the government of this country. continuation of our efforts in this direction, cooperation with international organizations, especially with the UN, are important factors of regulation of the situation and social and economic rehabilitation of Afghanistan, the Head of the State said.
Counteraction of ecological risks through the implementation of standards of ‘green’ economy, compliance with ecological requirements in production activity are priroty vectors in five-side partnership. Turkmen leader noted that efficient coordination of joint efforts would help to preserve unique nature of Central Asia and provide high standards of life quality of the population.
Saving of Aral Sea is a separate problem in this context, President Gurbanguly Berdimuhamedov continued. Coordinated decisions on this problem will give necessary impulses to International Fund for Saving of Aral Sea, establishment of productive cooperation between the IFAS and the United Nations Organization and other international structures.
Water resources are common heritage of Central Asian nations. The access to water resources is fundamental right of human. Weighted, responsible and far-seeing approaches, commitment to the principles of justice and interests of each other are the guarantee of our successful cooperation in water management, fulfilment of national and regional plans of sustainable development, provision of food abundance, the Head of the State highlighted.
Humanitarian cooperation, restoration and popularization of rich historical heritage of Central Asian nations, making of conditions for wide cultural exchange in the region were outlined among the main objectives. The government support of cultural, scientific, educational dialog is an important factor of intellectual development of the region and one of conditions of revealing of human potential.
President Gurbanguly Berdimuhamedov noted that current Consultative meeting, which is held in the atmosphere of transparency, understanding and trust, reflects common intent to improve friendship, goodwill and cooperation of five fraternal countries and nations.
We have enormous human, economic and resource potential, political will and resolution to work together for achievement of common goal – turning of our region into peaceful and prosperous territory, reliable partner of international community, place of cooperation and understanding, Turkmen leader highlighted, having wished fruitful work to all delegations.

Having expressed gratitude to his Uzbek colleagues for hospitality and conditions for fruitful joint work, President Gurbanguly Berdimuhamedov noted that current meeting marks another important stage in cooperation between Central Asian states, which is to provide necessary conditions for its stable development, establishment of effective mechanisms of cooperation between our countries, formation of models of integration of the region into the world processes as deserved and equal partner.
These objectives are vitally important for all of us and in this case, the format of High-level Consultative meetings is not just justified but also required and urgent, Turkmen leader highlighted.
Speaking of this, the Head of the State expressed confidence that constructivism, aim to joint work, understanding of similarity and sharing of fortunes of fraternal nations and states and resolution to achieve necessary results together are determining factors in the relations between Central Asian countries.
Setting high targets, we understand that firm and long peace, security and stability in the region are the main terms of their achievement, the President continued. It is worth saying that many things have been done for this recently.
Mechanisms of political consultations on the level of foreign ministries of five states of regular bases started working. Specific issues of regional agenda, especially those related to security, are discussed at these meetings. Turkmen leader noted that this format of consultations can be improved by closer and more coordinated activities for Central Asian countries in the UN and OSCE.
It is necessary to establish systematic mechanisms of five-side consultation with clear priorities in these structures in order our delegations have clear targets, agreed positions on the subjects that have regional importance and defend these positions relying on support of each other and attracting supporters from other states, the Head of Turkmenistan emphasized.
Our countries have to act together in such serious subject as regional security demonstrating accountability and resolution to provide peace and stability at home, President Gurbanguly Berdimuhamedov highlighted.
In this context, joint activity for support of reconciliation processes in Afghanistan receives special importance, the President stated, having confirmed the position of Turkmenistan, which has been repeatedly announced previously.
As a neutral state and close neighbour, our country is willing to provide all necessary conditions for organization of direct contacts between all parties, which are interested in peaceful and political regulation of the situation in Afghanistan, Turkmen leader noted, having expressed confidence there is no an alternative to negotiation process.
Realization of major infrastructural projects with participation of Afghanistan especially in such vital spheres as energy, transport and communication are the main terms of political stabilization, economic and social rehabilitation of Afghanistan and its successful integration to regional and world economic processes.
Steadily working in this direction, Turkmenistan initiated number of big regional projects, part of which has been successfully accomplished. We plan to continue working on realization of important projects with participation of Afghanistan, other neighbouring countries and would welcome other central Asian countries to joint this process, President Gurbanguly Berdimuhamedov highlighted.
The Head of the state said that interest in central Asia form foreign economic and political centres grows every year, which is natural. Our region moves rapidly to the category of one of the energy, transport and transit centres of the world significance, presence of colossal natural resources, benefits of geographic location are objective factors, which are attractive for serious investments and implementation of major projects.
At the same time, President Gurbanguly Berdimuhamedov expressed confidence that economic attractiveness of Central Asia for big foreign companies, investment funds and separate states would grow with the time.
Our goal is to make everything possible in order the region to meet modern requirements of healthy economic competitions, to become an integral part of the world economic processes as equal and efficient partner.
For this purpose, Central Asian countries have to take an initiative role in establishment of modern energy, transport and transit infrastructure in the region, the Head of Turkmenistan continued, having also noted attraction of big foreign investors is required for achievement of this target.
It is important for the states of the region to build long-term strategy of cooperation with foreign partners based on commonality of interests and perspectives. President Gurbanguly Berdimuhamedov said that it is good that 5 + cooperation has been significantly activated in the last few years.
There are formats of cooperation between five Central Asia states and European Union, United States of America, Russia, Japan, the Republic of Korea. There is an interest to such format from other leading countries of the world. The agenda of such meetings is quite extensive and varied, however, economics, energy, transport and logistics occupy the main place at such meetings.
In this context, importance of activation of the dialog with partners in mentioned direction, to carry it out purposefully, to prove benefits and perspectives of long-term investments to infrastructure of the region, to use the levers of specialized international structures more effectively has been highlighted.
Industry, transport and energy were the main subjects of the First Caspian Economic Forum in Turkmenistan last august. The decisive role of Caspian region and neighbouring zones, first of all Central Asia, in formation of strategic belt of transport, transit and energy partnership in the East – West, Asia – Europe directions has been noted.
Speaking of this, President Gurbanguly Berdimuhamedov noted that the states of the region, which have no direct exit the world ocean, have to use capabilities of port infrastructure of Eastern Caspian region for export of their products to the markets of Europe, Russia, Caucasus, Middle and Far East. Turkmenistan is willing to provide its port facilities on beneficial terms.
In this regard, the Head of Turkmenistan stated that capabilities of regional transport communication are not used in full volume. However, there are evidences of joint implementation of number of projects in this sphere.
It is too early to speak about systematic work for turning of Central Asia into modern combined and efficient transportation hub. It is necessary to concentrate on these projects, to consolidate our efforts in development of transport and transit corridors and logistics, the President highlighted.
The Head of Turkmenistan noted that partnership in the sphere of innovative development and high technologies is a topical subject of cooperation today.
In this regard, President Gurbanguly Berdimuhamedov expressed confidence that there is a potential of innovative growth, excellent scientific schools, advanced technological developments in all countries of Central Asia without exclusion. It is necessary to consolidate efforts in this direction, to give expressive innovative character to the economies of our countries.
The Head of the State proposed to think of establishment of five-side Business Council for giving of systematic character to regional cooperation in trade, economic, energy, transport, logistic and innovative spheres.
Such structure could have assumed the functions of the centre for formation of unified strategy of the states of the region for priority directions of economic partnership, to make relative recommendation to the government, to develop specific proposals on investment agenda of cooperation with foreign business circles.
Provision of stable development of Central Asia, improvement of life quality of the population of our countries are directly connected with solution of ecological objectives in the region where saving of Aral Sea is one of the main, President Gurbanguly Berdimuhamedov underscored. Joint efforts in this sphere have been discussed in details and certain agreements have been reached at the Summit of the Heads of the state founders of International Fund for Saving of Aral Sea in Turkmenbashy in August last year.
Thus, important steps on the way of improvement of activity of the Fund and improvement of its efficiency have been made. It is necessary to move in this direction, to involve potential of the world community, first of all the UN and its specialized agencies more actively.
In this context, the Head of Turkmenistan spoke for continuation of the initiative about development of the UN Special Programme for Aral Sea basin and allocation of Aral Sea problem in separate direction of activity of the United Nations.
Saving of Aral Sea is not a subject of practical character. This is our duty for history and memory. Central Asian civilization, our identity have been formed up on the coast of Aral Sea, Turkmen leader noted, having expressed confidence in the necessity to make everything possible in order to bring future to Aral Sea.
In his speech, President Gurbanguly Berdimuhamedov touched upon such topical subject for the countries of the region as protection and use of water resources. The Head of Turkmenistan highlighted the importance of consolidation of efforts on common platform, principles of provision of equal and fair access to water resources as responsibility of every state.
Secondary, local interests and benefits have to be replaced by the understanding of regional goals and priorities and development of single strategy of activities in long-term perspective, Turkmen leader said.
The position of Turkmenistan is well known. We consider that review and solution of water problems have to be based on recognized standards of international law, mutual respect and consideration of interests of all countries of the region with participation of specialized international organizations, the President highlighted.
Solving important political, economic, technological, ecological objectives, which are to provide deserved place for Central Asia in XXI century, we relies on common civilization foundation, unique type of relations between our nations, which was formed up throughout the centuries.
It includes commonality and proximity of culture, traditions, values and moral senses. Encouraging wide humanitarian contacts, developing cultural relations, we provide succession of traditions of goodwill, understanding and sympathy to each other for our nations, President Gurbanguly Berdimuhamedov highlighted.
Cultural intelligentsia of the countries of the region is to play the main role in this process. It could have make an initiative of creation of prepositions for launch of regional cultural dialog on systematic and regular base, Turkmen leader said, having offered to name it as Forum of Cultural Dialog of Central Asia.
The objective of this Forum is in establishment of integrated comprehensive cooperation of cultural societies of our countries, popularization of rich spiritual and historical heritage of the nations of Central Asia, modern achievements in literature, art, cinematography, encouragement of wide youth contacts, the President noted.
Turkmenistan is committed to development and improvement of fraternal relations with all countries of Central Asia. We clearly see the potential and perspectives of our cooperation in political and security sphere, economy and trade, ecology, science, culture and education.
We are united by common goals, steadily move toward their implementation, Turkmen leader highlighted, having expressed confidence that current meeting would open new opportunities for this.
After, the floor was taken by President of the Republic of Uzbekistan Shavkat Mirziyoyev who, having expressed gratitude President Gurbanguly Berdimuhamedov for informative speech, noted the importance of initiatives proposed by the Head of Turkmenistan, which meet actual goals of regional cooperation and aimed at further active development for common interest.

On the same day, the heads of the states took part in joint ceremony of planting of trees in the park of honoured guests of the Kuksaroy State Residence, which has become an original symbol of friendship and goodwill relations connecting the nations of five countries.
In the afternoon, the heads of the states went to the Memorial Complex of the first President of the Republic of Uzbekistan Islam Karimov. In the solemn atmosphere, the President of Central Asian states laid flowers to the monument of prominent politician paying tribute to the memory of outstanding government official of Uzbekistan.
Upon the completion of the programme of working visit, President of Turkmenistan Gurbanguly Berdimuhamedov went to Islam Karimov Internatioanl Airport, from where left for the Motherland.
Onboard, the Head of the State discussed aspects of solution of objectives for intensification of Turkmen – Uzbek cooperation with some Deputy Chairmen of the Cabinet of Ministers and the Advisor of the President of Turkmenistan on Oil and Gas Affairs, which were discussed at the meeting of Turkmen leader with President Shavkat Mirziyoyev.
Special attention has been paid to the agreements reached at the Consultative meeting of the heads of Central Asian states and initiatives of our country proposed at the Summit. Importance of this meeting for further development of economies of the countries of the region and establishment of discussion platform in such format where the leaders would be able to discuss subjects presenting mutual interest and propose common agenda has been highlighted.
Foreign policy of Turkmenistan, which is based on peace-loving and principles of positive neutrality, sets strengthening and expansion of beneficial cooperation as the main objective, the Head of the State noted.
Having focused on the aspects of activity of the Foreign Ministry of the country, the President pointed out the necessity to elaborate on current direction of cooperation with Central Asian states taking into account geopolitical and economic capabilities o the region for creation of prepositions of its full-scale integration to the world market.
The President stated with delight dynamic development of cooperation of Turkmenistan with neighbouring Uzbekistan including in agricultural sphere. Our country shows interest in procurement of agricultural equipment made in the Republic of Uzbeksitan.
Having noted positive practice of such cooperation, the Head of the State ordered to review the opportunity of its expansion and procurement of new models of high productive equipment, which meets climate conditions of our country.
Continuing conversation about perspectives of Turkmen – Uzbek cooperation in trade and economic, scientific, technical and cultural spheres, President Gurbanguly Berdimuhamedov gave order to define the most required directions of partnership in science and education.
It is necessary to develop direct relations with scientific and research institutes of the Academy of Sciences and other educational facilities of Uzbekistan, the Head of the State noted.
The President has also highlighted the necessity to intensify cooperation in fuel and energy sphere with the countries of Central Asian region. It is important in the relation with gas line from Turkmenistan to China, part of which run across Uzbekistan.
It was highlighted that realization of joint projects in fuel and energy complex and in transport and transit section provides the development of relations between two countries and makes platform for their full involvement to the world economic system.
Having noted new perspective of cooperation in Central Asia, the Head of the State highlighted that subjects reviewed at the Consultative Meeting are current for every country participating in the Summit, which is set out in Joint Statement made by its outcomes.
Summing up what was said at the meeting onboard the aircraft, President Gurbanguly Berdimuhamedov outlined specific objectives of the Government and wished success in their solution.

The Presidents of Turkmenistan and Uzbekistan agree on approaches to activation of interstate dialog
President Gurbanguly Berdimuhamedov has left on the working trip to the Republic of Uzbekistan for discussion of perspectives of Turkmen – Uzbek cooperation as well as for participation in the II Consultative meeting of the Heads of Central Asian States.
In Islam Karimov International Airport, which was decorated with the State Flags of the member states of the Summit, Turkmen leader was met by the offiicials of the Republic of Uzbekistan – Prime Minister Abdulla Aripov, Foreign Minister Abdulaziz Kamilov as well as members of the Government delegation of Turkmenistan.
Motorcade of President Gurbanguly Berdimuhamedov went to the Kuksaroý State Residence where the meeting of the Heads of Turkmenistan and Uzbekistan took place.
Upon arrival, President Gurbanguly Berdimuhamedov was warmly greeted by Uzbek Leader Shavkat Mirziyoyev. Having exchanged friendly handshakes, the leaders of two country took photo on the background of the State flags.
After, Uzbek Leader invited the Head of Turkmenistan to enter the Hall of bilateral meetings where talks with participation of members of the Government delegations took place.
Cordially greeting President Gurbanguly Berdimuhamedov, President Shavkat Mirziyoyev expressed confidence that current meeting would give strong impulse to cooperation between our countries.
Having expressed gratitude to the Head of the Republic of Uzbekistan for warm welcome, hospitality and conditions for effective work, Turkmen leader noted that condition of bilateral relations and current international affairs would be discussed at current talks.
Wide spectrum of subjects related to current condition and perspectives of Turkmen- Uzbek partnership has been discussed during the talks. At the same time, fruitful character of activity of Joint Commission for trade and economic, scientific and technical cooperation, which last session was held in Ashgabat on November 23 this year, has been highlighted.
Sharing the visions on political collaboration, the sides confirmed mutual willingness to develop cooperation for achievement of firm and long-term peace, support of stability in Central Asia, establishment of mechanisms of prevention and non-admittance of conflict situations. In this regard, the importance of cooperation in such current issues as combating against terrorism, extremism, transboundary crime, illegal drug trafficking has been highlighted.
Provision of regional security, in particular, regulation of the situation in neighbouring Afghanistan, was one of the subjects of the talks. In this context, President Shavkat Mirziyoyev noted active position of Turkmenistan in the efforts for stabilization of situation in Afghanistan, in particular, the importance of initiatives of President Gurbanguly Berdimuhamedov on this issue, which received wide support of the world community.
Rapid restoration of social and economic infrastructure of Afghanistan, implementation of major projects aimed at inclusion of the country to regional world economic relations are vitally required today. Following this, Turkmenistan pays special importance to realization of big infrastructural projects with participation of the Islamic Republic of Afghanistan, including energy, transport, communication project, the President highlighted.
All these projects are able to make positive effect on the situation in the neighbouring state, play actual role in restoration of the economy and social sphere, change to peaceful and creative life.
Intent of two countries to continue constructive cooperation on the platform of competent structures such as the United Nations, Organization for Security and Cooperation in Europe, Commonwealth of Independent States, Islamic Cooperation Organization, to coordinate joint measures in international arena and to support each other has been confirmed.
Exchanging the opinions on strategic vectors of Turkmen – Uzbek partnership, it was noted that energy is one of priorities of such partnership. Gas line from Turkmenistan to China, which was put into operation in December 2009, part of which cross Uzbekistan, was named as an example of successful cooperation in this sphere. Construction of another gas line along Turkmenistan – Uzbekistan – Tajikistan – Kyrgyzstan – China route with output capacity of 25 billion cubic meters per year with on the agenda.
Transport sphere is among the main vectors of interstate cooperation. In this context, it was noted that efforts of our countries would be able and have to be aimed at achievement of the main target – the establishment of powerful and modern infrastructure, which could provide the unification of transport systems of Central Asia, Europe and Middle East.
In particular, willingness of Turkmenistan to joint work on transport route Uzbekistan – Turkmenistan – Caspian Sea – South Caucasus with entry to the seaports of Georgia, Turkey, Romania and other states has been highlighted.
Turkmen leader noted the importance of opening of motor and railway bridge across the Amudarya in March 2017. This event not only made positive effect of the course of bilateral trade and economic partnership but also became a part of the system of regional transport communication.
In the context of diversification of continental transport flows, Turkmenistan is willing to review the capabilities of railway connection along Central Asia – China routes with Uzbekistan, President Gurbanguly Berdimuhamedov said.
President Shavkat Mirziyoyev noted that potential of cooperation in fuel, energy and transport spheres is required today as never else and not only on regional level but from economic development and trade across entire Asian continent point of view, where our region is to play an important role.
Continuing the subject, the intent of Turkmenistan and Uzbekistan, both as the countries that have taken course toward creation of powerful energy and transport infrastructure, to consolidate their efforts, to act in coordination with potential partners in the world and regional platforms, in specialized international organizations and financial institutes has been confirmed. In this regard, President Gurbanguly Berdimuhamedov proposed to involve foreign and other profile departments of both countries more actively in this work.
It is necessary to note the initiative of Turkmen leader about the second UN Global Transport Conference in the context of transport issues, in which special attention has to be paid to the potential of Central Asia.
Speaking of water problems, the sides noted that review and solution of these problems have to be on the base of universal standards of international law, mutual respect and consideration of interests of all countries of the region with participation of specialized international organization. The countries have positive experience in solution of water management issues, established practice of regular meetings of profile specialists of two countries.
Turkmenistan and Uzbekistan stand for improvement of activity of International Fund for Saving of Aral Sea as well as plan to cooperate in implementation of the UN Convention on combating desertification.
Switching to the subject of bilateral cooperation, President Gurbanguly Berdimuhamedov highlighted that the Republic of Uzbekistan is our old and reliable economic partner.
We highly appreciate reached level of relations between our countries in different spheres, experience of cooperation in the government and department level, the President of Turkmenistan said.
Having noted the presence of big potential, which has to be fully implemented, the Head of Turkmenistan assured that existing volumes and dynamics of mutual trade are satisfactory.
Recently, its indicators has tendency of growth, the Head of the State highlighted, having focused on the fact that Joint Turkmen – Uzbek Commisson for trade and economic, scientific, technical and cultural cooperation has to develop specific proposals for diversification of mutual trade, increment of not only quantitative but also qualitative criteria.
The Agreement o economic cooperation in 2018 – 2020 and Agreement on supply of goods have been signed for further expansion of bilateral trade and economic relations, the Head of Turkmenistan said, having spoken of the necessity of clear and strict fulfilment of provisions of these documents.
Having highlighted that our countries established powerful industrial and agrarian base and also have transport infrastructure, the sides spoke for use of these factors for expansion of trade and attraction of investments.
In addition, there are opportunities for intensification of cooperation in agrarian sphere and between business communities of two countries, realization of joint projects in such spheres as agriculture, textile industry, heavy engineering, gas processing, construction of infrastructural facilities, motor and railway roads.
Opportunities of use of Caspian port infrastructure by Central Asian countries for increment of their export to European, Russian and Caucasian markets have been discussed at first Caspian Economic Forum in Turkmenistan last August. In this regard, Turkmen side has confirmed the willingness to review the proposals of Uzbek colleagues.
Cooperation in humanitarian sphere was an important subject of the agenda. Mutual intent to coordinate efforts for development of international tourism, to continue practice of Days of culture and cinema has been expressed.
The sides spoke for steadfast development of direct regional relations, establishment of beneficial partnership between entrepreneurs of border regions.
Having spoken for the necessity of giving strong impulse to interstate cooperation in scientific, technical and educational spheres, President Gurbanguly Berdimuhamedov noted that Turkmenistan has proposal on establishment of joint scientific council, which would unite potential of scientists of two countries in fundamental and applied science.
The activity of this structure is to serve for effective exchange of practice in these spheres, to support studies in different perspective directions taking into account economic requirements of our states, - Turkmen leader said.
Having noted long-term character of cooperation, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev expressed confidence that this visit, during which priorities of interstate dialog have been specified, outlined the targets of further joint work and would improve fraternal and friendly bilateral relations.
In the end of the talks, the leaders of two countries exchanged good wishes, having confirmed the willingness for activation of bilateral cooperation.

In this context, speaking of important role of Intergovernmental Turkmen _Uzbek Commission, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev spoke for further expansion of the partnership between business circles of two states.
The sides spoke for increment of volumes of trade and investments, implementation of joint projects in energy, communication, industrial spheres such as food, chemical, electro technical and light industries.
Cooperation in transport sphere was also a subject of discussion. Mutual interest in effective use of capabilities of communication systems, transport corridors running across both countries has been highlighted.
Having outlined agriculture, heavy engineering, gas processing, construction of infrastructural facilities among priority spheres of cooperation, Presidents Gurbanguly Berdimuhamedov and Shavkat Mirziyoyev noted that it is necessary to enter joint projects in these spheres.
At the same time, the importance of activation of the partnership in cultural, scientific and educational spheres as well as sin sports has been noted.
During the meeting, the sides exchanged the views on number of current issues of regional and international policy.
Sharing the visions of the subjects of agenda of the Summit of the heads of Central Asian state, the Head of Turkmenistan expressed confidence that priority directions of cooperation in near and long-term perspective would be outlined, current vectors of regional partnership would be discussed.
In the end of the meeting, having expressed gratitude to President Shavkat Mirziyoyev for personal input to development of bilateral relations, Turkmen leader wished strong health and success in the government activity to his Uzbek colleague and peace, progress and prosperity to fraternal nation of neighbouring state.

By the initiative of Turkmenistan, the Resolution of the UN general Assembly declared 2021 as International Year of Peace and Trust, the President highlighted.
It was mentioned that support of the efforts of the world community in energy problems is one of the most important directions of diplomatic activity of Turkmenistan. Initiatives proposed by Turkmenistan for reliability and stability of energy supplies reveived wide support of the world community.
Transport is a priority direction of activity of our country in international environment including with Uzbekistan. Establishment of modern integrated, balanced and high technological transport infrastructure is an urgent time requirement and one of priority goals of the Sustainable Development Goals. Taking into account special features of cooperation in transport sphere for intercontinental state, Turkmenistan proposes to organize International Conference of Ministers of developing countries which have no access to sea, Turkmen leader said.
Speaking of the importance of consolidated approach to solution of global problems, the President of Turkmenistan has focused on the significance of wide dialog on the problems of the climate change, natural protection and use of water resources.
Water diplomacy provides active and interested cooperation with other states, first of all with neighbouring ones, for coordination of activities in water and energy spheres. In this regard Turkmenistan sees its target in achievement of regional consensus based on recognized standards of international law, mutual respect and taking into account of the interests of all states of the region with participation of international organizations, - the Head of the State highlighted.
The President continued that achievements in internal development is the main preposition of foreign success of the country. The growth of the GDP this year in on 6.3 percent level, we expect the same indicator, which is one of the highest in the world, in the next year. Investments are the main tools of diversification of national economy. Hundreds and thousands of production and social facilities including big plants, factories, schools, hospitals, kindergartens, settlements and residential estates have been built in the country for the last several years.
Fundamental reforms have been carried out for improvement of management of agricultural complex, its restructuration and rational use of water and land resources, natural protection, - President Gurbanguly Berdimuhamedov said.
Construction of Afghan part of Turkmenistan – Afghanistan – Pakistan – India gas line, Turkmenistan – Afghanistan – Pakistan power and fibre optic lines is carried out.
Highlighting high level of Turkmen – Uzbek dialog, President Gurbanguly Berdimuhamedov noted personal role of President Shavkat Mirziyoyev in strengthening of bilateral partnership and giving new stimuli to this.
Continuing the subject, President Gurbanguly Berdimuhamedov expressed gratitude for active support of the Uzbekistan to big regional and international projects initiated by Turkmenistan aimed at unification of transport systems of Asia and Europe, Middle and Far East.

Finishing the speech, President Gurbanguly Berdimuhamedov noted that Turkmenistan would observe the 25th anniversary of international recognition of neutral status. Number of big international events will be held on occasion of this remarkable date in Ashgabat. It includes International Conference for Peace, Security and Sustainable Development.

Round table dedicated to the freedom of religion issues held in Ashgabat
On November 25, 2019, a round table dedicated to the freedom of religion issues in Turkmenistan was held in the Institute of State, Law and Democracy.
The Ombudsperson of Turkmenistan, the representatives of the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Justice, the Institute of State, Law and Democracy, the Department of the Cabinet of Ministers of Turkmenistan on Religious Affairs, as well as the representatives of different confessions and religious organizations functioning on the territory of Turkmenistan participated to the meeting.
During his speech, the Deputy Minister of Foreign Affairs V.Hajiyev informed the participants of the meeting with the activities realized on providing the freedom of religion in Turkmenistan in accordance with the national legislation and the international obligations adopted. It was noted that the adequate legitimate setting is present in Turkmenistan which guarantees the legal rights to the religious organizations.
The participants of the round table exchanged views on the enhancement of collaboration between the state structures, public entities and religious organizations. The effectiveness of cooperation of Turkmenistan with the UN, OSCE and EU agencies in the sphere of human rights protection through relevant programmes and projects was stated.
The President of Turkmenistan pays official visit to the Republic of Italy
President Gurbanguly Berdimuhamedov who arrived on official visit to the Republic of Italy had a talks with Prime Minister of Italy Giuseppe Conte and President of the country Sergio Matterella.
In the morning, President Gurbanguly Berdimuhamedov met with representative of Italian business in the Rome Cavalieri Hotel where the residence of Turkmen leader was hosted during the visit. Heads of the world famous companies like Danieli, ENI, Leonardo S.p.A, Maire Tecnimont, Valvitalia, Thales Alenia Space, Bonatti, SACE, Pietro Fiorentini took part in the meeting, which was held in the format of working breakfast.
The Head of the State outlined the meaning of major changes, which took place in the last years in Turkmenistan, for reformation of the economy providing stable high rates of development to the country.
Speaking of the cooperation with Italy, the Head of the state stated with delight that Turkmen – Italian trade and economic relation are steadily developed at modern stage resting on positive experience and traditions of the partnership.
Having noted high level of understanding and mutual trust achieved with representatives of business circles of Italy, the Head of the State assured businessmen that they will continue receiving necessary support.
The Head of the state made special mention of energy and transport as strategic spheres of Turkmen – Italian economic cooperation. At present time, Turkmenistan and its partners create ramified network of transport, transit and logistic infrastructure. It opens big perspectives for development of combined and multi-optional system of transport and transit connection from Asia to Europe, where corridor connecting Caspian and Mediterranean seas is to be an important link.
In general, current meeting is to strengthen dynamics of cooperation, to open its new directions and perspective, Turkmen leader noted, having expressed confidence that there are all prepositions for this – political will of the heads of two states, economic potential, rust and understanding.

Fundamentally new direction – the transport diplomacy, one of initiators of which is neutral Turkmenistan standing for multilateral dialog on this issue under the UN and other international organization, is asserted stronger in global cooperation.
This, our country, which was historically located in the heart of the Silk Road, makes big contribution to the development of beneficial cooperation in transport and communication sector, which is one of the main segment of the world economy making direct influence on stability and balance of the world economic relations and always open for cooperation with all interested foreign partners.
Regarding the opportunities of Turkmen – Italian cooperation, President Gurbanguly Berdimuhamedov highlighted, these opportunities can be used wider taking into account diversification of the economy of Turkmenistan, opening of high technology production facilities, implementation of big national and international projects in fuel and energy complex, transport, agricultural, textile and tourism spheres.
Speaking of importance of cooperation in humanitarian and cultural sphere, President Gurbanguly Berdimuhamedov has also noted the input of Italian scientists and archaeologists, who carry out archaeological excavation of historical places and centres of development of the world civilizations in our country for many years.
Having focused that next year, our people would observe the 25th anniversary of international recognition of neutrality of Turkmenistan, the Head of the State invited the Head of the government of Italy to take part in the work of International Conference dedicated to this event and in celebrations, which would be held in Ashgabat in December 2020.

Our country stands for close international cooperation in regulation of the situation in neighbouring state by peaceful political methods, for economic support to the state and integration of Afghanistan to the world economic relations through the participation in big infrastructural projects, Turkmen leader highlighted.
Turkmenistan is willing to combat such threats as international terrorism, extremisms, drug trafficking and transnational organized crime together with Italy and world community, the Head of the State said. In general, our country see the Republic of Italy as its important partner in the world political arena.
Energy and transport are strategic directions of Turkmen – Italian partnership. Support of initiatives of Turkmen side in the sphere of stable energy by Italy speaks of similarity of approaches of both countries to this global problem. The President continued that we put diversification of energy routes to the meaning of energy security. In this context, Turkmenistan considers opportunities of delivery of its energy carriers to western direction and works together with European Commission on legal and technical aspects. We hope that Italy as competent members of the European Union would continue rendering necessary active support to this proves, the Head of the state said.
Speaking in general of productivity of using of mutual capabilities under energy dialog between Turkmenistan and Europe, President Gurbanguly Berdimuhamedov spoke for using of bilateral relations, available understanding in the context of activation of European vector of energy policy of our country. At the same time, the President noted that long-term goals of Turkmenistan and Italy are matching.
The Head of Turkmenistan stated that wide opportunities are opened for cooperation in transport sphere. Geographic locations of both countries allow them playing big role in development of transport and transit corridors between Asia and Europe across the regions of Central Asia and Caspian basin to Black and Mediterranean seas and states of South Europe. Therefore, strategic regional and continental systems of economic integration form up. In this case, Turkmenistan sees Italy as one of important partners not only under bilateral relations but also in the context of cooperation with European Union.
Historically, Italy played big role in relations between the East and West from old times; it served as a bridge of civilized communication between the nations of the continent. As a neutral and peace-loving state, Turkmenistan is willing to support positive processes in Eurasia together with Italy, to strive that all issues of international politics were solved at negotiation table based on the standards of international law and the UN Chapter, President Gurbanguly Berdimuhamedov highlighted.
Speaking of cooperation in humanitarian sphere, the Head of the State said with delight that significant part of documents signed during current visit is agreements in sphere of science, education, culture, health protection and ecology.
Speaking of importance of inter-parliamentary cooperation, Turkmen leader noted that taking into account coming reformation of national legislative body, gradual assertion of democratic principles and practices in the country, Turkmenistan is interested in relative experience of Italy.
The Head of the State highlighted that current meeting has confirmed that Italy is reliable and perspective partner of Turkmenistan. In its turn, Turkmenistan builds its relations with Italy for long-term and strategic perspective. Our country appreciates the level of understanding and trust and is ready to do all necessary for consolidation of Turkmen – Italian friendship and interstate cooperation, which meets common interests.
Having noted that condition and perspectives of cooperation in trade and economic sphere have been discussed at the talks with Prime Minister Giuseppe Conte, President Gurbanguly Berdimuhamedov expressed confidence that big joint business forum, which was held in Milano on November 6 and resulted in signing of dozens of contracts and agreements, would give strong impulse to bilateral partnership.
Having expressed gratitude to President Sergio Mattarella for constructive meeting, President Gurbanguly Berdimuhamedov invited his Italian colleague to visit Turkmenistan at any convenient time and wished him strong health and success in responsible government activity and prosperity to the people of Italy.
In the afternoon, the Head of the state went to the Altare della Patria Monument. This monumental complex, which is located on Venice Square on the slope of Capitol Hill, was built to mark unification of Italy. In the solemn atmosphere, President Gurbanguly Berdimuhamedov put the wreath to the tomb of Unknown Soldier, having paid tribute to the memory of national heroes of the Republic of Italy.
Having completed the programme of official visit, Turkmen leader went to Leonardo da Vinci–Fiumicino Airport from where left for Turkmenistan.
Thus, high-level Turkmen – Italian talks in Rome, business meeting of the Head of the State with representative of big Italian business as well as joint business forum in Milano visually demonstrated the willingness of the sides for full-scale cooperation.
