A briefing at the MFA on the outcome of the XVIII Summit of the Heads of States and Governments of the Non-Aligned Movement

On October 28, 2019, a briefing was held at the Ministry of Foreign Affairs of Turkmenistan on the foreign policy course of our country.

The briefing was attended by the heads of diplomatic missions and representative offices of international organizations working in Turkmenistan, representatives of local and foreign media accredited in the country.

Besides the Minister of Foreign Affairs of Turkmenistan, UN Resident Coordinator in Turkmenistan Ms. E.Panova and Head of the UN Regional Center for Preventive Diplomacy in Central Asia Ms. N.German gave speeches at the briefing.

During the briefing, the head of the Foreign Ministry of Turkmenistan R.Meredov made a special emphasis on the working visit of the President of Turkmenistan on October 25, 2019 to the capital of the Republic of Azerbaijan to attend the XVIII Summit of the Heads of State and Government of the member countries of the Non-Aligned Movement.

It was attended by the Heads of States and Governments of the member countries of the Non-Aligned Movement, observer states and heads of international organizations. In addition, a number of states were represented at this Summit as guests of honor. The Baku Summit of the Non-Aligned Movement made it possible to constructively consider the role and place of the Non-Aligned Movement in the modern world, to discuss issues related to the implementation of its goals and objectives, taking into account current realities and prospects for the long-term development of international cooperation as a whole. Therefore, it was not accidental that the slogan “Ensuring a joint and adequate response to the challenges of the modern world, guided by the Bandung principles” was chosen as the motto of the forum.

In this context, the Minister noted that these fundamental principles, which include respect for fundamental human rights, the goals and principles of the UN Charter, respect for the sovereignty and territorial integrity of all nations, the promotion of mutual interests and cooperation, respect for justice and international obligations, the settlement of all international disputes by peaceful means in accordance with the UN Charter and a number of other areas, formed the basis of the foreign policy of neutral Turkmenistan in the early years of our independence.

It was emphasized that President of Turkmenistan Gurbanguly Berdimuhamedov attended the 18th Baku Summit of the Non-Aligned Movement. The head of state made a keynote speech at this Forum, which assessed the current state of affairs in the world and announced very serious initiatives aimed at resolving a number of pressing issues on the global agenda today.

During the current high-level meeting, the Turkmen leader voiced initiatives on key aspects of global sustainable development, such as peaceful coexistence of states, countering terrorism, resolving refugee problems, achieving food security, and environmental well-being.

As the President of Turkmenistan emphasized in his speech “We are convinced that our states should act from a consolidated position in defense of the legitimate rights and interests of developing countries, actively uphold justice and equality in international economic relations, and strongly oppose discrimination, unreasonable, often artificial barriers in the world trade, for the recognition of the economic sovereignty of peoples and states.”

The minister of Foreign Affairs of Turkmenistan also informed the briefing that on October 21-23, President of Turkmenistan Gurbanguly Berdimuhamedov carried out a working visit to Japan. During the visit, the Turkmen-Japanese business forum and a number of bilateral summits were held. As a result of the meetings, a solid package of bilateral documents was signed between Turkmenistan and Japan.

R.Meredov also noted that on October 27, 2019, meetings were held between the President of Turkmenistan Gurbanguly Berdimuhamedov and the Prime Minister of Malaysia, Dr. Mahathir Mohammed, who arrived in the capital of Turkmenistan on an official visit.

    Making an important contribution to the socio-economic development of fraternal Afghanistan through regular comprehensive humanitarian assistance, this humanitarian act has become another vivid example of the inviolability of the traditions of friendship and good neighborliness.

     

  • TALKS WERE HELD BETWEEN THE MINISTER OF FOREIGN AFFAIRS OF TURKMENISTAN AND THE ACTING CHAIRMAN OF THE CENTRAL BANK OF AFGHANISTAN

    On August 12, 2020, the Minister of Foreign Affairs of Turkmenistan R. Meredov held talks with the Acting Chairman of the Central Bank of the Islamic Republic of Afghanistan, Ajmal Ahmadi. The meeting was held by means of video conferencing.

    On the agenda of the talks was the expansion and strengthening of mutually beneficial relations in all areas of cooperation of reciprocal interest. Having especially noted the effectiveness and timeliness of the previous meetings of the delegations of the two countries at various venues, the parties confirmed their mutual readiness to continue to actively develop an effective partnership between Turkmenistan and Afghanistan.

    In particular, the interlocutors focused on the need to intensify the implementation of multilateral and bilateral projects aimed at the comprehensive integration of neighboring Afghanistan into the architecture of world stability.

    In this context, the parties also exchanged views on the construction of the TAPI gas pipeline and the TAP power transmission line, as well as the implementation of the Lapis Lazuli corridor, etc. As is known, these regional projects open up wide opportunities for exporting electricity to South Asian countries in transit through Afghanistan, expanding transport and transit hubs connected by a single logistics center.

    The participants of the meeting stated that the successful implementation of these projects will give a powerful impetus to the sustainable economic development of the entire region, will contribute to solving social and humanitarian issues, strengthening peace and security. In particular, it will be possible to increase the level of employment of the population in connection with the emergence of new jobs, as well as to create an appropriate infrastructure for energy, transport-communication and transit-logistics areas.

  • ISSUES OF DEEPENING COOPERATION WITH WHO WERE DISCUSSED AT THE MINISTRY OF FOREIGN AFFAIRS OF TURKMENISTAN

    On August 10, 2020, an online meeting of the heads of the Ministry of Foreign Affairs R.Meredov and the Ministry of Healthcare and Medical Industry of Turkmenistan N.Amannepesov with the Director of the European Regional Bureau of the World Health Organization Dr. Hans Kluge took place.

    As part of a constructive conversation, the parties discussed a wide range of bilateral issues, in particular, effective cooperation between Turkmenistan and WHO in the field of countering the spread of a new type of coronavirus infection.

    As is known, during the video meeting of President of Turkmenistan Gurbanguly Berdimuhamedov with the Director General of WHO, which took place a few days ago, the initiatives put forward by our country were fully supported by the head of this organization. In this connection, the head of state gave specific instructions to the heads of the Foreign Ministry and the Ministry of Healthcare and Medical Industry of Turkmenistan to establish coordinated work with the relevant WHO structures.

    In order to fulfill these instructions and comprehensively implement the priority tasks in the field of human health, during the meeting, the heads of the relevant state structures of our country once again emphasized the need to increase international cooperation aimed at jointly combating the spread of acute infectious diseases. Also during the meeting, a positive assessment was given on the current epidemiological situation in our country and the progress in implementing the recommendations of the WHO mission experts who recently visited Turkmenistan, was discussed.

    In this context, based on the instructions of the head of state, the need, taking into account the requirements of the time, to make every effort to increase the effectiveness of measures taken in the fight against infectious and non-infectious diseases and in their prevention was especially noted.

    The intensification of cooperation in the area of scientific diplomacy, the creation of the necessary conditions for a systematic exchange of views between medical scientists, experts and specialists in other fields also became a topic for discussion during the conversation with the Director of WHO / Europe.

    Turkmen side once again confirmed that it will continue to adhere to the recommendations of authoritative international structures and continue active cooperation with the World Health Organization within the framework of joint projects and programs.

     

  • Turkmenistan makes new initiatives for prevention of infectious diseases

    On the first day after completion of annual leave, President Gurbanguly Berdimuhamedov had a video conference session of General Director of the World Health Organization Tedros Ghebreyesus.

    Taking into account complicated situation in the world caused by COVID-19 pandemic, special attention has been focused on the subject of joint combat against the spread of severe infectious diseases and possible ways of mitigation of harm caused by such diseases.

     always notes the key role of WHO in coordination of efforts of the world community in combating against coronavirus infection and development of consolidated and coordinated response to global threats.

    Turkmen leader always highlights that efficiency of international cooperation in this direction can be achieved only by strict compliance of scientifically based recommendation of this competent UN structure by all states.

    Opening the session, General Director of the World Health Organization Tedros Ghebreyesus has warmly greeted President Gurbanguly Berdimuhamedov and expressed gratitude to Turkmen leader for his personal support to successful development of fruitful bilateral cooperation, which is built of mutual respect and trust.

    The Head of WHO has also expressed gratitude to Turkmen leader for initiative approach to solution of modern global problems, in particular for big contribution of joint efforts in combating of the spread of coronavirus infection in the world.

    Further, the floor was given to the Head of Turkmenistan.

    Greeting the Head of WHO, Turkmen leader expressed gratitude for the initiative of organization of this session. President Gurbanguly Berdimuhamedov highlighted that this is a good opportunity for exchange of views on cooperation as well as for discussion of important issues in health protection sphere.

    Throughout 28 years of its membership in the World Health Organization, Turkmenistan has accomplished big work for improvement of national system of health protection, brining of it in compliance with fundamental international documents, which specify the principles of development of this sphere and application of universal medical standards in treatment and prevention of various diseases.

    In this result, the State Health Programme has been adopted in the country 25 years ago. Entirely new sample of health protection system, which is aimed at common access of the population to medical services, has been made based on the Programme, the President noted.

    “In my letter to you dated by April 14 this year, I have informed in detail about the heights and success achieved by Turkmenistan in this direction, about established fruitful international cooperation”, - President Gurbanguly Berdimuhamedov said.

    Documents proving high level achieved by our state in combating of infectious and non-infectious diseases and their prevention, which were recognized by the world community, were result of this work.

    Speaking of the subject of current discussion, the Head of Turkmenistan noted that humankind has faced new threat these days – the coronavirus pandemic. Today, relying on our experience gained for 25 years, we have taken integrated measures in combating of the spread of COVID-19.

    Taking measures in this sphere in full compliance with work carried out by the world community, Turkmenistan has proposed number of important initiatives aimed at consolidation of international efforts in combating against coronavirus.

    The Head of the State noted that in particular, it was proposed to make all necessary conditions for activation of cooperation in scientific diplomacy for regular exchange of opinions between scientists, doctors, experts and specialists of other profile spheres of science.

    It was highlighted that establishment of multilateral relations aimed at detailed study of the origin of coronavirus infection, symptoms of disease caused by this infection as well as methods of prevention and treatment is the main objective of this initiative.

    “We are ready to work together in this direction with the World Health Organization and other interested parties”, - President Gurbanguly Berdimuhamedov said, having continued that we respect the messages and appeals of the United Nations Secretary General made in the last months as well as with initiatives of the WHO Director.

    It was mentioned that big work has been carried in this direction in May – July this year. Thus, Turkmenistan Infectious Disease Readiness and Response Plan has been approved on government level on May 22.

    The Plan defines specific measures for further improvement of equipment and facility base, which is required for diagnostic of infectious diseases, their prevention and treatment.

    Opening of new quarantine centres, re-orientation of certain medical facilities to the treatment of people with similar symptoms of severe infectious disease are among the examples. Necessary medicine and medical equipment are procured according to the above-mentioned Plan, the Head of the State said.

    At present, total health check of the population is carried out in the country and actual measures are taken for strengthening of immune system of people. Turkmenistan has supported proposal of the WHO for establishment of the COVID-19 technology access pool (C-TAP) platform.

    Turkmen leader has highlighted that this platform is considered as an opportunity of visual demonstration of the origin of COVID-19 infection, publication of all results of clinical studies, fair distribution and accessibility of scientific works.

    President Gurbanguly Berdimuhamedov said that examples of Turkmenistan’s participation in realization of international initiatives related to the activities carried out by all countries in combating against the pandemic has been brought above and highlighted that our country would continue taking an active part in this work in future.

    Joint activity carried out by countries and international organizations give positive results. At the same time, numerous aspects related to COVID-19 virus remain unclear. The President said that Turkmenistan would like to make its proposals based on these aspects.

    First, the origin of new viruses, on which scientists of many countries of the world work these days, remains unsolved issue until today. At present time, there are fundamental scientific works revealing the origin of coronavirus in general, which helps to define correct treatment methods of widespread diseases.

    Studies of possible ways of spreading of this dangerous virus are continued. Numerous specialists agree that airborne transmission is one of ways. It also has been proven by researches of Turkmen scientists, doctors, ecologists and representatives of other scientific spheres.

    The mutation of new coronavirus, appearance of new strains remain an important issue. In this regard, President Gurbanguly Berdimuhamedov noted the relevance of systematic scientific works for obtaining of information comprehensively revealing complicated etiology of the virus and its ability to change rapidly.

    According to our opinion, it is necessary to develop special programme of the World Health Organization for study of the genome of coronavirus for efficient conduct of these works, the Head of the State highlighted.

    Second, appearance of new diseases caused by COVID-19 is a complex issue. The Head of the State continued that at present time, we are aware of its main symptoms and determined the level of severity of respiratory tract diseases. However, there is no single opinion on true origin of appearance of diseases caused by new virus.

    This is indicated by pneumonia of unknown etymology, which is rapidly spread in our region. There is an opinion that the disease is caused by new coronavirus. However, at the same time, the symptoms typical for pneumonia is diagnosed during laboratory analysis and detailed study of data received in the result of use of modern medical technologies including computer tomography.

    I am confident in the necessity of consolidation of efforts of the state in near future for correct diagnosis of this disease under the patronage of the World Health Organization, President Gurbanguly Berdimuhamedov highlighted, having offered the WHO European Regional Bureau to consider the opportunity of development of regional method of treatment of pneumonia.

    Third, improvement of treatment and preventive methods of new infectious diseases is a subject of a great concern. Undoubtedly, efficient fulfilment of this work is directly related to results of solution of the above-mentioned objectives for study of the etiology of new microorganisms and diagnosis of diseases that they cause.

    We are looking forward for support of the World Health Organization in further improvement of treatment methods of relative diseases, the Head of Turkmenistan said, having noted that it is appropriate to review the subject of establishment of methodological severe infectious disease preventive and treatment centre in the structure of WHO.

    The President highlighted that he thinks it is necessary to consolidate joint efforts for solution of the above-mentioned and other issues related to provision of actual medical aid to people, their efficient treatment and saving of people’s lives.

    Fulfilment of outlined objectives is our duty and joint responsibility, the Head of Turkmenistan said, having again said that we are looking forward for support of the WHO in this noble affair.

    Having expressed gratitude to President Gurbanguly Berdimuhamedov for substantial speech and proposals, General Director of the World Health Organization Tedros Ghebreyesus. Highly appreciated the strategy of improvement of national health protection system developed by Turkmen leader and desire to active cooperation with all interested partners.

    The Director of WHO noted that big integrated work carried out in the country for improvement of health of the population including development of interrelated spheres like health protection and sports is a bright evidence of socially oriented government policy pursued under the leadership of President Gurbanguly Berdimuhamedov.

    Tedros Ghebreyesus has also said that experts have inspected preventive measures on site during recent mission of WHO to our country and gave positive feedback of the results of large-scale work carried out in the country.

    During the session, the WHO General Director has noted importance of initiatives, which are significant for entire humankind, proposed by the President of Turkmenistan. In this context, the willingness of the World Health Organization to study in details all proposals of Turkmenistan leader and to carry out joint activity has been expressed.

    In the end of the session, the Head of Turkmenistan and Head of the World Health Organization expressed the willingness for expansion of cooperation and consolidation of efforts in combating on new threats and challenges for public health protection.

    After the session, President of Turkmenistan Gurbanguly Berdimuhamedov called Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov and Minister of Health Protection and Medical Industry N. Amannepesov. During the session, the utmost objectives proposed during online session with the Head of the WHO have been reviewed and their practical implementation has been discussed.

    It was mentioned that fulfilment of the plans requires responsible and scientifically based approach. The reports on current work and measures for solution of set objectives have been also presented.

    Having highlighted the currency of issues reviewed at the session with the Head of the World Health Organization, the Head of Turkmenistan said that it is important to give efficient character to established relations with international structures and implement practical measures for successful fulfilment of given objectives

    In this regard, specific assignments have been given. The necessity to put all efforts for improvement o efficiency of taken measures taking into account time requirements has been noted.

    Having stated with delight that all initiatives made by Turkmenistan during the session with the Head of the WHO were fully supported, the Head of the State ordered to arrange coordinated work with relative structures.

    In particular, the President of the country requested to activate cooperation in scientific diplomacy, to make necessary conditions for systematic exchange of information between medical scientists, experts and specialists of other spheres.

    Highlighting importance of taken practical measures, President Gurbanguly Berdimuhamedov ordered to adhere to recommendations of competent international structures and continue active cooperation with WHO.

  • Presidents of Turkmenistan and Azerbaijan have a telephone conversation

    President of Turkmenistan Gurbanguly Berdimuhamedov had a telephone conversation with President of the Republic of Azerbaijan Ilham Aliyev.

    Warmly greeting each other, the leaders of two countries exchange congratulations on occasion of Eid al-Adha, having expressed wished that this holiday, which embodies such values as mercy, goodwill and mutual help for common all Muslims and entire humankind, would be filled with wealth and abundance as well as support to the strengthening of fruitful cooperation between neighbouring countries.

    The sides have highlighted that they pay special attention to expansion of beneficial partnership in all directions, having stated with delight dynamic and steadfast character of traditional bilateral relations, which have been initially built based mutual respect, equality and transparency.

    It was mentioned in the conversation that Turkmen – Azeri relations are based on old friendship and fraternity, similarity of spiritual and cultural values uniting two neighbouring nations, on commitment to principles of peace-loving and humanity in international affairs. Existing high level of trust and understanding as well as proximity of approaches and positions of the sides to current issues of the global agenda are solid foundation for further development of constructive interstate dialog.

    In this context, it was highlighted that Turkmenistan and Azerbaijan have significant potential for expansion of cooperation in political, economic, cultural and humanitarian spheres, comprehensive strengthening of bilateral cooperation for the sake of fraternal nations.

    Continuing telephone conversation, the sides highlighted the subject of preventive activity and combating against the coronavirus pandemic, which has caused serious ordeal for the world community and makes negative impact on international life.

    In this regard, President of Turkmenistan Gurbanguly Berdimuhamedov has spoken for the necessity of consolidation of efforts for development of new ideas and approaches for joint recovery of complicated situation in modern world.

    At the same time, Turkmen leader has noted the timeliness of recent trilateral meeting with participation of the President of the Islamic Republic of Afghanistan. Agreements reached at the meeting will serve to activation of international transport and transit Lapis Lazuli corridor, which efficient use will support to strengthening of trade relations and common sustainable development.

    Speaking of this, the Head of Turkmenistan expressed confidence that mutual support and joint activity would be a guarantee of successful implementation of this project.

    In the end of the conversation, Presidents Gurbanguly Berdimuhamedov again exchanged congratulations on occasion of Eid al-Adha, having wished health and success in responsible government activity to each other and peace and prosperity to fraternal people of two countries.
