President Gurbanguly Berdimuhamedov participates in the XVIII Summit of the Non-Aligned

President of Turkmenistan Gurbanguly Berdimuhamedov left on a working trip the Republic of Azerbaijan for participation in the XVIII Summit of the heads of states and governments of the member states of the Non-Alignment Movement in Baku.

At present time, the organization, which was founded in 1961, unites 120 states located in different region of the world on the principles of non-participation in military and political blocks and peaceful coexistence of countries and nations. 17 states as well as number of competent international organizations including the UN, ICO and other have an observer status under this big association.

The main goal of the Non-alignment Movement is to support peace, security and sustainable development on the planet. As is known, these are the criteria, which put in the base of the state policy of Turkmenistan, which is provided by its permanent neutral status and firm commitment to ideals of creation and humanism. In this regard, it is necessary to highlight that our country invariably takes an active position in development of balanced solutions of current issues and problems, formation of the most effective formats of partnership required by time.

Having made a flight to Baku, the aircraft of the President landed in Heydar Aliyev International Airport where Turkmen leader has been met by officials. According to good traditions, high-rank guest was welcomed with bread and salt.

From the airport, the President of Turkmenistan went to the Baku Congress Centre, which was a venue of the Summit. Azerbaijan hosts this forum as a country that takes chairing in the Non-Alignment Movement in 2019 – 2022.

Upon arrival to the Congress Centre, President Gurbanguly Berdimuhamedov was cordially welcomed by President of the Republic of Azerbaijan Ilham Aliyev. Having exchanged friendly handshakes, the heads of two neighbouring countries took photos on the background of official banner of the Summit.

After traditional photographing ceremony of the heads of the delegation against official banner of the Forum, opening ceremony of the XVIII Summit of the Non-Alignment Movement took place in the Big Hall of the Baku Congress Centre. In general, heads of the states and government, high-rank representatives from around 160 countries and big international organizations including the UN, the Group of 77 and other organization took part in the high-level meeting.

The agenda of the Forum included wide spectrum of current subjects of regional and global issues including joint counteraction against modern challenges and threats, further measures for strengthening of positive political dialog, stimulation of fruitful cooperation in economic and humanitarian spheres.

The Summit was opened by Acting Chairman of the Non-alignment Movement – President of the Bolivarian Republic of Venezuela Nicolas Maduro.

The chairmanship in the Non-alignment Movement was handed over to the Republic of Azerbaijan.

After, Chairman of the Non-alignment Movement, President of the Republic of Azerbaijan addressed the participants with a speech.

Chairman of the 74th session of the United Nations General Assembly Tijjani Muhammad-Bande has also made a speech for the participants.

Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo has read the message of the Un Secretary General to the participants of the Summit.

The floor was given to the participants of the Forum.

Speaking at the Summit, the President of Turkmenistan expressed gratitude to President of the Republic of Azerbaijan for organization of the meetings, hospitality and cordiality, atmosphere of cooperation and constructive dialog.

President Gurbanguly Berdimuhamedov noted that serious changes have taken place, new tendencies have appeared in international politics, alternative geopolitical and geo-economic situations have emerged since previous high-level conference of the Non-alignment Movement in Venezuela.

Today, the country members of the Non-alignment Movement need consolidated and concentrated efforts aimed at the achievement of the main goal – protection and support of universal peace, strategic stability and security. This is what has to determine the intentions and actions of responsible countries on the level of global solutions as well as on local and regional directions.

- Turkmenistan is confident that despite all challenges and threats of recent time, together, we are able to find efficient tools for counteraction to these, - President Gurbanguly Berdimuhamedov highlighted.

Special role in this is given to the Non-alignment Movement. Principles and ideals of the Movement, which were put into its foundation several decades ago, are specially required today, Turkmen leader said. They objectively match the requirements of the most pople on the planet.

- Based on them, we, state members of the Non-alignment Movement, together with other members of international community have to give new strong impulse to strengthening of universal security, having filled our activity in this direction with specific political and legal content and world outlook meaning, - the Head of the State said.

- In our opinion, restoration and assertion of trust and predictability as a base for building of constructive and balanced solution on international arena, making of weighted decisions are the key conditions for this, President Gurbanguly Berdimuhamedov continued.

- Understanding our responsibility for the situation in the world, Turkmenistan proposed an initiative on declaration of 2021 as International Year of Peace and Trust by the United Nations General Assembly, - Turkmen leader highlighted, having focused that the General Assembly with co-authorship of 73 UN member states has adopted the above-mentioned Resolution several weeks ago on September 12.

Taking opportunity, the Head of Turkmenistan expressed gratitude to the members of the Non-alignment Movement especially to the states, which co-authored the adopted Resolution, for support and solidarity in realization of this important initiative.

Continuing his speech, the President noted that combating of international terrorism is an important objective under provision of global security.

- Supporting the efforts of the world community for creation of effective international mechanisms of combating this threat, Turkmenistan stands for full realization of the UN Global Counter-terrorism Strategy, - President Gurbanguly Berdimuhamedov highlighted.

Having noted that this work has to be carried out all around both in the world as well as on regional and national levels, the Head of Turkmen state expressed confidence that this objective is very urgent for the countries of the Non-alignment Movement, number of which directly face real or potential terrorist threat.

As is known, neutral Turkmenistan makes significant input to the strengthening of international cooperation in this direction, having determined the combating against terrorism as an integral component of strategic partnership the UN and cooperation with other competent organizations.

Turkmen leader stated in his speech that refugees are another global problem concerning many member states of the Non-alignment Movement. Many of the refugees are nationals of the member countries of this organization.

- In an effort to seek for realistic solution of refugees’ problem and having initiated wide international cooperation in this sphere, Turkmenistan in close cooperation with the UN and Islamic Cooperation Organization held international conference dedicated to this issue in May 2012, - President Gurbanguly Berdimuhamedov said.

- Only for the last few years, our country gave citizenship to more than 20,000 refugees on national level. At the Tehran Summit in 2012, Turkmenistan proposed to include the refugee problem as an independent direction of activity of the Non-alignment Movement, - the Head of the State highlighted, having given proposal to come back to detailed review of this matter in this context.

In this regard, it is worth to mention that humanitarian direction is defined as one of the key component of home and foreign policy of the country. Turkmenistan was one of the first states in the region to pay close attention to this problem, standing for further consolidation of common efforts in solution of refugees’ and stateless persons’ issues.

Addressing the members of the Summit, the President highlighted that global economy is an important sphere of activity of the Non-alignment Movement.

- We are confident that our states have to act from consolidated positions to protect legal rights and interests of developing countries, activity protect justice and equality in international economic relations, resolutely stand against discrimination, unreasonable, sometime artificial barriers in the world trade, for recognition of economic sovereignty of the nations and states, - President Gurbanguly Berdimuhamedov noted.

- In this case, the voice of the Non-alignment Movement has to sound firmly and strongly; we have to promote own global economic agenda responsibly, - the Head of Turkmenistan highlighted.

Regarding national economy, it received strong impulse in its development in the last years due to successful implementation of the Government strategy of Turkmen leader demonstrating stable and dynamic growth. Steadfast implementation of large-scale reformation programmes, fundamental reformation of branches of national economy provide stable progress and prosperity of our country.

Diversification and industrialization, transit to market relations, comprehensive support of private sector, active implementation of advanced information and digital technologies are priority directions of development of Turkmen economy. For example, relative Concept designated for fulfilment in 2019 – 2025 has been developed and is implemented at the request of President Gurbanguly Berdimuhamedov for digitization of the economy. All of these including major infrastructural project initiated by Turkmen leader open big opportunities for beneficial cooperation with all interested foreign partners.

Continuing his speech at the Forum, the Head of Turkmen state noted that in this context, active participation of non-aligned states in formation of global system of energy security based on fair and transparent principles, equal access to energy sources and means of its transportation, recognition and accounting of the interests of suppliers, buyers and transports of energy resources.

As is known, Turkmenistan has been taking serious measures for establishment of wide international partnership in the sphere of comprehensive energy secrutiy.

- During the 74th session of the UN General Assembly, our country plans to present Draft Resolution, which is aimed at reliable and stable transit of energy carriers and its role in sustainable development and international cooperation, - the President said.

In this regard, it is highlight that while making considerable input into creation of relative diversified infrastructure, Turkmenistan, having colossal reserves of hydrocarbon resources, initiates major projects including integrated modernization of national fuel and energy complex and formation of multidimensional pipeline system of export of energy carriers to the world markets.

Construction of transnational energy route, which transport Turkmen gas to China, as well as current project of construction of Turkmenistan – Afghanistan – Pakistan – India gas line, which is to support the intensification of effective cooperation between the countries in the region and to enhance their economic potential, are specific examples in this case. Opportunity to deliver Turkmen natural gas to European direction is under consideration.

At the same time, transport sphere is undoubtedly one of the basic segments of the world economy, which make direct influence on stability and balance of the world economic relations. Taking strategic geographic location and confidently strengthening its positions as important transit and transport hub and logistic centre of regional and continental significance, Turkmenistan made proposed number of initiatives in this direction, which currency and requirement have been confirmed in relative Resolution of the UN General Assembly.

Speaking at the Summit, the Head of Turkmenistan noted that solidary work of the states of the Non-alignment Movement in implementation of the Sustainable Development Goals including its part about food safety may also be effective.

- We need solidarity, resolution and firmness of non-allied countries during review of the subjects of provision of access of the states and regions to food resources, guarantees of nutrition as an integral right of any individual, - President Gurbanguly Berdimuhamedov said.

Strengthening of food security is one of priorities of the government policy of Turkmenistan. Great importance is paid to fundamental reformation of agricultural complex, modernization of food industry, realization of adopted government programmes for import substitutive production and increment of export volumes in solution of set objectives for satisfaction of the populations’ demand for quality food products in wide variety.

Integrated reforms in this direction brings results. Activity and achievements of our country in food abundance have been highly accessed on international level including by Food and Agricultural Organization of the UN. Having significant practice in this sphere, Turkmenistan is willing to share its practice with the world community being always open for fruitful cooperation with foreign partners.

Addresing the participants, Turkmen leader noted that our country also stands for more focused cooperation of member states of the Non-alignment Movement on the issues of the climate change.

- In this regard, consolidation of our efforts aimed at fulfilment of 2030 Global Agenda and Paris Treaty receives special importance, - President Gurbanguly Berdimuhamedov highlighted. 

Turkmen leader said that being in the capital of one of Caspian states, he cannot help saying about universal significance of protection of Caspian Sea, its ecology and unique biological diversity.

- At the first Caspian Economic Forum in Turkmenistan this August, our country proposed an idea of establishment of new Caspian ecological programme as a complex of natural protection measures for provision of rational use of rich natural resources of Caspian Sea, the Head of Turkmenistan highlighted. – We are planning to initiate wide dialog on this subject and looking forward to comprehensive support of the Non-alignment Movement.

Addressing the participants of the Summit, President Gurbanguly Berdimuhamedov also informed that next year, Turkmenistan would celebrate one of important dates of in its modern history – the 25th anniversary of international recognition of neutral status of our country. however, there is also another remarkable event related to this date. This is 25th anniversary of Turkmenistan membership in the Non-alignment Movement.

- These dates are closely connected to each other and we would never forget and always highlighted with gratitude that it was at the Summit of the non-alignment Movement in Colombian Cartagena in October 1995 when the intent of Turkmenistan to be a neutral state received an unanimous support of non-allied countries, - the President noted. – We consider by right that this is a milestone event in promotion of the idea of neutrality of Turkmenistan and its further securing on the UN level.

- Year after that memorial event have shown that principles of our neutrality and its deep world outlook are consonant with goals and values of the Non-alignment Movement, meet expectations and intents of all nations and states who share ideals of peace-loving, equal rights, non-alignment, respect of every country, its sovereign right for own way of development, - the Head of Turkmenistan said.

Our country is the only state on the planet, which neutral and legal status based on peace-loving humanistic principles, which are inherent to Turkmen nation from ancient times, was recognized twice by the United Nations, which was set forth in the Resolutions of the United Nations General Assembly. Adoption of the UN General Assembly Resolution on declaration of December 12 as International Neutrality Day is an evidence of recognition of huge contribution of Turkmenistan to strengthening of relations of peace, goodwill and harmony between the countries and peoples.

Finishing his speech, President Gurbanguly Berdimuhamedov noted that number of big international events dedicated to anniversary date of Turkmen neutrality would be held in Ashgabat on December 12, 2020. It includes International Conference for Peace, Security and Sustainable Development. Taking opportunity, Turkmen leader invited all heads of the states and delegations of non-aligned countries to take part in these events.

Speech of the Head of the State was listened with interested attention and met by applauses of the members of the Forum.

On the same day, President Gurbanguly Berdimuhamedov met with the President Ilham Aliyev in the Baku Congress Centre.

    Telephone conversation of between President of Turkmenistan Gurbanguly Berdimuhamedov and Emir of the State of Qatar Sheikh Tamim Bin Hamed Al Thani was held yesterday.

    During telephone conversation, the President of Turkmenistan and the Emir of Qatar have stated high level of interstate dialog, which is successfully developed owing to mutual goodwill of the sides, having highlighted the presence of wide perspectives for intensification of beneficial cooperation in priority directions.

    At the same time, it was highlighted that traditional cooperation in humanitarian and cultural field, which is based on similarity of historical roots, spiritual and cultural values of both nations, is an integral part of Turkmen – Qatari relations.

    Having exchanged the views on current issues of regional and global agenda, the sides highlighted the commitment of Turkmenistan and the State of Qatar to long partnership under competent international organizations, where our countries demonstrate mutual support of constructive proposals and initiatives.

    Turkmen leader has invited the Head of friendly state to make and official visit to our country at any convenient time. The invitation has been accepted with gratitude. The time of the visit will be agreed through diplomatic channels.

    In the end of the telephone conversation, President Gurbanguly Berdimuhamedov and Emir of the State of Qatar Sheikh Tamim Bin Hamad Al Thani have confirmed mutual intent of the sides to develop fruitful interstate dialog in all directions, having wished health and success to each other and peace, wealth and prosperity to fraternal nations of both countries.

    The telephone conversation has been initiated by Qatari side.


    In 2020, 25 million saplings of deciduous, fruit trees and grapes will be planted throughout Turkmenistan. This number marks the 25th anniversary of the country's permanent neutrality.

    Some of the trees were planted during a nationwide planting campaign held on November 7 with the participation of President of Turkmenistan Gurbanguly Berdimuhamedov. It was also attended by members of the government, heads and representatives of ministries and sectoral departments, including numerous residents of the country. Today, every resident of Turkmenistan planted about 30 seedlings.

    According to the Decree of the President of Turkmenistan dated January 31 of this year "On planting trees in Turkmenistan in 2020", 25 million seedlings of deciduous, coniferous, fruit trees and grapes will be planted in Turkmenistan during 2020. This action, in turn, provides for the implementation of a nationwide greening program in the country, primarily from the point of view of the country's environmental well-being and is timed to a significant date, the 25th anniversary of the country's neutrality.

    It is important to note that one of the key directions of the foreign policy of neutral Turkmenistan is cooperation with the UN and other authoritative organizations in the field of comprehensive promotion of green diplomacy. Today, Turkmenistan actively cooperates with the United Nations Development Program and the United Nations Environment Program, the World Environmental Fund, the International Fund for Saving the Aral Sea (IFAS), the Regional Environmental Center for Central Asia and many other international and regional structures.

    As is known, the policy of Turkmenistan in the field of environmental diplomacy is aimed at ensuring the priority of protecting human life and health, preserving and restoring the environment, combining environmental, economic and social interests of society in order to ensure sustainable development and a favorable environment for full-fledged life.

    Taking into account the seriousness of environmental problems that require the involvement of an increasing number of factors, having joined dozens of UN conventions, Turkmenistan responsibly approaches the solution of the tasks of sustainable development facing the world community. The country also put forward a number of proposals on sustainable development, careful use of water and energy resources and ensuring food security, reducing the risks of natural disasters, during the sessions of the UN General Assembly, high-level conferences.

    In this context, it should be emphasized that Turkmenistan calls on the world community to pay close attention to the ecological catastrophe of the Aral Sea. The air masses formed in the zone of ecological disaster caused by the drying up of the Aral Sea have an extremely negative impact on nature, climate, and the general life of people living in the Aral Sea region and far beyond it.

    During the chairmanship in IFAS on the initiative of Turkmenistan on April 12, 2018 and May 28, 2019, the General Assembly adopted resolutions “On cooperation between the United Nations and the International Fund for Saving the Aral Sea (IFAS)”.

    In this aspect, it should be emphasized that during the current 75th session of the General Assembly, Turkmenistan will continue to implement the initiative put forward by the President of Turkmenistan at the Rio + 20 Sustainable Development Summit to create a UN Special Program for the Aral Sea Basin and the country also intends submit for consideration at the regular session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in May 2021 an initial draft of the concept and structure of the future Special Program.

    The preservation of biodiversity and ecological balance in the Caspian Sea is also one of the priority tasks of the regional and international ecological interaction of Turkmenistan. Today, the country has developed the Concept of a new Caspian environmental program, the draft of which will be considered in the near future during the next meeting of the parties to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea.

  • The President of Turkmenistan made a video statement at the International Forum for Northern Economic Cooperation

    On October 30, 2020, President Gurbanguly Berdimuhamedov made a video statement at the International Forum for Northern Economic Cooperation which took place in Seoul in the format of a videoconference. 

    The heads of states, renown political figures, representatives of academic circles, leadership of ministries and departments of trade-economic, healthcare, education, communication and high-tech sectors, representatives of non-governmental organizations and private sectors of Uzbekistan, Kazakhstan, Russia, Mongolia, the Republic of Korea and other countries participated to the Forum in remote mode.    

    During his video address to the participants of the Forum, the President of Turkmenistan emphasized that considers the given event as a well-timed initiative aimed at long-term development of international economic, trade and investment cooperation in Eurasia.  

    The head of state shared his vision on the creation of new plans and strategies for comprehensive development on the Eurasian space and added that “in Turkmenistan we call it the revival of the Great Silk Road, thus emphasizing the historical continuity of the unique nature of relations between the nations living here and the states located alongside”.  It was underlined that the given format is intended to contribute to the geo-economic processes along the routes of East-West and South-North.    

    During his address, the President of Turkmenistan especially underlined the importance of diversification of cooperation on the regional and worldwide scales.  He told about the efficiency of Turkmen-Korean relations, gave examples of a number of joint projects in the oil and gas, as well as gas chemical industries with active participation of the Korean companies.    

    Amongst the main topics of discussion on the Forum were the changes originated from the coronavirus pandemic and further promotion of North economic cooperation.  In this regard, it is vital to note that under the leadership of President Gurbanguly Berdimuhamedov, Turkmenistan stands for the constructive international cooperation and calls for the application of scientific diplomacy tools for strengthening the collaboration in the area of healthcare and scientific research between the countries of the world. 


    On October 27, 2020, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and Prime Minister of Malaysia Muhyiddin Yassin.

    After a mutual greeting, the President of Turkmenistan and the head of the Malaysian Government noted with satisfaction the high level of bilateral relations, initially built on the principles of mutual respect, understanding and trust.

    Addressing Prime Minister Muhyiddin Yassin with gratitude for the attention paid to strengthening the traditionally friendly interstate dialogue, President Gurbanguly Berdimuhamedov noted that Malaysia is one of the priority partners of Turkmenistan in the Asia-Pacific region.

    Continuing the conversation, it was noted that our countries are effectively interacting both in a bilateral and multilateral format, within the framework of the United Nations and other authoritative international structures.

    One of the main directions of the Turkmen-Malaysian cooperation was the further intensification of trade and economic ties. President Gurbanguly Berdimuhamedov cited interaction in the oil and gas sector as an example of effective joint efforts, where the Malaysian state-owned company “PETRONAS” is a long-standing and reliable partner of Turkmenistan.

    At the same time, during the telephone conversation, it was stated that there are also good opportunities for cooperation in the field of information and communication technologies and digitalization of the economy, the introduction of advanced scientific developments into production.

    Humanitarian contacts are invariably an integral part of the Turkmen-Malaysian relations. It has accumulated a lot of experience and has a solid potential for deepening fruitful cooperation in the field of education, science and culture, as well as in the field of healthcare.

    During the exchange of views on a number of topical issues of regional and global issues, the topic of the coronavirus pandemic was touched upon, causing serious concern to the world community. In this regard, the need to consolidate efforts was emphasized as the most important factor in successfully countering this dangerous threat.

    At the end of the telephone conversation, confirming the commitment of Turkmenistan and Malaysia to the course of further comprehensive development of constructive cooperation, President Gurbanguly Berdimuhamedov and Prime Minister Muhyiddin Yassin exchanged best wishes for each other and the peoples of both countries.


    On October 21, 2020, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, a three-day online diplomatic courses for young diplomats of foreign countries on the topic "Neutrality of Turkmenistan - for the sake of peace, stability and sustainable development", organized by the Ministry of Foreign Affairs of Turkmenistan, have started.

    More than 30 diplomats from 13 countries of the world, in particular from Afghanistan, Uzbekistan, Russia, Turkey, Belarus, Austria, the USA, Hungary, the Republic of South Africa, Malaysia, Pakistan, Armenia, China take part in these courses.

    As is known, these courses, timed to coincide with the 25th anniversary of the permanent neutrality of Turkmenistan, are aimed at increasing the participants' awareness of this status of the state, its role in the implementation of foreign policy.

    On the opening day of diplomatic courses, the Rector of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan J.Gurbangeldyev made an opening speech, who noted Turkmenistan's commitment to expanding political and diplomatic dialogue with the countries of the world within the framework of the policy of positive neutrality of the state. He expressed hope that these courses will allow diplomats from different countries of the world to learn more about the specifics of the permanent Neutrality of Turkmenistan, which, under the leadership of President of Turkmenistan Gurbanguly Berdimuhamedov, is taking important steps to achieve peace, stability and sustainable development in the world and in the region.

    On the first day of the course, the rector of the International University for Humanities and Development, as well as the mentors of Turkmen diplomacy - Ambassadors Extraordinary and Plenipotentiary of Turkmenistan, who teach young Turkmen diplomats the basics of diplomatic service, delivered lectures.

    The lecturers spoke about the intricacies of Turkmen diplomacy and the foreign policy of Turkmenistan, carried out in accordance with the principles of permanent neutrality, which calls for peace, mutual understanding and objective interstate relations.

    Leading diplomats, specialists from the Ministry of Foreign Affairs of Turkmenistan and the teaching staff of specialized universities of the country have been invited to deliver lectures in the online format, who will comprehensively cover novice diplomats on the above topics, as well as talk about the features of Turkmenistan's neutrality.

    The program is very busy. Participants of online courses will immerse themselves in lively discussions and will be able to ask questions to experts of Turkmen diplomacy. Young diplomats of foreign countries will be aware of such topics as “The history of the Turkmen model of neutrality and its successful implementation”, “Turkmenistan and the United Nations - interaction on the humanitarian line”, “Energy, transport and environmental diplomacy of Turkmenistan” and others.

    Tomorrow, on October 22, diplomatic courses for young diplomats of foreign countries will continue at the UN Regional Center for Preventive Diplomacy in Central Asia, where the leaders of the Center will speak.

    The courses will run until October 23 inclusive.
