Document on the establishment of the Delegation of the European Union in Turkmenistan was signed in Ashgabat
On the 6th of July 2019, a meeting was held in Ashgabat between the High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the Commission Ms. Federica Mogherini and the Minister of Foreign Affairs of Turkmenistan Rashid Meredov.
During the meeting, the parties discussed the intensification of the multilateral cooperation between the European Union and Turkmenistan. The achievements gained in the bilateral political dialogue, economic and regional integration, as well as the effective promotion of cultural and humanitarian ties had been noted.
The parties discussed the key vectors of new EU Strategy for Central Asia where the vital role of regional cooperation, social and economic development, energy security, creation of pleasant investment climate and joint resolution of ecological problems is stated. The parties also discussed important projects in the field of developing transport systems and regional energy infrastructure, including the construction of the gas pipeline Turkmenistan-Afghanistan-Pakistan-India and stressed their commitment to the implementation of joint strategic goals.
After the talks, the parties signed the Agreement between the Government of Turkmenistan and the European Union and the European Atomic Energy Community on the Establishment and the Privileges and Immunities of the Delegation of the European Union in Turkmenistan that became a meaningful event in the process of developing multilateral between Turkmenistan and the European Union.
Then, the heads of the external policy agencies of EU and Turkmenistan spoke at the briefing on the outcomes of the meeting, which was attended by the heads of the diplomatic missions and international organizations in Turkmenistan and local mass media.
First half of the day, Ms. Federica Mogherini was also received by the Chairwoman of the Parliament (Mejlis) of Turkmenistan.

The official greeting ceremony of Prime Minister of Malaysia Mahathir Mohamad, who arrived in Turkmenistan on an official visit, took place in Ashgabat.
In the morning, the motor cortege of the Prime Minister of Malaysia headed to the Square of Independence, where President of Turkmenistan Gurbanguly Berdimuhamedov cordially greeted the distinguished guest.
The commander of the Guard of Honour reported to the leaders of the two states and the national anthems of Turkmenistan and Malaysia were sounded.
President Gurbanguly Berdimuhamedov and Prime Minister of Malaysia Mahathir Mohamad bypassed the Guard of Honour.
The members of the official delegation of Turkmenistan and the heads of diplomatic missions accredited in our country were introduced to Prime Minister of Malaysia. The members of the government delegation of Malaysia were introduced to the President of Turkmenistan.
The President of Turkmenistan and Prime Minister of Malaysia proceeded to the Oguzkhan Presidential Palace Complex.

After the official greeting ceremony of the distinguished guest, the President of Turkmenistan and Prime Minister of Malaysia held talks in one-on-one format.
Expressing the mutual belief that the talks in Ashgabat will promote the interstate dialogue, , the President of Turkmenistan and Prime Minister of Malaysia exchanged views on bilateral cooperation and discussed important issues of the international agenda.
Speaking about the solid potential for the diversification of cooperation in various spheres, the parties focused on the opportunities for building up partnership in trade and economic sphere.
Speaking about the trends of development of the fuel and energy sphere, the President of Turkmenistan and his guest discussed the issues of cooperation in this strategic for the economies of the two states sector. In this regard, it was underlined the successful work of Petronas Company that for many years has worked in the oil and gas sphere of Turkmenistan and trains Turkmen specialists.
The President of Turkmenistan underlined the rich experience of this company that develops hydrocarbon resources on the Caspian shelf.
Expressing satisfaction with the positive dynamics of the bilateral trade relations and potential for increasing the mutual trade turnover, the Prime Minister of Malaysia expressed belief that the Turkmen-Malaysian dialogue would continue developing.
The distinguished guest noted that Turkmen students, getting education in the higher educational institutions of Malaysia, would become a bridge, connecting the two countries, and emphasized that the number of Turkmen students in Malaysia would significantly increase.
The Prime Minister invited President Gurbanguly Berdimuhamedov to pay a visit to Malaysia.
The Turkmen leader and distinguished guest exchanged views on the prospects of the interstate dialogue in the humanitarian sphere, in particular in the areas of education, science and culture.
The President of Turkmenistan expressed satisfaction with the fruitful cooperation between our countries in frames of various international organizations, including the UN, the Organization of Islamic Cooperation, the Non-Alignment Movement.
Discussing the world development issues, the parties focused on the significance of taking the balanced approach to address the important regional and global problems, emphasizing the importance of the economic and political integration.

Priorities of the Turkmen-Malaysian cooperation are discussed in Ashgabat
Upon completion of the meeting in one-on-one format, the President of Turkmenistan and Prime Minister of Malaysia continued the talks with the participation of the government delegations of the two countries.
Greeting the members of the official delegation of Malaysia, the Turkmen leader expressed belief that the meeting in Ashgabat would become an important step towards strengthening bilateral relations.
It was noted that Turkmenistan and Malaysia had built cooperation on a stable, mutually beneficial and long-term basis. In the foreign-policy sphere, the countries successfully collaborate at the bilateral level and in frames of international organizations.
Speaking about the one-on-one top level talks, the President of Turkmenistan underlined that the meeting confirmed the mutual willingness to bring the Turkmen-Malaysian partnership to the qualitatively new level.
Speaking about collaboration on the international arena, the Turkmen leader expressed gratitude to Malaysia for the support of the initiatives put forward by neutral Turkmenistan.
The agenda of the top level Turkmen-Malaysian talks includes a wide spectrum of issues, including cooperation in the fuel and energy sector, the spheres of transport and logistics, increase of the mutual trade turnover and investment projects, partnership in the spheres of education, science, culture and tourism.

Ashgabat hosts the meeting of Council of Heads of CIS States under the Chairmanship of President of Turkmenistan
A meeting of the Council of Heads of State of the Commonwealth of Independent States, chaired by President Gurbanguly Berdimuhamedov, takes place in the Turkmen capital. The venue for the Summit is the fashionable Oguzkent Hotel.
President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sooronbai Jeenbekov, President of the Republic of Moldova Igor Dodon, President of the Russian Federation Vladimir Putin, President of the Republic of Tajikistan Emomali Rakhmon, President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in Ashgabat. The Republic of Armenia is represented by Prime Minister Nikol Pashinyan.
On the outcomes of the Summit it is planned to adopt an important document – the Declaration on strategic economic cooperation of the CIS member states, initiated by President of Turkmenistan Gurbanguly Berdimuhamedov.
Before the meeting, on October 10, the President of Turkmenistan held bilateral meetings with the Presidents of the Republic of Azerbaijan, the Republic of Moldova and the Republic of Uzbekistan, and Chairman of the Executive Committee - CIS Executive Secretary Sergey Lebedev.
In the morning, the distinguished guests proceeded to the “Presidential Block” of the Oguzkent Hotel, where in the lobby President Gurbanguly Berdimuhamedov warmly and cordially welcomed them.
The President of Turkmenistan held bilateral meetings with the Presidents of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, as well as with the Prime Minister of the Republic of Armenia.
After the ceremony of joint photographing against the background of the official banner of the Summit, the State flags of the CIS member states and the CIS Flag, the forum participants had a meeting in a narrow format.
Declaring the regular meeting of the Council of Heads of State of the Commonwealth of Independent States open, President Gurbanguly Berdimuhamedov noted that President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev was taking part in the summit for the first time. On behalf of all those present and on his own behalf, the head of Turkmenistan welcomed the distinguished guest as a member of the Council of CIS Heads of State and wished him success in his responsible work.

On October 12, 2019, in the premises of the Ministry of Foreign Affairs of Turkmenistan, with the participation of the representatives of national and foreign media, as well as heads and representatives of diplomatic missions and international organizations accredited in Turkmenistan, a briefing was held on the meetings of the Council of Foreign Ministers and the Council of Heads of States of the CIS held in Ashgabat on 10 and 11 October, 2019.
Besides the Head of the external policy agency of Turkmenistan, the Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Turkmenistan V.Beskosty, the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Turkmenistan A.Blokhin, the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Turkmenistan Ye.Sapiyev and the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Turkmenistan A. Kuchkarov gave speeches at the briefing.
In his speech, Minister of Foreign Affairs R. Meredov noted that within the framework of the country's chairmanship in the CIS, meetings of absolutely all the statutory bodies of the Commonwealth were held in Ashgabat throughout the year. This is the Council of Heads of State, the Council of Foreign Ministers, on May 31 a regular meeting of the Council of Heads of Governments took place, on September 13 Turkmen capital became the venue for the forum of the Economic Council. In addition, Ashgabat hosted meetings of various sectoral structures of the CIS. It was emphasized that all the events held within the framework of the presidency of Turkmenistan in the Commonwealth of Independent States this year were very successful. In particular, the briefing participants were acquainted with the main results of the meetings of the Council of Foreign Ministers and the Council of Heads of CIS States.
Speaking about the results of the Summit of the CIS Heads of States Council, the Minister of Foreign Affairs drew attention to the importance of signing the Ashgabat Declaration on the strategic economic partnership of the Commonwealth states, the development of which was initiated by the President of Turkmenistan in Sochi in October 2017. R. Meredov called the Message from the Heads of CIS Member States to the peoples of the countries of the Commonwealth and the world community in connection with the 75th anniversary of the Victory of the Soviet people in the Great Patriotic War of 1941-1945, an important document in terms of preserving the historical memory and patriotic education of the younger generation.
Separately, the initiatives put forward by the President of Turkmenistan Gurbanguly Berdimuhamedov during the meeting of the Council of the Heads of States of the CIS aimed at further strengthening of cooperation between the countries, including promoting economic and humanitarian cooperation, as well as preserving historical and cultural values, were highlighted. It was emphasized that the President of Turkmenistan was awarded the medal of the Interstate Fund for the Humanitarian cooperation of the CIS member states “For Merits in the Development of Humanitarian Cooperation.”
All the speakers of the briefing underlined the vital role of Turkmenistan in the process of attaining the goals and objectives of the Commonwealth. Taking an active position in the international arena, including the platforms of the UN, OSCE and other authoritative international organizations, Turkmenistan is steadily following its policy of positive neutrality. Thus, the meetings recently held once again confirm the country's commitment to make every effort to achieve political and economic integration, ensuring peace, stability and sustainable development in the entire region and the whole world.
