Working visit of the President of Turkmenistan to the Republic of Tatarstan, the Russian Federation

President of Turkmenistan Gurbanguly Berdimuhamedov arrived to the Republic of Tatarstan of the Russian Federation on a working visit. In frames of the visit, the President of Turkmenistan held talks with President of Tatarstan, Rustam Minnikhanov and took part in the celebrations on the occasion of the national holiday Sabantuy.

In the morning, President Gurbanguly Berdimuhamedov departed from the Ashgabat International Airport to the Republic of Tatarstan of the Russian Federation.

President of Tatarstan, Rustam Minnikhanov, Chairman of the State Council of Tatarstan, Farid Mukhametshin, Prime Minister of the Republic of Tatarstan, Aleksey Pesoshin, Mayor of Kazan, Ilsur Metshin and the members of the delegation of Turkmenistan greeted the distinguished guest at Kazan International Airport, decorated with the state flags of Turkmenistan, the Russian Federation and Tatarstan.

The cortege of the leaders of Turkmenistan and Tatarstan proceeded to the exhibition of industrial products of the leading enterprises of the Republic of Tatarstan.

President Gurbanguly Berdimuhamedov and the head of the Republic of Tatarstan discussed the prospects for bringing cooperation between the two states at innovative level, the possibility of implementing promising industrial projects based on advanced technologies, and investments into joint ventures.

The motor cortege of the Presidents of Turkmenistan and Tatarstan headed for the Kazan Kremlin, where President Gurbanguly Berdimuhamedov and President Rustam Minnikhanov held one-on-one meeting.

Welcoming the Turkmen leader, the head of Tatarstan noted that it was a great honour to receive such a distinguished guest, and it was a pleasure that this working visit coincided with the Tatar national holiday Sabantuy.

Thanking the President of Tatarstan for the cordial welcome and hospitality, President Gurbanguly Berdimuhamedov said that the foreign-policy strategy of Turkmenistan prioritized the constructive dialogue with the Russian Federation and its subjects.

During the talks, held in a friendly and at the same time businesslike atmosphere, the heads of Turkmenistan and Tatarstan discussed the prospects and possibilities of bilateral partnership, highlighting among its priority areas trade, economic and industrial sectors, fuel and energy sector, agriculture. The interlocutors paid particular attention to strengthening traditional humanitarian contacts, primarily in the field of education and science, calling for building up fruitful ties between workers of cultural and arts.

Then, the talks continued with the participation of delegations of the two countries.

The President of Tatarstan expressed his gratitude to the distinguished guest for supporting Turkmen-Tatarstan relations.

Given the mutual interest of the peoples of Turkmenistan and Tatarstan to each other, as well as the systemic, strategic nature of bilateral relations, President of Tatarstan, Rustam Minnikhanov proposed to open a general consulate of Turkmenistan in Kazan.

The President of Turkmenistan expressed gratitude to President Rustam Minnikhanov for the invitation to visit Kazan and extended hospitality.

The President of Turkmenistan supported the initiative on opening a general consulate of Turkmenistan in Kazan, and suggested to increase the number of flights connecting the capitals of Turkmenistan and Tatarstan.

The President of Turkmenistan noted that in recent years, the relations between Turkmenistan and Tatarstan had reached new level. Cooperation with enterprises and companies of Tatarstan, the reliable partners in Turkmenistan, successfully develops.

The President of Turkmenistan expressed belief that cooperation between the two states satisfied the interests of the peoples of Turkmenistan and the Republic of Tatarstan, as well as the strategy of inter-state relations between our country and the Russian Federation.

A number of bilateral documents were signed during the meeting. Among them are: the Memorandum on Cooperation between the State Energy Institute of Turkmenistan and Kazan State Energy University ; the Agreement on cooperation between the Institute of Telecommunications and Informatics of Turkmenistan and the autonomous noncommercial organization of higher education "Innopolis University"; the Agreement on cooperation between the Turkmen State Institute of Economy and Management and Kazan (Volga region) Federal University; the Memorandum of Understanding between the “Türkmenhimiýa” State Concern and KER HOLDINGS LLC on cooperation in the development of the chemical industry of Turkmenistan; the Memorandum of Understanding between the "Türkmennebit" State Concern and the Public Joint Stock Company TATNEFT named after V.D. Shashin; the Agreement on cooperation between the "Türkmenawtoulaglary" Agency of the Ministry of Industry and Communications of Turkmenistan and the Public Joint Stock Company "KAMAZ" for supply and maintenance of KAMAZ motor vehicles.

Upon conclusion of the ceremony of signing the documents, the leaders of Turkmenistan and Tatarstan delivered statement to the press.

The Turkmen leader expressed gratitude to the leadership of the Russian Federation, a strategic partner of Turkmenistan.

Speaking about the outcomes of the visit, the President noted that productive and positive negotiations and meetings took place, and a wide range of issues were discussed during the top-level talks.

The President of Turkmenistan noted that a solid package of significant agreements, defining specific measures to develop cooperation, was signed.

Underlining that it was an honour to welcome President Gurbanguly Berdimuhamedov in Kazan, President Rustam Minnikhanov thanked the heads of the Russian Federation and Turkmenistan for the attention and support provided to cooperation between the two states.

Speaking about the results of the negotiations, Rustam Minnikhanov noted that the talks focused on the current state and prospects for bilateral cooperation.

The cortege of the Presidents of Turkmenistan and Tatarstan headed to the venue for the Sabantuy celebration - to the Birch Grove of the Mirny settlement.

Upon the conclusion of the festivities, President Gurbanguly Berdimuhamedov and President Rustam Minnikhanov left the venue of the celebrations for Kazan International Airport.

Highly appreciating the results of the negotiations that marked the new stage in the history of relations between two friendly nations, President Gurbanguly Berdimuhamedov noted that he would always be happy to see President Rustam Minnikhanov in Turkmenistan. Thanking the Turkmen leader for the visit, the President of Tatarstan wished him a happy journey.

In the evening, the presidential airliner landed at Ashgabat International Airport, where the government officials welcomed the President of Turkmenistan.

    Expressing satisfaction with the new dynamics of bilateral cooperation, President Gurbanguly Berdimuhamedov expressed gratitude to Prime Minister Shinzō Abe for his personal attention and keen participation in the development of Turkmen-Japanese relations.

    According to President Gurbanguly Berdimuhamedov, Turkmenistan and Japan efficiently cooperate in the format of international structures that is proved by the mutual support of constructive initiatives and proposals put forward within the framework of authoritative organizations of global and regional scale.

    Specifying trade and economic relations as one of the priorities of the bilateral partnership, the President emphasized that at present, Turkmenistan and Japan had built up strategic and long-term cooperation in this area. That is vividly exemplified by the successfully implemented projects for the construction of oil and gas and gas chemical complexes.

    At the same time, the Turkmen-Japanese dialogue is successfully developing in the cultural, scientific and educational fields. President Gurbanguly Berdimuhamedov noted that our country welcomed the intensification of these contacts and gratefully accepted the assistance provided by Japan in training of specialists.

    During the meeting, President Gurbanguly Berdimuhamedov and Prime Minister Shinzō Abe exchanged views on the prospects of the Turkmen-Japanese partnership.

    The ceremony of awarding the academic title - Doctor Honoris Causa of Hirosaki University to President of Turkmenistan Gurbanguly Berdimuhamedov, who arrived in Tokyo on a working visit, took place at Chinzanso Tokyo Hotel.

    University professors and students of Hirosaki University and the other higher educational institutions in Japan, the representatives of the Association for Scientific and Technological Cooperation between Turkmenistan and Japan, and the members of the official delegation of our country attended the ceremony.

    On behalf of all those present, President of Hirosaki University Sato Kei cordially greeted the President of Turkmenistan and emphasized that this meeting had marked a new stage in the development of bilateral relations in the humanitarian sphere and, first of all, in the sphere of science.

    In the solemn atmosphere, under the storm of applause of all those present, the diploma on the academic title - Doctor Honoris Causa of Hirosaki University was awarded to President of Turkmenistan Gurbanguly Berdimuhamedov for the personal contribution to the development of Turkmen-Japanese relations, science and education.

  • Ashgabat hosts the meeting of Council of Heads of CIS States under the Chairmanship of President of Turkmenistan

    A meeting of the Council of Heads of State of the Commonwealth of Independent States, chaired by President Gurbanguly Berdimuhamedov, takes place in the Turkmen capital. The venue for the Summit is the fashionable Oguzkent Hotel.

    President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sooronbai Jeenbekov, President of the Republic of Moldova Igor Dodon, President of the Russian Federation Vladimir Putin, President of the Republic of Tajikistan Emomali Rakhmon, President of the Republic of Uzbekistan Shavkat Mirziyoyev arrived in Ashgabat. The Republic of Armenia is represented by Prime Minister Nikol Pashinyan.

    On the outcomes of the Summit it is planned to adopt an important document – the Declaration on strategic economic cooperation of the CIS member states, initiated by President of Turkmenistan Gurbanguly Berdimuhamedov.

    Before the meeting, on October 10, the President of Turkmenistan held bilateral meetings with the Presidents of the Republic of Azerbaijan, the Republic of Moldova and the Republic of Uzbekistan, and Chairman of the Executive Committee - CIS Executive Secretary Sergey Lebedev.

    In the morning, the distinguished guests proceeded to the “Presidential Block” of the Oguzkent Hotel, where in the lobby President Gurbanguly Berdimuhamedov warmly and cordially welcomed them.

    The President of Turkmenistan held bilateral meetings with the Presidents of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, as well as with the Prime Minister of the Republic of Armenia.

    After the ceremony of joint photographing against the background of the official banner of the Summit, the State flags of the CIS member states and the CIS Flag, the forum participants had a meeting in a narrow format.

    Declaring the regular meeting of the Council of Heads of State of the Commonwealth of Independent States open, President Gurbanguly Berdimuhamedov noted that President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev was taking part in the summit for the first time. On behalf of all those present and on his own behalf, the head of Turkmenistan welcomed the distinguished guest as a member of the Council of CIS Heads of State and wished him success in his responsible work.

    The President of Turkmenistan gave the floor to the Chairman of the Executive Committee, CIS Executive Secretary Sergey Lebedev, who provided information on organizational issues.

  • President of Turkmenistan calls the CIS member states to consolidate the efforts on Afghan issues

    During the meeting of the CIS Council of Heads of State, held in Ashgabat under the chairmanship of President Gurbanguly Berdimuhamedov, the head of Turkmenistan outlined Turkmenistan’s position on Afghan issues and called for coordinating the efforts of the Commonwealth to address the problems in Afghanistan.

    As emphasized, presiding over the CIS in 2019, Turkmenistan has identified the main task – to provide all-round support for the development of the CIS potential, filling the activities of the Commonwealth with new content in accordance with the objective requirements of the day. In this regard, the President of Turkmenistan emphasized that one of the important areas of cooperation was a systematic joint work to ensure peace, security and stability, and effective partnership in countering modern challenges and threats.

    “It is not easy to achieve this goal. We all see what complicated processes are observed in the world today, including in the immediate vicinity of the borders of the Commonwealth. Without dramatizing them, however, we have to clearly understand what consequences and potential risks they may bear for our countries”, said the President of Turkmenistan.

    “It seems that one of the factors that must be taken into account in the joint political and diplomatic work is the situation in the Islamic Republic of Afghanistan”, continued President Gurbanguly Berdimuhamedov. “Turkmenistan, as the state neighboring Afghanistan, is actively participating in international efforts aimed at strengthening stability in this country, reviving its socio-economic infrastructure, and providing humanitarian assistance to the Afghan people”.

    Confirming the readiness of neutral Turkmenistan to provide its political space for the negotiation process on Afghan issues in cooperation with the UN and other interested international organizations, the President of Turkmenistan expressed belief that this dialogue should be conducted with the leading role of the Afghan side.

    At the same time, it was emphasized that Afghanistan-friendly states should take an active part in the implementation of economic projects, aimed at creating and strengthening the energy, transport, communication and industrial foundations of the Afghan economy.

    To this goal, today our country, together with its Afghan partners, is implementing a number of international projects.

    In addition, Turkmenistan provides humanitarian assistance to the Afghan population on a regular basis, including construction of schools, hospitals and other social facilities. “We think that such an integrated approach to solving political, economic and humanitarian issues will allow us to effectively resolve Afghanistan’s issues and problems in the future”, the President of Turkmenistan emphasized.

    Defining the main vectors of coordinated work of the CIS in the Afghan direction, the President of Turkmenistan called for CIS Ministers of Foreign Affairs to hold political consultations in the near future.

  • President of Turkmenistan: CIS economic cooperation should take into account changes in global economy

    Speaking at the Ashgabat meeting of the Council of CIS Heads of State, the President of Turkmenistan outlined the economic partnership as an important component of cooperation between the CIS.

    As emphasized, Turkmenistan stands for offering new impetus to the development of trade and economic ties in the Commonwealth. With this aim, during the CIS Summit in Sochi in October 2017, Turkmenistan put forward an initiative to draft and adopt a multilateral document that defines the basic principles and vectors of cooperation of the Commonwealth states in this field.

    Noting that the Declaration was drafted and put on the agenda of the current meeting of the Council of Heads of State, President Gurbanguly Berdimuhamedov underlined that its adoption would require the development of new approaches to boosting economic activity in the CIS.

    “The strategy of the CIS economic cooperation should take into account the changes, taking place in the global economy today. It is necessary to respond to these trends in a timely manner, take into account the focus, and use the existing competitive advantages to form and promote the CIS economic agenda in the context of global economic processes” emphasized the President of Turkmenistan..

    Highlighting such strategic areas as energy, industry, transport and trade, the Turkmen leader expressed confidence that the CIS was able to implement large-scale and long-term projects in these areas.

    “The Commonwealth of Independent States, due to its geopolitical and geo-economic positions, should play an initiative role on the continent, take an active part in the development and expansion of trade and economic partnership between the East and the West, Asia and Europe. In this regard, the most important task is the participation of our countries in the implementation of various projects with other states, access to neighboring regions where we have something to offer to our partners in the economic, innovative and technological spheres”, President Gurbanguly Berdimuhamedov emphasized.

    The President of Turkmenistan proposed to consider a plan of joint actions to enhance economic cooperation in the CIS with a focus on the possible formation and development of energy, industrial, transport and trade corridors connecting the Commonwealth states with world markets at the first meeting of the Economic Council in 2020.

    As noted, if this initiative is supported by the Economic Council in the future, we can suggest the Council of the Heads of Government of the CIS to discuss the possibilities of its implementation in specific economic projects.
