President of Turkmenistan highly evaluates the outcomes of the Turkmenistan-Azerbaijan top-level talks

Upon completion of the ceremony of signing the bilateral documents, Presidents of Turkmenistan and Azerbaijan held a press conference.

Commenting on the outcomes of the top-level talks, President Gurbanguly Berdimuhamedov underlined the constructiveness of the talks that focused on the aspects of the bilateral relations, their status and prospects as well as the regional and global agenda. 
It was noted that Turkmenistan and Azerbaijan demonstrate the identity or similarity of the positions on the important international aspects, first of all, with regards to the maintenance of stability and security in the region and the world as well. The head of Turkmenistan thanked Azerbaijan for the support of all the initiatives put forward by our country. In turn, Turkmenistan regularly supports fraternal Azerbaijan.

The President of Turkmenistan noted that the exchange of views on the cooperation on the Caspian Sea that unites the two countries took place during the talks. As is known, the Convention on the legal status of the Caspian Sea has been adopted recently. President Gurbanguly Berdimuhamedov emphasized that standing for that the Caspian Sea always be the sea of peace and good neighbourliness we would continue pursuing this policy.

A wide range of issues of the Turkmen-Azerbaijani partnership in the trade and economic sphere, including in the context of such promising areas as agriculture, construction, industry, new technologies, transport were considered during the talks.

Among the main areas of cooperation, the Turkmen leader specified the energy sector. There are wide opportunities for the consolidation of the efforts to export energy sources to the regional and international markets. The work of the Intergovernmental Commission on Economic Cooperation of Turkmenistan and Azerbaijan significantly contributes to ensure the further productive cooperation.

The head of state noted that the common historical and cultural roots of the peoples of Turkmenistan and Azerbaijan served as a key factor for the development of the cultural and humanitarian cooperation. At the present, the good traditions, being passed on to the future generations and contributing to their education in the spirit of patriotism and national values, find their continuation.

In this context, President Gurbanguly Berdimuhamedov noted, the talks touched upon the theme of applied arts, traditional for our peoples – carpet weaving. Turkmenistan and Azerbaijan have always been famous for their carpets. The leaders of the two states underlined the importance of organizing carpet expositions in both countries, and considered the opportunity an International Conference.

Thus, a wide range of issues were considered and a solid package of documents was signed. In this regard, addressing the representatives of the media, the President of Turkmenistan focused on two aspects, the first of which is transport. The parties expressed their intention to develop the transit corridors and the corresponding logistics system. It was also agreed that a special commission of Turkmenistan and Azerbaijan will be responsible for the above-mentioned issues.

In this regard, the President of Turkmenistan noted that Turkmenistan and Azerbaijan had many significant examples of partnership, including the signed Agreement on the creation of a transit transport corridor between Afghanistan, Turkmenistan, Azerbaijan, Georgia and Turkey with access to the European direction that connects Central Asia with Europe along the East-West line. As for the partnership with specialized international structures, there are good opportunities for cooperation, in particular, through TRACECA, IRU among others.

President Gurbanguly Berdimuhamedov noted that an international conference would be held on November 28. “Today, we have discussed that we could provide the member countries with certain preferences, for example, preferential tariffs, etc. Now, the most important thing is to develop the proper logistics”.

The President of Turkmenistan also focused on the Programme on Trade and Economic Cooperation for 2019-2021 that was signed on the outcomes of the top-level talks. The programme will also contribute to the further diversification of the product range. At present, according to statistics, the turnover rate increases every passing year, and as compared to the same period of 2017, it increased by about 17 percent. Speaking about this, the head of Turkmenistan underlined the important role of the work of the Intergovernmental Commission for Economic Cooperation.

President Gurbanguly Berdimuhamedov noted that the top-level talks between Turkmenistan and Azerbaijan were held in an atmosphere of mutual respect and trust, demonstrating the mutual commitment of the parties to the further mutually beneficial cooperation.

Taking this opportunity, the President of Turkmenistan thanked President Ilham Aliyev for his personal contribution to strengthening of the Turkmen-Azerbaijani friendship, and addressed the best wishes to the distinguished guest and the entire fraternal people of Azerbaijan.

    The project is a part of the UNDP Resilience Building and Recovery Programme, launched by UNDP in April 2022 to support the Government of Ukraine to sustain essential governance structures for emergency response management, deliver vital public services, and protect livelihoods.

  • PILOT PROJECT OF THE GLOBAL TRANSIT DOCUMENT LAUNCHED IN TURKMENISTAN

    The launch ceremony of the pilot project of the Global Transit Document took place on August 17, 2022 at the Berkarar Hotel of the Avaza National Tourist Zone.

    The Global Transit Document (GTrD), which is a universal digital solution for the development of multimodal transportation, is the result of fruitful cooperation between the Permanent Secretariat of the Intergovernmental Commission of the International Transport Corridor Europe-Caucasus-Asia (TRACECA) with the International Center for Transport Diplomacy, the Intergovernmental Council of Road Workers of the CIS, and the world's largest developers of IT technologies, as well as with countries that have shown interest in piloting the GTrD.

    The launch ceremony of the pilot project of the Global Transit Document was attended by the Executive Secretary of the International Center for Transport Diplomacy I.Runov, the Chairman of the Intergovernmental Council of Road Workers of the Commonwealth of Independent States B.Karimov, as well as representatives of the countries of the region - Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan.

    The speakers emphasized that at the turn of the third decade of the 21st century, economic realities and trends in the development of the world economy created an obvious need for the development and implementation of a unified Global Transit Document in order to optimize the management of the transport process along multimodal corridors connecting states of different regions and continents.

    The introduction of a digital platform of the global transit network based on the latest technologies using the Global Transit Document will make it possible to extend the customs guarantee and insurance regime, as well as ensure the traceability of goods and vehicles along the entire route from the starting point to the destination.

    At the end of the official launch ceremony of the pilot project of the Global Transit Document, its participants adopted a Joint Statement, in which they confirmed the readiness of the parties for further cooperation in promoting the proposal to create a global digital transit network at various levels, as well as within the United Nations.

     

  • PERMANENT REPRESENTATIVE OF TURKMENISTAN TO THE UN A.ATAEVA MET WITH L.THOMAS-GREENFIELD, PERMANENT REPRESENTATIVE OF THE USA TO THE UN

    On August 17, 2022, Ambassador A.Ataeva, Permanent Representative of Turkmenistan to the United Nations, met with Ambassador Linda Thomas-Greenfield, Permanent Representative of the United States to the United Nations at the Permanent Mission of Turkmenistan to the United Nations.

    During the meeting, a constructive exchange of views took place on the issues of the upcoming 77th session of the UN General Assembly such as priority areas of the two countries in the UN and UN reforms.

    Ambassador of Turkmenistan, at the beginning of the meeting, thanked the United States for supporting the UN General Assembly resolution "Zone of Peace, Trust and Cooperation of Central Asia", especially noting the positive statement delivered by the US representative following the adoption of the resolution.

    A.Ataeva talked in detail about Turkmenistan's priority positions at the 77th session of the UN General Assembly, outlining initiatives in the field of peace and security, sustainable development, women parliamentarians, preventive diplomacy and transport.

    During the meeting, both sides exchanged views on the reform of the UN, and the UN Security Council in particular. They agreed on the need for greater transparency in the work of the UN Security Council, as well as the reform of UN structures to avoid duplication of individual functions.

     

  • Turkmenistan proposes to establish cooperation with the ports of Dubai and Abu Dhabi

    Opportunities for opening transport and logistics routes and establishing cooperation between the port of Turkmenbashi with the ports of Dubai and Abu Dhabi, the integration of the Turkmen port into the world system of sea ports were discussed by Deputy Prime Minister, Head of the Turkmen Foreign Ministry Rashid Meredov with the UAE Minister of Energy and Infrastructure Suheil Al-Mazrui.

    They held a meeting on Monday, on the sidelines of the transport forum that opened in Avaza. The interlocutors also assessed the level of political relations, noting that an official visit of President Serdar Berdimuhamedov to the UAE will soon be organized on the invitation of President Mohammed bin Zayed Al Nahyan

    And in a few weeks, on September 7-8, it is planned to hold the first meeting on a strategic dialogue between the member states of the Cooperation Council for the Arab States of the Gulf and the foreign ministers of the Central Asian states.
    At the talks, the huge opportunities for trade, economic and investment cooperation, the fuel and energy potential of both countries and the readiness of Turkmenistan to cooperate with the leading oil and gas companies of the Emirates were noted.

    The parties considered the promotion of projects in the gas chemical, financial and transport sectors in Turkmenistan with the participation of the UAE and a number of agreements, including financing the construction of an airport in Jebel, a hybrid power plant in the Serdar region and a chemical plant for the production of combined mineral fertilizers in Turkmenabat.

    In addition, they discussed the possibilities of cooperation in the textile industry, in the field of export of Turkmen goods to the UAE market and further to the countries of the Gulf and Africa. Attention was paid to the issues of water desalination, desertification and environmental protection.

    It was expressed a desire to intensify cooperation between Turkmenistan and the International Renewable Energy Agency – IRENA (Masdar, UAE).

    Turkmenistan is ready, within the framework of partnership with IRENA, to hold international scientific conferences and other events, as well as to become a place for the development and testing of alternative energy technologies that can be used in the countries of Central Asia. In this regard, it is proposed to open an IRENA Coordinating Office in Central Asia.

    “It is essential to de-escalate, fully respect the ceasefire and return to the negotiating table to seek negotiated solutions,” the statement added.

    “The European Union remains committed to help overcome tensions and continue its engagement towards sustainable peace and stability in the South Caucasus,” it concluded.
