Peace and security strategy: joining efforts in countering terrorism

Turkmenistan is a competent member of international politics as one of active UN-member states, makes its significant contribution to consolidate international community efforts in countering the threats against humanity, especially terrorism and radicalism. The President of Turkmenistan Gurbanguly Berdimuhamedov underlines that, countering terrorism acquires strategic significance on the agenda of multilateral cooperation of Turkmenistan within Community of Nations along with global tasks in ensuring security such as disarmament and non-proliferation, transport and energy, environment and several other aspects defined by the UN Sustainable Development Goals.

Turkmenistan’s position rests upon fundamental concept of the President of Turkmenistan Gurbanguly Berdimuhamedov when state formulates approaches in ensuring global security. The concept covers the completeness and indivisibility of this idea in terms of geopolitics and interconnectedness of its concrete aspects. The backbone of this concept is that security of one state may not be guaranteed when there is no security in the region, continent and world. In similar way, political and military security will not be long-term and complete without ensuring economic, energy and food security, preventing and neutralizing risks, threats of environmental and technological character, countering effectively international terrorism, organized crimes, proliferation of mass destruction weapons and other global challenges.

Terrorism and its all forms are very dangerous threats to humanity irrespective of development level of one specific country or others and regions. Countering terrorism is becoming very important issue at present when globalization process is deepening and where one of the most important conditions is to ensure sustainable development of states and regions under peaceful and safe environment. Terrorist movements acquire new forms at the time of rapidly advancing technology, technological progress, mass media communication development, different types of information dissemination and this requires effective measures of countering

Turkmenistan takes all necessary measures and actions at the national and international level to eliminate threats against peace and security as well as counters terrorist and radical acts.

National legislation of Turkmenistan provides сlear definition and forms legal framework in this field. More particularly, the Law of Turkmenistan “On countering terrorism” stipulates legal and organizational base for countering terrorism, authorities and responsibilities of state bodies, social assosiations, other entities and competent authorities, as well as it defines guarantees for legal and soial protection of citizens involved in countering terrorism.

The Law of Turkmenistan defines terrorism as follows: «terrorism – is an ideology of violence and actions to influence central government, local government, either international organizations or other entities decision-making process; socially dangerous acts which use force intentionally for hostage taking, arson, murder, torture, intimidation of population and bodies of power or committing any offence against lives and health of innocent people or threats to commit any act for achieving such criminal goals»

The same Law defines international terrorism as follows: «international terrorism – is socially dangerous violent acts commited with terrorist groups or organizations on global or regional scale including the support of state bodies of other states with the purpose of achieving specific goals related to kidnapping, hostage taking, murdering innocent people or posing threat to their lives and health, destructing or threat of destructing important facilities, life support, communication systems or using or posing threat of using nuclear, chemical, biological other weapons of mass destruction.

It is evident that, the terrorism may be countered successfully with only joint efforts of states in close cooperation with international agencies. In this regard, Turkmenistan cooperates closely with other states, as well as, reputable international bodies, first and foremost the UN, EU and OSCE.

Turkmenistan closely coordinates its actions with the UN on countering terrorism, drug trafficking and other threats. Strategic partnership between Turkmenistan and the UN is long-term, implemented in systemic basis and similar principles and views on final outcome are shared. In this context, Turkmenistan supports efforts of international community to create effective mechanism for countering terrorism and is for fully implementation of the UN Global Counter-Terrorism Strategy.

These facts demonstrate that, Turkmenistan maintains constructive and efficient cooperation with international agencies such as the UN Counter-Terrorism Office, UN Regional Center for Central Asia for Preventive Diplomacy and neighboring countries.

Turkmenistan demonstrates its strict adherence to UN Global Counter-Terrorism Strategy in practice and attaches regional context to it taking into account historical, economic, social, cultural and other features of one or another region. In this regard, high level dialogue in the region will give political impetus to adopt necessary, complementary and coordinated strategic approach to counter terrorism for Central Asian States. Consolidating efforts and developing commonly accepted approach in the states of the region to address existing issues will lead to explore and find effective ways of addressing them.

It is a fact that, International community recognized the peaceful policies of the President of independent and neutral Turkmenistan – Gurbanguly Berdimuhamedov when the Resolution on «The role of UN Regional Center for Central Asia for Preventive Diplomacy» was adopted.

Counter-Terrorism Implementation Task Force was created with the purpose of ensuring the consistency of UN activities in given field. The Office coordinates membership in CTITF which covers 36 UN agencies, World Customs Organization and Interpol. United Nations Counter-Terrorism Center (UNCTC) which was established within CTITF in 2011 provides assistance to member states in capacity building in Strategy implementation.

Turkmenistan participates in project implemented jointly by Counter-Terrorism Implementation Task Force (CTITF) of United Nations Counter-Terrorism Center (UNCTC) and UN Regional Center for Central Asia for Preventive Diplomacy (UNRCCA) in Ashgabat with the support of EU and Norway. UN Regional Center for Central Asia for Preventive Diplomacy implemented project on applying abovementioned UN Strategy in Central Asian States jointly with Counter-Terrorism Implementation Task Force and EU. On November 30, 2011, Joint Action Plan on implementing UN Global Counter-Terrorism Strategy and Ashgabat Final Declaration were approved in the high level meeting jointly organized by the Government of Turkmenistan, CTITF, EU and UNRCCA in Ashgabat. This Action Plan was the first document ever adopted. The projects on Action Plan items were implemented in the past years. On June 13, 2017, the final event in the second phase of project “on implementing Joint Action plan to realize UN Global Counter-Terrorism Strategy” took place when “High-level UN Central Asian Dialogue among countries and the on implementing  the UN Global Counter-Terrorism Strategy in Central Asia” was held in Ashgabat. The main objective of the meeting was to discuss the issues related to improving stability and security and the ways to achieve them.

General Secretary of the UN Antonio Guterras, ministers, senior officials, the representatives of countering terrorism agencies and national security agencies from Kazakhstan, the Kyrgyz Republic, Turkmenistan, Tajikistan, and Uzbekistan participated in the sessions. The review of joint Action Plan for Central Asia to implement UN Global Counter-Terrorism Strategy at the regional level was presented.

Joint Declaration on strengthening regional cooperation in countering terrorism was adopted at the end of meeting. UN General Secretary Antonio Guterras welcomed Ashgabat Declaration on countering terrorism adopted by Central Asian countries and their permanent efforts to implement UN Global Counter-Terrorism Strategy and joint Action Plan for Central Asia. The Declaration represented support given to General Secretary’s initiative of to reform the UN countering terrorism office by creating new Office for countering terrorism and recognized the importance of efforts to counter terrorism in the region by the community of nations.

There was a high-level meeting "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" at the end of April 2018, in Ashgabat and the third phase of a joint project on supporting the Joint Action Plan for Central Asia was launched. The first and second phases of the project were implemented in 2010-2017 and are dedicated to consider four main directions of the Global Strategy for drafting recommendations for the development of the JAP, which was adopted in December 2011 in Ashgabat.

While delivering speech , the UN Under-Secretary-General and head of the UN Counter-Terrorism Office, Vladimir Voronkov underlined that the main activities of the project would include providing targeted support in developing national and regional strategies to counter terrorism and prevent violent extremism, further strengthening the capacity of the Central Asian countries in priority areas identified in the JAP for Central Asia and facilitating the exchange of best practices in the region and beyond it.

During the meeting, the Deputy Minister of Foreign Affairs of Turkmenistan Serdar Berdimuhamedov stated the readiness of Turkmenistan to cooperate with the United Nations Counter-Terrorism Center (UNCTC) on the implementation of the Ashgabat Action Plan of the UN Counter-Terrorism Strategy. In this context, the Turkmen side made several concrete proposals by using the UNRCCA in given direction.

The Statement on the outcomes of High-level meeting "Towards a Comprehensive Implementation of the UN Global Counter-Terrorism Strategy in Central Asia" was adopted at the end of the forum. It is expected in the long term that the new phase of the joint regional counter-terrorism initiative of UNRCCA and the UNCTC entitled "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" will be aimed at further strengthening the capacity of the Central Asian states in the field of countering terrorism and preventing violent extremism in a strategic basis.

One of the emerging and acute problems is the elimination of terrorist financing sources, where special attention needs to be paid to combat drug trafficking. Enormous work is being done in this direction under the leadership of President Gurbanguly Berdimuhamedov, including legal framework and the organizational basis development for this work in Turkmenistan.

Turkmenistan maintains close, effective and targeted cooperation with neighboring states, as well as with specialized UN agencies, primarily with the UNODC. Long-term national programs for combating drug addiction and drug trafficking have been adopted and are being implemented and good results are obtained.

Thus, Turkmenistan pursues foreign policy directed at eliminating threats and dangers against peace and makes its significant contribution to consolidate international efforts.

  • Globalization at crossroads of critical choice

    BEIJING, Jan. 22 (Xinhua) -- Throughout human memory, the bandwagon of economic globalization has generally been rumbling forward, bringing people across the world ever closer for enormous shared benefits, whether it is powered by animals or algorithms, combustion engines or computers.

    Yet a prevailing historical trend does not guarantee a trouble-free journey. Rather, economic globalization has experienced many twists and turns.

    Ninety years ago, Herbert Hoover won the White House by promising higher tariffs to protect America's farmers in a world clouded by trade protectionist practices. Ten months into his presidency, the Great Depression struck. The Smoot-Hawley Tariff Act Hoover signed the next year prolonged the financial meltdown, further fueled protectionism worldwide and exponentially deflated global trade. Economic globalization suffered a severe setback.

    Nine decades later, globalization has reached another crossroads, with economists worldwide expecting a new round of global economic recession, if not a repeat of the 1929 crash.

    Against this backdrop, the 2019 World Economic Forum (WEF) annual meeting opens on Tuesday under the theme "Globalization 4.0: Shaping a Global Architecture in the Age of the Fourth Industrial Revolution."

    The topic indicates the need for business titans and policy makers from around the globe gathering in the snowy Swiss resort of Davos to reflect on the troubling status quo of globalization and brainstorm its future course.

    When Chinese President Xi Jinping spoke at the WEF in Davos two years ago, he talked about "a world of contradictions," and warned against protectionism and trade wars.

    In the following two years, trade protectionism, economic nationalism, and populism have reared their heads. The rules-based multilateral economic system with the World Trade Organization (WTO) at its center is under an unprecedented assault. Globalization seems to be losing its steam.

    So the great question of this age is why so many around the world, particularly those in the West, have felt betrayed by the elites of their own countries as globalization chugs forward.

    One key reason is that while global trade has created a lot of human wealth, many Western countries have failed to fairly distribute the dividends among their citizens. As a result, the wealth gap has been widening year by year. The boisterous Yellow Vest protests demanding lower taxes, higher household incomes and better public service on the streets of Paris over the recent weeks are just the tip of the populist iceberg of discontent in the wealthy West.

    Also, the growing prevalence of social media has made it possible and more convenient for people from all walks of life to express their grievances openly and form new identity groups along racial or religious divides. That rise of identity politics has further promoted populism, fractured societies, and made it increasingly difficult for Western politicians to push through necessary domestic social reforms.

    To win elections, those poll politicians have become more prone to pandering to the populist demagoguery, and accustomed to trying to shift blame for the domestic problems overseas. They claim that the economic emergence of the developing countries has been the result of abusing the global trade playbook and taking advantage of globalization at the expense of the West.

    The fact is that ever since the end of the Cold War, the emerging economies have achieved their economic development by adapting to the global trade rules virtually written by the West, opening up their markets and integrating themselves into the global economy.

    China once had its doubts about economic globalization but it made a historical choice to ride the unpreventable tide and opened up to the outside world at the end of the 1970s. After 40 years of reform and opening-up, China has now become the world's second-largest economy with a total trade volume of import and export goods of over 3 trillion U.S. dollars.

    "We have had our fair share of choking in the water and encountered whirlpools and choppy waves, but we have learned how to swim in this process. It has proved to be a right strategic choice," Xi told the Davos forum participants two years ago.

    In dealing with the problems brought by globalization, China has not lost its domestic focus. Beijing understands that while it is important to expand the economic pie, it is even more imperative to undertake domestic reforms and ensure a fair distribution.

    That is the very reason why China has worked so diligently in reducing poverty and went ahead with broader and bolder reforms. In April last year, Xi announced at the Boao Forum for Asia in China's Hainan Province a wide range of reform measures, including significantly cutting tariffs, broadening market access, creating a more attractive investment environment, strengthening the protection of intellectual property rights and expanding imports.

    By holding the first China International Import Expo (CIIE) in Shanghai late last year and allowing foreign firms to have wholly-owned subsidiaries in more sectors, China has proved it would always honor what it has promised.

    At such a critical juncture for the global community, choosing the right course for economic globalization will have significant and far-reaching implications for the world's future.

    Just as Xi said at Davos: "Whether you like it or not, the global economy is the big ocean that you cannot escape from."

    Globalization can never be perfect. It destroys and builds at the same time no matter how it evolves. The globalization 4.0 that this year's WEF focuses on is no exception.

    The only question that matters now is how the nations of the world choose to act so that they can better harness the forces of globalization for the good of all. Remember, backpedaling should never be an option.

  • President S. Zourabichvili to Visit Brussels

    Salome Zourabichvili, President of Georgia will leave for Brussels on January 21 to hold meetings as part of her fist working visit abroad.
    According to Natalie Sabanadze, Ambassador of Georgia to the Kingdom of Belgium and Grand Duchy of Luxembourg and Head of Georgian Mission to the EU, President Zourabichvili’s first visit to Brussels has a political significance.
    “The President of Georgia will meet with our partners in NATO and the EU. Meetings are planned with all three presidents of the EU, namely Donald Tusk, President of the European Council, Jean-Claude Juncker, President of the European Commission and Antonio Tajani, President of the European Parliament. To discuss foreign affairs, President Zourabichvili will hold meetings with Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy and Dimitris Avramopoulos, European Commissioner for Migration, Home Affairs and Citizenship. It is likely and I am certain that the President will once again underscore the importance of Georgia’s European integration,” Natalie Sabanadze said.
    President Zourabichvili’s visit will end on January 23.

    The capital square of the Älem Cultural and Entertainment Centre with the main New Year tree of the country traditionally became the centre of New Year celebrations.

    Owing to the efforts of designers and organizers of the event, the square turned into magic space with wonderful combinations of historical periods – modern time and time of the Great Silk Road, fairy tale heroes and symbols of the last and current year – Vepaly the alabay and joyful piggy. Numerous small trees, winter decorations with snow patterns making the image of mountain residence of Ayaz Baba and Garpamyk, who came to the celebration to make our dreams come true, are located around 38-meters green beauty dressed in rich decoration of shining stars, garlands, toys and bright illumination.

    Numerous Ashgabat residents and guests of the city have gathered there. Music and songs are sounded, enthusiastic atmosphere of joyful event and solidarity reigns as we all relate the New Year with our best intents and the wish to see our homeland prosperous is single for all of us. Therefore, slogan of 2019 “Turkmenistan – Home of Prosperity” is the best to express people’s desires, which are implemented under the leadership of President Gurbanguly Berdimuhamedov.

Vocal and choreographic compositions on folk motifs in modern interpretations, lyrical and flaming songs have been presented.

    Performance of the singers was accompanied by such famous dance bands as “Galkynysh”, “Lachyn”, Nyazly”, “Ashgabat”, “Mengli” and the State Dance Ensemble. Wonderful concert has lasted for about two hours and was finished by the song «Geldi Täze ýyl» performed by all artists under loud applauses of the spectators.

    On behalf of all compatriots, the masters of ceremonies address the President of Turkmenistan with congratulations on New Year, wishes of happiness, health, longevity, success in the achievement of great goals for prosperity of the country and people.

    After, the masters of the ceremony announced on the beginning of traditional celebration teleconference, which connects Turkmen capital with administration centres of all velayats on this night.

    One after another, the regions were joining the teleconference. On that day, bright New Year performances have also been held with the participation of popular singers and art collectives, numerous visitors at the squares of administration centres of the velayats. The spectators included the elders and youth, rural residents and children.

    Ahal Velayat is the first to connect to the teleconference. Congratulations and poetic wishes were followed by celebration concert, which has been prepared for this event.

    Balkan Velayat joined the conference afterward. Having conveyed the congratulations from the residents of coastal regional, its representatives has demonstrated their artistic dedication to New Year.

    After, the baton was taken by Dashiguz Velayat. Our northern region is also rich with cultural traditions and talents, which has been demonstrated in celebration performance after the greetings.

    The conference was continued by representatives of Lebap Velayat who congratulated Turkmen people and President Gurbanguly Berdimuhamedov on New Year while the artists of the region dedicated song and dance composition to this event.

    The floor was given to the residents of Mary Velayat. They congratulated all people of Turkmenistan on Happy New Year, read the poems and music. Artists and younger generation showed their performance.

    New Year video conference was finished by the capital of independent neutral Turkmenistan, the residents of Ashgabat who filled the square of the Alem Cultural and Entertainment Centre wished the dreams come true and success in work to their compatriots in all parts of the country. They were supported with celebration dedications by popular artists and dance ensembles.

    Summing up celebration greetings of the residents of the velayats and capital, the masters of ceremony highlighted the main thought of all wishes, which is that Turkmenistan would always be prosperous improving its international authority every year and that people would live happily and wealthy.

    Exciting and culmination moment came – President Gurbanguly Berdimuhamedov addressed live New Year Greeting to the people of Turkmenistan from Oguzkhan Palace Complex.

    Millions of compatriots at the square and in front of TVs had listened the speech of the Head of the State with great attention. Summing up the outcomes of 2018, Turkmen leader noted that big success has been achieved in all spheres of the country’s life but what is more important the wealth of our people has been improved significantly and that we meet 2019 with great expectations and confidence in new achievements.

    President Gurbanguly Berdimuhamedov has finished his speech with poem of his own make, which embodies sincere and firm confidence in fulfilment of good hopes.

    National Anthem of Turkmenistan was played.

    Bursts of celebration fireworks, which lit up the sky above the Alem Cultural and Entertainment centre with bright stars, were sounded. New Year night was lit up with shining fountains of lights drawing the patterns on dark sky. Under this solemn gunfire, Turkmenistan citizens made the most cherished dreams and all of them were united in the desire for goodness and creation, believe in future, which would open new levels and opportunities.

  • Children from Döwletliler Köşgi Palace presented New Year gifts

    Following in a fine tradition, the Chamber of Commerce and Industry has hosted a festive celebration, at which children, living and studying at the Döwletliler Köşgi Palace, received New Year gifts from President Gurbanguly Berdimuhamedov.

    Taking constant care of younger generations is one of the key aspects of the Turkmen leader’s social policy. The issues of ensuring a happy childhood for children, providing a favorable environment for their harmonious development, upbringing and education receive special attention as well.

    Thanks to this tender care, our children have the opportunity to develop their creative abilities. Every year, young talents actively participate in prestigious competitions and festivals in our country and beyond.

    Leaders of the national parliament, representatives of ministries, agencies, public organizations and others were among those who attended the celebration to offer the children their wishes for the most joyous holiday of the year.

    Well-known musicians and performing artists, who also took part in the festive event, were delighted together with the children to welcome much-loved fairytale characters, such as a good magician, Ayaz Baba (Grandfather Frost), Garpamyk (Snow Maiden), and others.

    Performances by dance ensembles, pop singers and circus performers added to the festive atmosphere.

    Dressed in colorful fancy-dress costumes, the children took a real joy in dancing around a beautiful New Year Tree, decorated with colored baubles and sparkling fairy lights, singing New Year songs and reciting poems. 

    At the end of the celebration, the children extended their sincere thanks to President Gurbanguly Berdimuhamedov for their wonderful gifts and happy childhood. Wishing the head of state good health, well-being and new achievements in his work, they also assured that they would do their best to succeed both academically and in their creative activities.
