Peace and security strategy: joining efforts in countering terrorism

Turkmenistan is a competent member of international politics as one of active UN-member states, makes its significant contribution to consolidate international community efforts in countering the threats against humanity, especially terrorism and radicalism. The President of Turkmenistan Gurbanguly Berdimuhamedov underlines that, countering terrorism acquires strategic significance on the agenda of multilateral cooperation of Turkmenistan within Community of Nations along with global tasks in ensuring security such as disarmament and non-proliferation, transport and energy, environment and several other aspects defined by the UN Sustainable Development Goals.

Turkmenistan’s position rests upon fundamental concept of the President of Turkmenistan Gurbanguly Berdimuhamedov when state formulates approaches in ensuring global security. The concept covers the completeness and indivisibility of this idea in terms of geopolitics and interconnectedness of its concrete aspects. The backbone of this concept is that security of one state may not be guaranteed when there is no security in the region, continent and world. In similar way, political and military security will not be long-term and complete without ensuring economic, energy and food security, preventing and neutralizing risks, threats of environmental and technological character, countering effectively international terrorism, organized crimes, proliferation of mass destruction weapons and other global challenges.

Terrorism and its all forms are very dangerous threats to humanity irrespective of development level of one specific country or others and regions. Countering terrorism is becoming very important issue at present when globalization process is deepening and where one of the most important conditions is to ensure sustainable development of states and regions under peaceful and safe environment. Terrorist movements acquire new forms at the time of rapidly advancing technology, technological progress, mass media communication development, different types of information dissemination and this requires effective measures of countering

Turkmenistan takes all necessary measures and actions at the national and international level to eliminate threats against peace and security as well as counters terrorist and radical acts.

National legislation of Turkmenistan provides сlear definition and forms legal framework in this field. More particularly, the Law of Turkmenistan “On countering terrorism” stipulates legal and organizational base for countering terrorism, authorities and responsibilities of state bodies, social assosiations, other entities and competent authorities, as well as it defines guarantees for legal and soial protection of citizens involved in countering terrorism.

The Law of Turkmenistan defines terrorism as follows: «terrorism – is an ideology of violence and actions to influence central government, local government, either international organizations or other entities decision-making process; socially dangerous acts which use force intentionally for hostage taking, arson, murder, torture, intimidation of population and bodies of power or committing any offence against lives and health of innocent people or threats to commit any act for achieving such criminal goals»

The same Law defines international terrorism as follows: «international terrorism – is socially dangerous violent acts commited with terrorist groups or organizations on global or regional scale including the support of state bodies of other states with the purpose of achieving specific goals related to kidnapping, hostage taking, murdering innocent people or posing threat to their lives and health, destructing or threat of destructing important facilities, life support, communication systems or using or posing threat of using nuclear, chemical, biological other weapons of mass destruction.

It is evident that, the terrorism may be countered successfully with only joint efforts of states in close cooperation with international agencies. In this regard, Turkmenistan cooperates closely with other states, as well as, reputable international bodies, first and foremost the UN, EU and OSCE.

Turkmenistan closely coordinates its actions with the UN on countering terrorism, drug trafficking and other threats. Strategic partnership between Turkmenistan and the UN is long-term, implemented in systemic basis and similar principles and views on final outcome are shared. In this context, Turkmenistan supports efforts of international community to create effective mechanism for countering terrorism and is for fully implementation of the UN Global Counter-Terrorism Strategy.

These facts demonstrate that, Turkmenistan maintains constructive and efficient cooperation with international agencies such as the UN Counter-Terrorism Office, UN Regional Center for Central Asia for Preventive Diplomacy and neighboring countries.

Turkmenistan demonstrates its strict adherence to UN Global Counter-Terrorism Strategy in practice and attaches regional context to it taking into account historical, economic, social, cultural and other features of one or another region. In this regard, high level dialogue in the region will give political impetus to adopt necessary, complementary and coordinated strategic approach to counter terrorism for Central Asian States. Consolidating efforts and developing commonly accepted approach in the states of the region to address existing issues will lead to explore and find effective ways of addressing them.

It is a fact that, International community recognized the peaceful policies of the President of independent and neutral Turkmenistan – Gurbanguly Berdimuhamedov when the Resolution on «The role of UN Regional Center for Central Asia for Preventive Diplomacy» was adopted.

Counter-Terrorism Implementation Task Force was created with the purpose of ensuring the consistency of UN activities in given field. The Office coordinates membership in CTITF which covers 36 UN agencies, World Customs Organization and Interpol. United Nations Counter-Terrorism Center (UNCTC) which was established within CTITF in 2011 provides assistance to member states in capacity building in Strategy implementation.

Turkmenistan participates in project implemented jointly by Counter-Terrorism Implementation Task Force (CTITF) of United Nations Counter-Terrorism Center (UNCTC) and UN Regional Center for Central Asia for Preventive Diplomacy (UNRCCA) in Ashgabat with the support of EU and Norway. UN Regional Center for Central Asia for Preventive Diplomacy implemented project on applying abovementioned UN Strategy in Central Asian States jointly with Counter-Terrorism Implementation Task Force and EU. On November 30, 2011, Joint Action Plan on implementing UN Global Counter-Terrorism Strategy and Ashgabat Final Declaration were approved in the high level meeting jointly organized by the Government of Turkmenistan, CTITF, EU and UNRCCA in Ashgabat. This Action Plan was the first document ever adopted. The projects on Action Plan items were implemented in the past years. On June 13, 2017, the final event in the second phase of project “on implementing Joint Action plan to realize UN Global Counter-Terrorism Strategy” took place when “High-level UN Central Asian Dialogue among countries and the on implementing  the UN Global Counter-Terrorism Strategy in Central Asia” was held in Ashgabat. The main objective of the meeting was to discuss the issues related to improving stability and security and the ways to achieve them.

General Secretary of the UN Antonio Guterras, ministers, senior officials, the representatives of countering terrorism agencies and national security agencies from Kazakhstan, the Kyrgyz Republic, Turkmenistan, Tajikistan, and Uzbekistan participated in the sessions. The review of joint Action Plan for Central Asia to implement UN Global Counter-Terrorism Strategy at the regional level was presented.

Joint Declaration on strengthening regional cooperation in countering terrorism was adopted at the end of meeting. UN General Secretary Antonio Guterras welcomed Ashgabat Declaration on countering terrorism adopted by Central Asian countries and their permanent efforts to implement UN Global Counter-Terrorism Strategy and joint Action Plan for Central Asia. The Declaration represented support given to General Secretary’s initiative of to reform the UN countering terrorism office by creating new Office for countering terrorism and recognized the importance of efforts to counter terrorism in the region by the community of nations.

There was a high-level meeting "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" at the end of April 2018, in Ashgabat and the third phase of a joint project on supporting the Joint Action Plan for Central Asia was launched. The first and second phases of the project were implemented in 2010-2017 and are dedicated to consider four main directions of the Global Strategy for drafting recommendations for the development of the JAP, which was adopted in December 2011 in Ashgabat.

While delivering speech , the UN Under-Secretary-General and head of the UN Counter-Terrorism Office, Vladimir Voronkov underlined that the main activities of the project would include providing targeted support in developing national and regional strategies to counter terrorism and prevent violent extremism, further strengthening the capacity of the Central Asian countries in priority areas identified in the JAP for Central Asia and facilitating the exchange of best practices in the region and beyond it.

During the meeting, the Deputy Minister of Foreign Affairs of Turkmenistan Serdar Berdimuhamedov stated the readiness of Turkmenistan to cooperate with the United Nations Counter-Terrorism Center (UNCTC) on the implementation of the Ashgabat Action Plan of the UN Counter-Terrorism Strategy. In this context, the Turkmen side made several concrete proposals by using the UNRCCA in given direction.

The Statement on the outcomes of High-level meeting "Towards a Comprehensive Implementation of the UN Global Counter-Terrorism Strategy in Central Asia" was adopted at the end of the forum. It is expected in the long term that the new phase of the joint regional counter-terrorism initiative of UNRCCA and the UNCTC entitled "Towards a comprehensive implementation of the UN Global Counter-Terrorism Strategy in Central Asia" will be aimed at further strengthening the capacity of the Central Asian states in the field of countering terrorism and preventing violent extremism in a strategic basis.

One of the emerging and acute problems is the elimination of terrorist financing sources, where special attention needs to be paid to combat drug trafficking. Enormous work is being done in this direction under the leadership of President Gurbanguly Berdimuhamedov, including legal framework and the organizational basis development for this work in Turkmenistan.

Turkmenistan maintains close, effective and targeted cooperation with neighboring states, as well as with specialized UN agencies, primarily with the UNODC. Long-term national programs for combating drug addiction and drug trafficking have been adopted and are being implemented and good results are obtained.

Thus, Turkmenistan pursues foreign policy directed at eliminating threats and dangers against peace and makes its significant contribution to consolidate international efforts.

    Opening ceremony of industrial facility – “Garabogazkarbamid” Plant, which supplemented production infrastructure of chemical industry of the country, took place with the participation of President Gurbanguly Berdimuhamedov.

    Successful realization of investment project of construction of super modern complex for production of carbamide fertilizers was a significant step toward the implementation of the state strategy providing rapid large-scale diversification and modernization of national economy and increment of production capacity of processing industry. Opening of the plant in the western region of the country in close proximity to gas production fields is an important step in development of rapidly growing petrochemical industry.

    The Government pays special attention to development of chemical industry as one of strategic sectors of national economy, which is reflected in the Programme of the President of Turkmenistan for social and economic development of the country in 2018 – 2024.

    Rapid capacity extension of production of different fertilizers for satisfaction of the requirement of growing national agriculture and strengthening of food security are priority directions of the development of the industry. Natural resources, big reserves of hydrocarbons and sulphur, new technologies for its processing and making of new products, all these factors allowed significantly increasing the variety and volume of mineral production including various fertilizers.

    Turkmenabat chemical factory of the State Concern «Türkmenhimiýa» is one of the main facility of national chemical industry oriented for production of 225,000 tons of phosphorus fertilizers and 500,000 tons of sulphuric acid per year. At present, new complex for production of 300,000 tons of concentrated phosphorus fertilizers is under construction in this place.

    Opening of the first in Turkmenistan and largest in Central Asia mining and ore-dressing complex for production of potassium salt deposits at Garlyk Field in Lebap Velayat was one of the most important events. Annual production capacity of industrial giant is 1,400,000 tons of potassium chloride and it is planned to increase the production up to 4,000,000 tons of potassium fertilizers, which are on high demand in the world market.

    Industrial cluster including «Maryazot» production association, «Tejenkarbamid» and «Marykarbamid» plants as well as petrochemical complex in Mary compose the infrastructure of nitrogen fertilizer sphere in the eastern regions of the country. Realization of the project of construction of another innovative petrochemical complex in Balkan Velayat was aimed at the increment of export-oriented production.

    Turkmen Garabogazgol bay is one few places on the planet where crystallization of sodium sulphate and other valuable salt minerals occurs in industrial scales in natural conditions. Construction of carbamide plant at the coast of the bay, which resources serve as material base of sulphate industry, is another step toward the establishment of multidimensional industry of the country.

    Largest in the region investment project has been completed together with foreign partners - «Mitsubishi Corporation» (Japan) and «Gap Inşaat Ýatirim ve Diş Ticaret A.Ş.» (Turkey). Latest world technologies have been applied at super modern facility.

    For example, development of Danish «Haldor Topsоe» will allow daily production of 2,000, making 660,000 tons of ammonia per year, which is used as the main material in production of concentrated solid nitrogen fertilizer – the carbamide. The facility will produce 3,500 tons per day and 1,155,000 tons of carbamide fertilizers per year, which will be exported by sea. For this purpose, local seaport, an important facility for shipment of carbamide abroad, was completely reconstructed. After the facility will start the production as per planned capacity output, the production of carbamide will be more than 2,000,000 tons.

    Considerable part of production of «Garabogazkarbamid» is planned to be exported to foreign consumers, which already express the interest in procurement of this chemical product.

    … In the morning, the helicopter of the President landed at special helipad located next to the place of event.

    President Gurbanguly Berdimuhamedov was met by the Speaker of the Mejlis, members of the Government, heads of military and law enforcement agencies, ministries and departments, public organizations, ambassadors of Turkmenistan accredited in foreign countries, representatives of foreign diplomatic missions and mass media, Hyakim of Balkan Velayat, Mufti of Turkmenistan, honoured elders, masters of art and culture. More than 120 specialists for foreign companies were among the guests.

    Having proceeded to the main entry of «Garabogazkarbamid» plant, the Head of the State cut symbolical ribbon under loud applauses of the participants. After, having entered the meeting hall, Turkmen leader addressed the participants of the ceremony with the speech.

    Having congratulated the participants with the opening of «Garabogazkarbamid» plant in Balkan Velayat, the Head of the country stated that industrial complex of the country continues developing and changing this year.

    Chemical and textile industries, production of construction materials and other spheres of industrial processing are modernized on integrated and innovative bases. The industry is taken to non-resource development. Objectives of establishment of high technology production structures, increment of production volumes of various competitive goods from rich natural resources are successfully solved.

    As an example, Turkmen leader mentioned ammonia factory for production of 400,000 tons of synthetic ammonia and 640,000 tons of carbamide per year, which was opened in Mary Velayat on 2014, the factory for production of 500,000 tons of sulphuric acid per year in Lebap Velayat as well as the glass production workshop in Ahal Velayat. Construction of textile complexes in Kaahka and Babadayhan etraps, Ahal Velayat are also related to Construction of textile complexes in Kaahka and Babadayhan etraps, Ahal Velayat can also be brought as good example.

    The Head of the State continued that big work is carried out for improvement of wellbeing of the population together with modernization and production facilities. Just in this year, 22 living houses for 1000 families have been built and put into operation in Lebap Velayat.

    Having noted the presence of huge reserves of natural gas in the country, which is used as the material for production of mineral fertilizers, the President said that this fact would allow increasing the production of nitrogen fertilizers, especially the carbamide, and to build new production facilities in the future.

    «Garabogazkarbamid» pant, which was put into operation, is among large-scale investment projects, the President of the country highlighted. It has no analogues in the region as its output capacity is 1,155,000 tons of carbamide per year.

    All production of this plant, which is provided with advanced technologies, is oriented for the export. Therefore, Turkmenistan made another step toward the integration into the rank of industrial developed states of the world - the exporters of chemical production.

    Speaking of the partners participating in the implementation of this project, the Head of the State noted that the contract for construction of the plant for improvement of the potential of chemical industry of the country and increment of its export capabilities was signed between the State Concern «Тürkmenhimiýa» and Consortium of Japanese «Mitsubishi Corporation» and Turkish «Gap Inşaat Ýatirim ve Diş Ticaret A.Ş.» to the amount of 1,570,095,000 US dollars.

    Concerning production characteristic of new facility, President Gurbanguly Berdimuhamedov noted that this plant, beside the main workshops for production of synthetic ammonia and carbamide, has auxiliary installations, which includes gas turbine generator as well as seawater desalination and purification unit.

    3 km conveyor system has been installed for transportation of the production from the plant to the port. Jetty in the port of Garabogazgol has been completely reconstructed for the export of carbamide by sea and rivers. New berth equipped with latest technologies is able to receive two ships at the same time. Equipment of famous German “FAM” as well as two 80 tons “Liebherr” loaders have been installed for loading of the production from the plant.

    Having noted that «Garabogazkarbamid» plant is able to process around 1 billion of cubic meters of gas per year and 2,000 tons of synthetic ammonia and 3,500 tons of carbamide n its base would be produced in its facilities, the President made special mention that carbamide produced by this plant has the biggest concentration of nitrogen 46.2 percent.

    The facility has the most advanced equipment from the leading manufacturers in this sphere including the technologies of Danish «Haldor Topsoe» for production of ammonia, equipment of Italian «Saipem» for production carbamide synthesis and Dutch «Uhde Fertilizer Technologies» for carbamide granulation, licensed technologies of USA «UOP» in carbon dioxide workshop. Automatic system of technological control was provided by Japanese «Yokogawa».

    Speaking that the plant is environmentally friendly facility as all ecological requirements have been complied with at the design stage, President Gurbanguly Berdimuhamedov highlighted that the emission of harmful substances does not exceed Turkmenistan and international standards.

    With regards to social aspect, the Head of the State mentioned the 10 double-storey comfort houses for 40 families, which were built under the project.

    In addition, 1000 working places have been made at «Garabogazkarbamid» plant, which would allow improving the life level of the population. I general, the Head of the State highlighted that production facility would make significant contribution to development of industrial sphere of Turkmenistan and the volumes of export of local products would increase significantly.

    The President congratulated again all participants on this remarkable event, having wished them health, family wealth and success in work.

    Having noted the presence of foreign guests in the ceremony, the President paid special attention in his speech to construction of modern industrial facilities making high quality and environmentally friendly production, which is one of the main directions of industrial policy of the state.

    It was highlighted that all conditions are made in the country for taking chemical industry to higher level and large investments are allocated for realization of big industrial projects. innovative technologies for making production meeting international quality standards are used at new petrochemical plant. Production cycle of new plants is distinguished by environmentally friendly and efficient gas processing, which excludes the emission.

    Putting of the complex into operation in Garabogaz will support multiple increment of production capacity of chemical industry. In its turn, it will enhance the export potential of the country. We well have an opportunity to increase annual production of mineral fertilizers by more than 2 million tons. The third of this production would be used for local requirements while the rest would go to interested partners, the Head of the State said.

    After, Presdient Gurbanguly Berdimuhamedov gave flor to Deputy Director of Julius Khun Institute Mireya Van Overstraeten.

    Speaking of the importance of the plant for production of carbamide fertilizers built in Garabogaz, the guest highlighted that this project is one of the best in the world as the most advanced scientific based and ecological technologies have been used in its realization. Taking into account great demand on quality mineral production meeting high international standards, the opening of the facility would expand the capabilities of the country as a supplier of nitrogen fertilizers in big volumes.

    Having noted that petrochemical complex has been recognized by the Institute of Soil Science and Crop Production of Braunschweig University of Technology (Germany) as big innovative facility, Mireya Van Overstraeten congratulated President Gurbanguly Berdimuhamedov and all who took part in realization of this project on successful work, having presented the Certificate on Recognition of Use of Innovative Technologies to the director of the facility.

    Director of Thunen Research Institute of Rural Areas, Forestry, Fishery and Organic Farming Gerold Rehmann was the next to make a speech. Having noted that this is an honour for him to participate in this event on occasion of the opening of super technology facility for production of carbamide in Garabogaz, the guest congratulated Turkmen leader and all participants on remarkable event, having expressed the confidence in further steadfast development of Turkmen industry based on deep processing of natural resources.

    The guest handed over the Certificate of International Society for Study of Organic Farming, which recognizes petrochemical project in Garabogaz as one of the most efficient and ecologically stable.

    Having expressed the gratitude to the representative of big scientific and research centre of Germany for high appraisal of industrial potential of our country, the Head of the State noted that it is planned to implement number of innovative projects aimed at further development of production infrastructure of mineral sphere and expansion of export capability of Turkmen petrochemical industry.

    After, the floor wwas given to Vice-president of the World Fertilizer Forum, Head of Shenyang Department of the Academy of Sciences of the People’s Republic of China Ji Lanzhou.

    Presenting the Certificate of International Scientific Centre of Fertilizers proving high product quality of new petrochemical complex, the guest congratulated the Head of the State on success achieved by Turkmenistan in realization of environmentally safe projects and use of green technologies in production spheres.

    Having expressed the gratitude to the guests for awards and certificates, President Gurbanguly Berdimuhamedov noted that accepts them as a symbol of growing international authority of Turkmenistan, recognition of its success in implementation of innovative technologies during construction of various facilities and in environment protection sphere.

    In ceremonial atmosphere, the President of the country pushed the button and put new plant into operation.

    Natural gas in average volume of 1 billion cubic meters per year is used as a feedstock. As it was mentioned above, the production capacity of equipment in the workshops allows making 2,000 tons of synthetic ammonia per day (660,000 tons per year0 and 3,500 tons of granulated carbamide per day (1,155,000 tons per year). 

    It is produced in granulated shape resistant to packing, which is the main advantage of this fertilizer during transportation.

    Ready product goes to packing and shipping facility for export by sea via local seaport, which was modernized for this purpose. Special warehouses of 10,000 tons capacity for ammonia and 100,000 tons of carbamide have been built for storage of the product in sealed containers.

     

    After, depending on the season, the fertilizers is transported to the berth by installed conveyor belt or by containers and is loaded to the ships. Minimum planned daily loading by containers is 7,000 tons while by conveyor belt, it is 10,500 tons of the product per day.

    All technology processes are automated and controlled from the central post.

    Qualified specialist had training and practical work in similar facilities abroad as well as in the branch of Turkmenabat Professional Technical School in Garabogaz for work in high technology facility. Training centre opened at the plant will provide qualification improvement of the specialists.

    The facility has laboratory and conference hall for 160 seats. Personnel of the plant will be able to use the canteen for 350 places and medical centre.

    Workers of the plant would be able to spend their free time outdoor at special football, basketball, volleyball grounds.

    After the inspection of petrochemical complex, President Gurbanguly Berdimuhamedov left the entry in the Book of Honoured Guests.

    Having wished success to the personnel of petrochemical complex in their work, President Gurbanguly Berdimuhamedov presented them with the keys from new vehicles.

    After, the Head of the State went by car to the sea berth, which was modernized according to international standards. At the jetty, the President studied in details the processes of transportation and loading of valuable mineral production made by «Garabogazkarbamid» plant.

    2,000 meters long, 100 meters wide and 8 meters deep navigation channel has been dredged for free ships movement. Therefore, the port entirely meets international standards.

    The berth equipped with advanced technologies is able and serve two ships simultaneously. Equipment of famous German “FAM” as well as two 80 tons “Liebherr” loaders have been installed for loading of the production from the plant.

    Transportation system of ready product to the berth is distinguished by installed environmentally friendly enclosed conveyor system, which is 3 kilometre long. The carbamide produced at the plant comes directly to the berth and then loaded to the ships, which significantly save time, transport expenses and provide safety and protection of the production.

    After inspection of the work of the seaport, the Head of the State took part in celebration food donation on occasion of the opening of industrial giant.

    After the event, the President of Turkmenistan wished success in work to all participants and left the place of event.

    Upon arrival to Turkmenbashy International Airport, the Head of the State flew to the capital.

  • Peace Conferences Led by the Peace-builders from Various Fields

    Youth, women, religion, and media gathered to discuss their roles to bring world peace and peaceful unification of Korea in our times

    From 17th to 19th in September, about 2,000 of representatives from various sectors such as political leaders, faith leaders, women and youth organizations, educators, and media had visited South Korea to attend 2018 HWPL World Peace Summit.

    In an effort to find solutions to achieve sustainable peace, the participants discussed their roles and actionable plans in relation to the enactment of the international law for peace, the development of peace education, the promotion of a culture of peace as well as religious harmony.

    On the last day of the 3-days summit, the host organization, Heavenly Culture, World Peace, Restoration of Light (HWPL) held sectorial conferences for members of youth and women organizations, religious leaders, and media.

    The Role of the Youth and Women in Realizing Peace on the Korean Peninsula and in the World

    Organized by International Peace Youth Group (IPYG), an affiliated group of HWPL, the youth session titled ‘The Role of the Youth in Spreading a Culture of Peace for the Realization of World Peace’ had an agenda of the support and the participation of youth for the ‘Peace letter campaign’.

    Peace letter campaign is one of the peace projects of IPYG to urge the government to support the implementation of the international law for peace based on the Declaration of Peace and Cessation of War (DPCW).

    Mr. Herculano Amaral, Coordinator of International Rotary Club of Dili Lafaek in Timor-Leste, introduced the result of the peace letter campaign. “Last year, IPYG members of Timor-Leste Branch met the former president and introduced about HWPL and IPYG’s activities. And this year, our team convey the documents of the DPCW and a peace letter to the cabinet of the president. The movement is intended to get support from the president of our country and also those who involved in the decision making.”

    In particular, this year’s conference also aimed to call for the support for the peaceful reunification on the Korean Peninsula. According to the General Director of IPYG, Mr. Young Min Chung, IPYG has made progress within Korea. The Declaration of Unification of Korea, declared by Chairman of HWPL in 2010, stated the need for the two leaders of Korea to listen to the voices of the Korean citizens. To achieve this, thousands of youths in Korea have written peace letters to President Moon to voice their support for the unification. At the same time, hundreds of political leaders from around the world wrote letters to urge the leader of North Korea to talk to HWPL for the peace of the Korean peninsula. 

    In the same vein, “2018 Worldwide Women’s Peace Conference” was held by International Women’s Peace Group (IWPG) affiliated with HWPL to share the progress of its peace activity such as women’s peace education and plant peace campaign and to discuss the role of women leaders to bring peace in the world as well as to the last divided nation, Korea.

    On the topic of the conference, Former First Lady of Croatia, Dr. Tatjana Josipović said, “The only legitimate and reasonable politics is to search for the permanent peace, without any violence. Women in the creative fields of activities can contribute to the implementation of peace influencing other people to advocate the DPCW to become a binding legal instrument. I think the provisions of the DPCW should be not only a moral obligation but to be binding rules for all world leaders. Our voice must be heard from political institutions, art scene, sports fields, classrooms, and media to warn humanity that we must do everything to stop wars and violence once forever.”

    4th International Religious Leaders’ Conference: Spreading the Culture of Seeking a Trustworthy Scripture to Realize the Era of Peace

    World religious leaders from 20 different denominations gathered together to promote the culture of peace among religions and seek for the dedication of faith leaders to realize peace. For this, the members of ‘Solidarity of Religions’ Peace Committee’ were appointed as a role of spreading the culture of seeking a trustworthy scripture.

    The Most Rev. Wattegama Dhammawasa Nayaka Thero, President of Sri Subodharama International Buddhist Center in Sri Lanka, said, “Even though my place is peaceful right now, we cannot be completely free from conflicts deeply. Religious extremists do not practice their own religion and some hold strongly to their own religious views, hence conflicts and misunderstandings occur due to this discrepancy. Therefore, I could agree the goal of HWPL that we should find out the most trustworthy scripture that can overcome the differences of ideologies among religions to achieve world peace.” stressing the need for the religious harmony based on a trustworthy scripture.

    Speaking about the need of the comparative studies of the scripture, Chairman of HWPL said, “Why do people need the scripture? It is because the scripture leads the righteous way for people. Thoughts or wisdom of one’s own can’t be defined as a scripture. At this time, the comparative studies of scripture are the most urgent since it is the definite way for the religions to become one.”

    2nd Conference for Global Peace Media Network: International Peace Media Community, “Peace Initiative”

    Journalists and representatives of media outlets from about 30 countries took part in the conference for global peace media network where the peace media platform ‘Peace Initiative (PI)’ launched. 

    ‘Peace Initiative’ is designed by the ideas of the journalists around the world in order to spread the news of peace and promote peace journalism with protecting the freedom of the press. To forge the cooperative partnership for ‘PI’, participated representatives of media outlets and HWPL signed an MOU.

    Ahead of the addresses from the journalist, Former President of Tunisia and Bishop of Poona diocese delivered the messages on the significance of the role of media to promote peace in the mind of people and the society.

    As a special speaker, H.E. Dr. Moncef Marzouki, Former President of Tunisia, emphasized the mission of the media. “As a human rights activist, I know how much I owe to the independent press that has always unveiled the violations of the dictatorship in Tunisia and the Arab world and thus contributed largely to the Arab Spring. Today there is a new mission. In the face of the surge of hatred, rumors and false information that infect social networks, only honest and serious journalists are the guarantors of the truth, which is the essential condition for peace in hearts and minds. I am sure you will live up to the immense task ahead and wish you good luck in this vital mission.”

    Mr. Avtandil Otinashvili, Editor in Chief of Newsday in Georgia, said “We journalists should let the whole society know about the peace-building efforts of various sectors of the society. By raising awareness of peace through news reporting, we can stop those innocent people, especially youth from losing their lives in the futility of war. I believe it is our noble duty and responsibility as a journalist.”

    “In this context, I am glad that HWPL and journalists from different countries considered the need to create a ‘Global Peace Media Network’ in order not only to inform the population about the existence of conflicts but also to outline ways to resolve them. We are confident that the content called ‘peaceinitiative.net’ will become the platform that will prepare and disseminate information on the subject of peace, which, in turn, contributes to establishing peace on our planet.” he added.

    The conference concluded that the participants signed “Joint Statement on Media Cooperation for Press Freedom and Global Peace” which contained the mutual assistance and cooperation to foster global peace through sharing peace-related news, to report to help protect human rights as well as democracy, and to take joint action onto inhumane atrocities.

    The host of this summit, Chairman Man Hee Lee of HWPL participated in each session and delivered his message to the attendees, the peace-builders. “We founded HWPL for the security and peace in the world. However, HWPL cannot achieve world peace and the cessation of war by itself. Power of an individual is merely that of one person. However, if these individuals gather, we can foster great strength. If we abide by the DPCW of 10 articles 38 clauses, we can achieve peace. For this very reason, everyone should acknowledge and promote the DPCW. Let every one of you become one and achieve peace. We are one!”

  • President Gurbanguly Berdimuhamedov Addresses Participants of 21st Conference of Humanitarian Association of Turkmens of the World

    I extend to you my congratulations on the opening of the 21st Conference of the Humanitarian Association of Turkmens of the World. I trust that this forum that is being held on the eve of the 27th anniversary of independence will be of great significance in terms of consolidation of Turkmens of the world and intensification of ties in such spheres as economy, culture, science, education, healthcare, tourism, sport, entrepreneurship etc., states the Address by President Gurbanguly Berdimuhamedov to the participants of the 21st Conference of the Humanitarian Association of Turkmens of the World.

    Independence Day is a holiday that symbolizes the unity of the nation and the inviolability of the sovereign state. After Turkmenistan declared independence twenty-seven years ago, the principles of a democratic, law-based, secular state were identified and secure foundations were laid for political, economic and cultural development of the country. Independence demonstrated to the whole world the unity of our people, especially of Turkmens residing in different countries, and thousand-year old traditions of peacefulness, friendship and good-neighborliness.

    Our country is confidently advancing towards high goals. Drawing on the enormous creative potential of the people, including Turkmens of the world, we are successfully implementing national programs and carrying out socio-economic, cultural, educational and political reforms. With building and commissioning of comfortable dwelling houses, schools and universities, kindergartens, medical centers, large production and social enterprises, modern residential areas and settlements with developed transport and communication infrastructure, we are writing glorious pages in our motherland’s recent history.

    Turkmenistan’s international profile is advancing steadily as well. Our country is known as an independent nation that pursues a policy of positive neutrality based on the principles of peacefulness and good-neighborliness.

    In 2018, when we celebrate the slogan “Turkmenistan: the Heart of the Great Silk Road”, our country was elected a member of the Bureau of the Inland Transport Committee of the United Nations Economic Commission for Europe. Upon our initiative, the UN General Assembly adopted resolutions on supporting international efforts towards stabilizing the situation in Afghanistan and on cooperation between the United Nations and the International Fund for Saving the Aral Sea. We also initiated the adoption of a resolution on declaring 3 June World Bicycle Day. Independent Turkmenistan was elected a member of the Economic and Social Council of the United Nations, ECOSOC, for 2019-2021. All these testify to the high international profile of our neutral country, the message says.

    Our ancestors had to leave their place of origin due to a variety of reasons, but Turkmens never forgot about their historical homeland. Fatherland is the most precious thing in life. Therefore, for every one of us there is no duty higher than diligent service to Motherland, a country of peace and good-neighborliness, a country of progressive reforms.

    Today we are building bridges of friendship and brotherhood and working closely with all countries, distant and close, where Turkmen diasporas exist. Our universities accept Turkmens from all over the world. Our friendly bonds are strengthening due to regularly held creative festivals and cultural events. Our country’s policy will continue to focus on expanding relations with Turkmens of the world and further enhancement of our country’s international profile.

    I wish you all good health, happy and prosperous life, much success in your work oriented towards ensuring prosperity of independent Turkmenistan, the Presidential Address states.

  • Shouts for World Peace and Unification of the Korean Peninsula

    A Festival of “Heavenly Culture on Earth, Onward to a World of Lasting Peace” Held in South Korea

    On September 18th, leaders of the two Koreas have met in Pyongyang, North Korea, for the third meeting for inter-Korean reconciliation. With the international attention focused on the movements of the two leaders, families from around the world expecting the peaceful reunification of the Korean peninsula, further world peace attended a peace festival held in South Korea.

    The peace festival with the theme of “Heavenly Culture on Earth, Onward to a World of Lasting Peace” was held at Incheon Asiad Main Stadium in South Korea, a spot of 2014 Asian Games. On the occasion of the 4th Anniversary of the WARP Summit, this outdoor event invited world political leaders, religious leaders, social representatives from women and youth groups, educators, media along with citizens from across the country.

    Started with the trumpet sound of a marching band that signaled the era of peace has come, the daylong festival continued with the various cultural performances such as Korean folk music tradition called ‘Nongak’, 12 different peace parade, and Korean traditional dance performance.

    According to the host organization, Heavenly Culture, World Peace, Restoration of Light (HWPL), the peace parade contained the message about the peaceful world that the global village dreams of achieved through religious harmony, peace education, and international law for peace.

    In the parade, the performances of young people who wish to spread a culture of peace through peace education followed by the performance of urging 'OK' sign to establish international law for peace based on the DPCW.

    In particular, a parade featuring the desire for peaceful reunification of two Koreas with 70 years of division attracted spectators from around the world. Collecting international supports for a unified one Korean state by peaceful means is one of the HWPL’s peace initiatives.

    Following the live broadcasting of the on-the-spot participants from 97 cities in 39 countries including Germany, India, Australia, South Africa, France, El Salvador, and the USA, dignitaries of international society delivered the congratulatory messages to the audiences.

    In his address, H.E. Donald Ramotar, Former President of Guyana, stressed on the collaborative efforts for the world peace as well as the reunification of Korean Peninsula. “I am particularly happy that one of the emphases of your work is to get the ordinary women and men involved in the work and struggle for world peace. Many times, we have seen that it is through our collective voices and representation of progressive leaders that changes can be made and resources can be diverted to raise the quality of life and standards of living of humankind.”

    “It is most gratifying to see Korean people united in sports and families are once more able to meet and greet each other. I wish to extend my support to all of you working for this unification of this great land.  I am happy to be here at this time and hope to return to see the border which now separates the two Koreas, will be turned into a line of the unity of your people and century.”

    H.E. Viktor Yushchenko, Former President of Ukraine, said, “Together with you, we feel the pain of your people unfairly divided by the two great empires and pray for the unification of your country. I believe that peace is approaching every day due to the indefinite activities of Chairman Man Hee Lee of HWPL and his organization, as well as the genuine desire of millions of people. I sincerely thank you for the fact that your organization is carrying the peace initiatives with the concrete action plans. The DPCW is a perfect and balanced document that can be the basis of solidarity for peacekeeping in all countries of the world. I think all the leaders of the countries should support the DPCW.”

    At the end of the festival, the whole stadium was filled with the lights and the chants of 100,000 attendees, shouting “We are one!” wishing for a harmonious world of peace.

    Chairman Man Hee Lee of HWPL, the host of this festival, delivered his thanks message to the attendees, saying “I have noticed that no one in this world wanted war, but everyone wanted peace. Hence, I am certain that peace will be achieved. Journalists, former and incumbent presidents, chief justices, university chancellors, ministers of education, presidents of parliaments, and mayors of different cities and nations have expressed their endorsement of the 10 articles and 38 clauses of the DPCW, and they are signing MOUs with HWPL. I would also like to express my gratitude to politicians, religious leaders, and heads of organizations for supporting the peaceful unification of the Korean Peninsula and the DPCW, and working together with HWPL shouting, “We Are One!”.

    Sports car No. 104 driven by pilot – Guvanchmyrat Hommadov – a sportsman at the motor sports centre of the Ministry of Internal Affairs of Turkmenistan and co-pilot Redjepniyaz Annaberdiev won the third place of the T2-2 international racing.
