Turkmenistan to Become Transcontinental Bridge for Economic Cooperation

Speaking at the International Forum “The Great Silk Road: Towards New Frontiers of Development”, President Gurbanguly Berdimuhamedov outlined Turkmenistan’s priorities in international partnership in the field of transport and communication.

Turkmenistan sees the Central Asia as an integral and important link of the Great Silk Road, stressed the head of state. Due to several historical, geopolitical and economic factors this region has played and continues to play a special role not only in continental but also global processes. And it is the Central Asia, what it becomes and which tendencies dominate this region that will largely define the vector of development of the global politics in the foreseeable future.
Throughout centuries these lands were crossed by caravan roads that connected civilizations, and it was on these lands that the natural bridge between the East and the West was created to become the center of intercivilizational dialog. Our aim is to revive this historic predestination of the Central Asia in new conditions and new realities, said the Turkmen leader.
One of the most important activities in reaching these goals is ensuring successful integration of the region into international ties and creating a relevant transport, transit and communication systems. This implies the construction of an extensive, integrated, incorporated transport and communication infrastructure that will cover continental Eurasia and provide access to marine terminals of the Black and Baltic Sea, South and South-Eastern Asia and the Middle East.

This project also involves connecting to the transport infrastructure in southern and eastern directions, creating links to such powerful economic centers as China, India, Pakistan, countries of Asia-Pacific, said the President.

Turkmenistan intends to play the role of a transcontinental economic bridge for cooperation of the European, Asia-Pacific and South-Asian economic systems. Therefore, apart from progressive integration into the global transport system, expansion of the national infrastructure along the key routes and points of connection in the East-West and North-South directions, a set of measures is envisaged to ensure maximum effectiveness of transport routes, decrease the share of transport costs in the value of end products in domestic, transit, export and import traffic.
One of expected outcomes of implementing this strategy is creating a network of intermodal transport and logistics centers. New transport corridors help expand the service market in this sphere. Which in turn requires active marketing and foreign economic policy, optimized tariffs with countries along international transport corridors and a flexible system of tariff preferences, said President Gurbanguly Berdimuhamedov.

Gurbanguly Berdimuhamedov: Turkmenbashi port opens up new opportunities of cooperation with international and regional structures

Speaking during the International forum “The Great Silk Road: Towards New Frontiers of Development”, President Gurbanguly Berdimuhamedov noted that the new sea port in the strategically important Caspian region provides a large platform for enhancing interregional cooperation, increasing the volumes and improving the quality of transportation, and contributes to establishing the new configuration of the transportation flow.
In addition to the economic and commercial viability of the project, as well as the environmental parameters, it is also of the great geopolitical significance. In this regard, the Turkmen leader expressed belief that the new Turkmenbashi port would have a great positive impact on the political situation in the region and beyond, would promote the cooperation between the Caspian states on a variety of important political issues, would contribute to the stability of the whole system of the continental interstate relations on the principles of trust and balance of interests.
According to the Turkmen leader, it is the multivariate model of traffic flows, the creation of new routes and directions that can ensure the necessary stability and new dynamics to global development, which is especially important against the background of those complex and sometimes crisis phenomena that are observed today in the world economy.
With the commissioning of the new port, the additional prospects for cooperation with international and regional structures are opening up. President Gurbanguly Berdimuhamedov said that Turkmenistan was ready to discuss its various aspects and directions with the partners from the Shanghai Cooperation Organization, the Commonwealth of Independent States, the Organization for Economic Cooperation and invited these structures to close interaction.

International Forum on Transport Is Launched in Avaza National Tourist Zone

Representatives of foreign countries, international organizations and major transport and logistics companies were brought together in Turkmenbashi at the International Forum “The Great Silk Road: Towards New Frontiers of Development”.
Members of the Government, representatives from the ministries and sectoral agencies and other relevant authorities participate from the Turkmen side. Among invited guests are the heads of diplomatic missions accredited to Turkmenistan and foreign media professionals.
President of Turkmenistan, Gurbanguly Berdimuhamedov, participated in the plenary session. The agenda of this high-level meeting covers a wide range of issues pertaining to the development of mutually beneficial cooperation in all spheres of transport and logistics, including through the effective harnessing of potential of ports.
This representative forum precedes a milestone event, the opening of the new Turkmenbashi International Seaport that aims to become an important transit and transportation hub of regional and continental significance.

Gurbanguly Berdimuhamedov Addresses Forum “The Great Silk Road: Towards New Frontiers of Development”

The President of Turkmenistan, Gurbanguly Berdimuhamedov, addressed the International Forum “The Great Silk Road: Towards New Frontiers of Development” that is being held at the Avaza Congress Hall in Turkmenbashi.
The forum began after the picture-taking ceremony for the participants of this high-level meeting.
In his opening remarks, the President of Turkmenistan expressed profound gratitude to all participants for accepting the invitation to attend the International Forum “The Great Silk Road: Towards New Frontiers of Development” and the opening of the Turkmenbashi International Seaport.
Then President Gurbanguly Berdimuhamedov continued his welcoming address in Russian, one of the official languages of the UN.
We are truly delighted to see high-level representatives of many countries, ministers, heads of international organizations, prominent diplomats, political and public figures from different corners of the world; such broad participation can quite rightly be viewed as a sign of respect for Turkmenistan, said the head of state.

Speaking about the idea on convening this forum, the Turkmen leader noted that the time has come to give thorough and serious consideration to the significance of reviving the Great Silk Road in this century; to analyze those enormous opportunities it may open up for the development and progress of dozens of countries and hundreds of millions of people in the world.
The Great Silk Road today is more than a traffic route between certain geographic locations. It takes on important political, humanitarian, philosophical dimension. Especially in current conditions, against the backdrop of complex, sometimes painful processes that we are witnessing.
The Great Silk Roads aims to connect the East and the West, Asia and Europe, the peoples of these continents based on the principles of mutual respect, equality, trust, and promote mutual understanding and openness.

Noting that in 2018 Turkmenistan celebrates the slogan “Turkmenistan is the Heart of the Great Silk Road”, President Gurbanguly Berdimuhamedov said that throughout many centuries the territory of our country served as a crossroad of Eurasian routes, the meeting point for cultures, civilizations, customs and traditions. And today, at the new phase of our history, we revive timeless values of the Great Silk Road and do this together with our friends and likeminded allies all over the world.
Issues that will be raised at the Forum are of tremendous practical significance in the context of modern trends of universal development. Global challenges affect all countries and regions and seriously influence the political and socio-economic situation. This is especially important for our region that is rapidly advancing towards becoming a key site for world politics, said the President of Turkmenistan.
A brand new dimension, the transport diplomacy, co-founded by our country that initiated a substantive multilateral dialog on the issue within the UN and other international organizations, is better anchored in global cooperation today.
President Gurbanguly Berdimuhamedov expressed his confidence that the substantive dialog on the role of the Great Silk Road will promote a better understanding between the countries, convergence of positions and development of innovative schemes and models of partnership in the long term.

    On November 29, 2021, in the “Garagum” hotel of Turkmen capital there was organized a briefing dedicated to the results of the 15th Summit of Economic Cooperation Organization.

    The briefing was attended by the heads and representatives of diplomatic missions and representation offices of international organizations working in Turkmenistan, heads and representatives of the local media and journalists accredited in Turkmenistan, as well as the representatives of foreign media from various countries.

    At the beginning of the event ECO Secretary General presented a special ECO award to the Chief Researcher of the Institute of Language, Literature and National Manuscripts named after Magtymguly of the Academy of Sciences of Turkmenistan Yazklych Orazklychev in the category of “History, Culture, Literature and Fine Arts”.

    The Minister of Foreign Affairs of Turkmenistan Rashid Meredov opened the event with introductory speech. Then, ECO Secretary General Khusrav Noziri made his remarks. The heads of the diplomatic missions of the ECO member-countries in Turkmenistan made their presentations. In addition, UN Resident Coordinator in Turkmenistan, Ambassador Extraordinary and Plenipotentiary of the European Union to Turkmenistan, and the Head of the OSCE Centre in Ashgabat made their speeches at the briefing.

    Turkmenistan being a member of the ECO makes an invaluable contribution in the expansion of the cooperation on the economic field and enhances friendly relations in the framework of the ECO. It was underlined, that Turkmenistan during the period of its chairmanship in the Organization in 2021 carried out active and meaningful work in accordance with the prepared Concept of the chairmanship.

    It was noted that within the framework of the Summit the agreement was reached about a significant acceleration of the pace of cooperation in all fields of mutual interest aimed at of transforming the ECO into a dynamic and effective regional economic structure, in which priority attention will be given to the cooperation in transport and energy.

    As was mentioned, the agreements and decisions reached during the 15th Summit of the ECO are capable to give powerful innovative and quality impulse to our cooperation, give it consistency and specificity, and create the prerequisites for accelerated integration both in the ECO space and in the context of interregional and continental processes.


    During his speech at the 15th ECO Summit, President of Turkmenistan Gurbanguly Berdimuhamedov also touched upon energy issues, highlighted the importance of expanding the transport and communication sphere.

    “Among the priority directions of the ECO, Turkmenistan sees the development of cooperation in the transport and energy spheres,” the Head of state noted. He stressed that at present, these segments of the partnership objectively act as a defining trend in global economic growth.

    In this context, the President of Turkmenistan voiced the need to consolidate joint efforts in this direction and gave examples of the phased implementation of the construction of power transmission lines along the Turkmenistan-Afghanistan-Pakistan route, railways from Turkmenistan to Afghanistan, as well as the advancement of the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline.

    It was noted that Turkmenistan pays special attention to the activation of transport and transit communication along the East-West and South-North lines. In particular, this is about the creation of transport corridors Uzbekistan - Turkmenistan - Iran - Oman, as well as Afghanistan - Turkmenistan - Azerbaijan - Georgia - Turkey.

    In this regard, the President of Turkmenistan proposed to study the use of logistics and infrastructure facilities in Turkmenistan itself in order to activate transport and transit communication between the regions of the Caspian basin and the Black Sea with access to the countries of Europe, the Middle East, and the Asia-Pacific region.

    The President of Turkmenistan noted the importance of Afghanistan's participation in these processes, which thus becomes an active subject, a valuable and integral participant in economic partnership. “We see this as a strategic prospect for Afghanistan, its role in regional and global processes, the most important condition for achieving peace, harmony and development on Afghan soil,” added the Head of Turkmenistan.


    Today, on November 28, on the Day of Formation of the Economic Cooperation Organization (ECO), the 15th Summit of the Leaders of the ECO Member States was held in Ashgabat under the chair of President of Turkmenistan Gurbanguly Berdimuhamedov.

    As is known, in 2021, Turkmenistan chairs the Economic Cooperation Organization. The chairmanship of our state was adopted on March 4 of this year at the 14th ECO leaders' Summit, which took place in Turkey online.

    The Heads of state and government of the ECO Member States, in particular Azerbaijan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkey and Uzbekistan, attended today’s Summit.

    Before the start of the main session, a ceremony of joint photographing of the Heads of state and government of the ECO Member States took place.

    Opening the 15th ECO Summit, the President of Turkmenistan warmly greeted the Heads of Delegations and gave the floor to the Chairman of the 14th Summit of the Economic Cooperation Organization, President of the Republic of Turkey Recep Tayyip Erdogan.

    Then the participants of the ECO meeting elected the President of Turkmenistan as the Chairman of the 15th Summit.

    Speaking at the Summit, the President of Turkmenistan voiced the priority areas of cooperation within the framework of the country's chairmanship in the Organization and stressed that the Turkmen side with good reason considers the holding of this forum as an important event designed to strengthen cooperation of the participating countries in the economic, trade-investment, and cultural-humanitarian spheres.

    Stating the progressive dynamics of the dialogue between Turkmenistan and the ECO, the Head of the Turkmen state also noted the successful development of friendly, good-neighborly relations with each Member State of the Organization separately.

    Speaking during the Forum, the Heads of State and Government of the participating countries, as well as the ECO Secretary General, emphasized that the current Summit has become an effective platform for making decisions on topical and key aspects of regional economic cooperation in the ECO space.

    Today, on the platform of the Organization, all conditions have been created for the further development of multilateral regional cooperation for the socio-economic growth of the member countries, as well as the expansion of effective mutual cooperation in the field of trade, industry, transport and communications, agriculture, energy, health care, education, science and culture.

    As is known, the ECO is currently a respected, authoritative international economic structure that has received recognition in the world and today's meeting is designed to further strengthen the relations of friendship, good-neighborliness and effective mutually beneficial partnership between all Member States, to determine the areas of joint work for the coming period.

    Following the results of the 15th ECO Summit, the Final Document was adopted.

    Then, the ECO awards ceremony took place, during which representatives of the Organization's Member States were awarded a special award from the Economic Cooperation Organization in the categories "science and technology", "economics", "history, culture, literature and fine arts" and "agriculture and the environment".


    Today, on November 18, during his video address to the participants of the International Forum for Northern Economic Cooperation, President of Turkmenistan Gurbanguly Berdimuhamedov underlined the need of further expansion of mutually beneficial dialogue in promising areas of interest.

    The Head of Turkmenistan also drew participants’ attention to the most relevant issues of regional agenda and prospects of the development of mutually beneficial partnership in Eurasia. Turkmen-Korean relationship performance in bilateral and multilateral formats was underlined.

    Development of effective trade-economic, energy ties, transport-transit corridors became another theme for the discussions.

    In his speech the President of Turkmenistan, having noted the significance of the development of cooperation in the sphere of health protection, “green growth”, food security, emphasized the need for activation of a joint work with authoritative international and regional structures.

    He also noted great prospects for multilateral activities in the sphere of humanitarian interaction. “The year of 2021 declared by the UN General Assembly on Turkmenistan’s initiative as the Year of Peace and Trust, is coming to an end. This initiative was based on the desire to attract attention of the world community to the need of strengthening of the peace culture and respectful dialogue, eliminating the trust deficit in interstate relations”, said the President of Turkmenistan.

    Expanding human contacts through historical, cultural and educational ties, which were also identified as a priority of the Republic of Korea’s New Northern Economic Policy, is put forward as a solution to a common problem.


    On November 18, 2021, President of Turkmenistan Gurbanguly Berdimuhamedov delivered a video address at the International Forum for Northern Economic Cooperation, held in Seoul, Republic of Korea in a hybrid format.

     Serving as a multilateral platform to promote economic cooperation in the Eurasian continent, this forum annually brings together prominent statesmen, representatives of business circles, world-renowned experts, as well as members of international and regional organizations. This year the Forum was launched under the motto “30 Years of Northern Cooperation: Toward a Future of Peace and Prosperity”.

    In his video address to the Forum participants, the President of Turkmenistan expressed his gratitude to the leadership of the Republic of Korea and noted that Turkmenistan views this representative forum as an important international platform for discussing and promoting strategic areas of economic cooperation throughout the Eurasian continent, as well as in a bilateral format with the Korean side.   

    President Gurbanguly Berdimuhamedov emphasized that Turkmenistan supports constructive steps to consolidate the efforts of the international community aimed at achieving the Sustainable Development Goals. In this regard, the Leader of the Nation added, “in this context, we see a lot in common in the development and implementation of sustainable development programs and strategies on the Eurasian continent, which forms the basis of the New Northern Economic Policy of the Republic of Korea and the strategic course of Turkmenistan aimed at “Revival of the Great Silk Road”.  

    Countering the coronavirus pandemic and prevention of politicization of the international community’s efforts in this direction were among the key topics of the current forum. In this regard, the President of Turkmenistan expressed the need to further intensify cooperation within the UN, WHO and other reputable international organizations. “In general, we see good prospects for joint work on the implementation of projects in high-tech industries”, noted President Gurbanguly Berdimuhamedov.

    The current Forum also considered issues on further promotion of multilateral cooperation in the field of energy, transport, environment and digitalization.
