BEIJING, Oct. 18 (Xinhua) -- Xi Jinping delivered a report to the opening of the 19th National Congress of the Communist Party of China (CPC) on Wednesday. The following are the highlights of the report:

A NEW ERA WITH NEW THOUGHT

Socialism with Chinese characteristics has entered a new era.

The CPC has given shape to the Thought on Socialism with Chinese Characteristics for a New Era, a long-term guide to action that the Party must adhere to and develop.

The Thought builds on and further enriches Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development. It represents the latest achievement in adapting Marxism to the Chinese context.

GREAT MODERN SOCIALIST COUNTRY

The CPC has drawn up a two-stage development plan for the period from 2020 to the middle of the 21st century to develop China into a "great modern socialist country."

In the first stage from 2020 to 2035, the CPC will build on the foundation created by the moderately prosperous society with a further 15 years of hard work to see that socialist modernization is basically realized.

In the second stage from 2035 to the middle of the 21st century, the CPC will, building on having basically achieved modernization, work hard for a further 15 years and develop China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.

The principal contradiction facing Chinese society has evolved to be that between unbalanced and inadequate development and the people's ever-growing needs for a better life.

Now the needs to be met for the people to live a better life are increasingly broad. Not only have their material and cultural needs grown, their demands for democracy, rule of law, fairness and justice, security, and a better environment are increasing.

ECONOMY

China's economy has been transitioning from a phase of rapid growth to a stage of high-quality development.

In developing a modernized economy, the country must focus on the real economy. China will support state capital in becoming stronger, doing better, and growing bigger, turn Chinese enterprises into world-class, globally competitive firms.

China will leverage the fundamental role of consumption in promoting economic growth and improve the framework of regulation underpinned by monetary policy and macro-prudential policy, and see that interest rates and exchange rates become more market-based.

OPENING UP

China will not close its door to the world; it will only become more and more open.

China will implement the system of pre-establishment national treatment plus a negative list across the board.

China will significantly ease market access and protect the legitimate rights and interests of foreign investors.

LAW

The CPC will set up a central leading group for advancing law-based governance in all areas.

It will strengthen oversight to ensure compliance with the Constitution, advance constitutionality review, and safeguard the authority of the Constitution.

ECOLOGICAL PROGRESS

The CPC has incorporated Beautiful China into its two-stage development plan for building a great modern socialist country.

The modernization is one characterized by harmonious coexistence between man and nature.

China will establish regulatory agencies to manage state-owned natural resource assets and monitor natural ecosystems, and develop a nature reserves system composed mainly of national parks.

ARMED FORCES

By the year 2020, military mechanization will be basically achieved, with IT application coming a long way and strategic capabilities seeing a big improvement. The modernization of the national defense and armed forces should be basically completed by 2035.

The people's armed forces will be transformed into world-class military by the mid-21st century.

DIPLOMACY

No matter what stage of development it reaches, China will never seek hegemony or engage in expansion.

PARTY BUILDING

Having gained overwhelming momentum in its fight against corruption, the Party is determined to secure a sweeping victory over the greatest threat to the Party.

    Cooperation between Georgia and Organization for Security and Cooperation in Europe (OSCE), current military activities witnessed in Ukraine and security environment in the region were among the main topics of discussion at a meeting held today between Irakli Garibashvili, Prime Minister of Georgia and Helga Maria Schmid, OSCE Secretary General.

    The Head of Government of Georgia expressed gratitude to the OSCE Secretary General for the efforts made towards a peaceful conflict resolution and rebuilding of trust among the war-torn communities in Georgia, thereby stressing the role of an OSCE Co-Chairmanship in the Geneva International Discussions (GID) and within the format of incident prevention and response mechanisms. It was once again highlighted at the meeting that the following round of GID should be held in the nearest future.

    It was noted that irrespective of the difficult challenges faced in the security and humanitarian conditions on the ground, the Government of Georgia remains committed towards a peaceful conflict resolution initiative and democratic development of the country.

    Irakli G+aribashvili and Helga Maria Schmid spoke about the military activities witnessed in Ukraine. The Prime Minister of Georgia reiterated solidarity towards Ukraine and stressed the importance of having the war ended in the shortest period of time.

  • Xi reiterates China's resolve to open up at high standard

    BEIJING, May 18 (Xinhua) -- Chinese President Xi Jinping Wednesday reiterated that China's resolve to open up at a high standard will not change, and the door of China will open still wider to the world.

    Xi made the remarks when addressing the conference of the 70th anniversary of the China Council for the Promotion of International Trade (CCPIT) and the Global Trade and Investment Promotion Summit via video link.

    Noting that founded in 1952 as a China-based institution with a global outlook, Xi said the CCPIT has been playing an important role in strengthening the bond of interest between Chinese and foreign businesses, promoting international economic and trade exchanges, and facilitating state-to-state relations.

    The 70-year journey of the CCPIT has been an epitome of China's ever-expanding opening-up endeavor, and an important witness of how businesses from different countries could share in development opportunities and benefit from win-win cooperation, said Xi.

    Xi stressed that with the world facing a pandemic and drastic changes both unseen in a century, economic globalization is experiencing headwinds, and the world is entering a new period of volatility and transformation. Now more than ever, business communities across the world yearn for peace and development, call for fairness and justice, and aspire for win-win cooperation.

    Calling for pulling together to defeat COVID-19, Xi said the pandemic that has been going on unabated is posing a serious threat to the life and health of the people, and taking a heavy toll on the world economy.

    He laid stress on putting people and their lives first, actively engaging in international cooperation on vaccine R&D, production and distribution, bolstering global public health governance, jointly building multiple lines of defense against the virus, and working for a global community of health for all.

    Xi also called for reinvigorating trade and investment, urging balancing pandemic response and economic development, and strengthening macroeconomic policy coordination across countries.

    He stressed the need to advance the UN's 2030 Agenda for Sustainable Development in all respects, and help the global economy upgrade its growth drivers, shift its growth model and adjust its structure so as to steer it onto a track of long-term, healthy and stable growth.

    To allow development gains to better trickle down to people of all countries, Xi urged supporting the WTO-centered multilateral trading regime, ensuring security and stability of the global industrial and supply chains, and making the "pie" of cooperation bigger.

    When it comes to unleashing the power of innovation in driving development, he called for tapping into the potential of innovation in spurring growth, jointly stepping up intellectual property protection, making rules on the basis of extensive participation and consensus building, and fostering an open, fair, equitable and non-discriminatory environment for scientific and technological development.

    Xi stressed efforts to intensify exchanges and cooperation on innovation, facilitate integration of science and technology with economic growth, increase the sharing of innovation results, and remove all barriers that hamper the flow of knowledge, technology, talent and other factors of innovation.

    Talking about improving on global governance, he urged upholding true multilateralism, embracing a global governance vision featuring extensive consultation, joint contribution and shared benefits, and mobilizing resources from across the world to meet global challenges and advance global development.

    Xi called for choosing dialogue over confrontation, tearing down walls rather than erect walls, pursuing integration instead of decoupling, opting for inclusiveness, not exclusion, and guiding reforms of the global governance system with the principle of fairness and justice.

    "China's resolve to open up at a high standard will not change, and that the door of China will open still wider to the world," Xi reiterated.

    China will continue to foster an enabling business environment that is based on market principles, governed by law and up to international standards, Xi said, adding that China will pursue high-standard implementation of the Regional Comprehensive Economic Partnership (RCEP) agreement and high-quality Belt and Road cooperation, and offer more market, investment and growth opportunities to the global business community.

    "Let us join hands to uphold peace, development, cooperation and win-win partnership, work together to meet the problems facing the global economy, trade and investment, and jointly usher in an even brighter future," Xi said.

    “During the meeting with our fellow congressmen in the US Congress, we received a very clear support for Georgia. We thank the Congressmen for their bipartisan support, which is expressed in the Georgia Support Act. According to the administration of the Ministry of Economics, clear political support is especially important in a difficult situation in the region, where we are talking about the US Congress and Congressmen supporting Georgia’s territorial integrity and sovereignty in all formats,” – Deputy Prime Minister Levan Davitashvili stated after the meeting with Congressmen Darren Soto and Brendan Boyle. The meetings was held within the framework of the Vice Prime Minister’s working visit to the United States. Ambassador of Georgia to the United States, Davit Zalkaliani also participated in the meeting.

    The meetings with the congressmen focused on the current events in the Black Sea region, as well as the challenges and ways of their overcoming. It was noted that the United States continues to support Georgia in its EU and Euro-Atlantic aspirations.

    Georgia is interested in moving its strategic partnership with the United States to a new level, which is one of the main priorities of the country’s foreign policy. In this regard, the importance of deepening economic relations between the two countries as well as developing trade and investment ties, including the possibility of concluding a Free Trade Agreement with the United States, was stressed. It was also noted that the launching of direct flights between Georgia and the United States will help to further deepen bilateral economic relations.

    Levan Davitashvili noted that it is very important, in general, that Congress expresses clear support for the deepening of cooperation with Georgia, and this is a very clear message. According to him, there is a desire on the part of the Congressmen to implement more joint projects with Georgia.
