Public Defender's Statement on Violence against Transgender Women

The Public Defender of Georgia is echoing the media reports, according to which, serious physical injuries were inflicted to a transgender women. An investigation is in progress under article 19-180 of the Criminal Code (attempted premeditated murder).
The investigation of alleged hate crimes is one of the priorities for the Public Defender. A number of cases are currently being studied in the Public Defender’s Office, which may include discriminatory motive on various protected grounds. Unfortunately, in most cases, alleged hate motive is not considered during the investigation and/or it is ambiguous what kind of investigative actions are carried out in order to identify such a motive.
The Public Defender considers that finding the truth, including identifying the real motive of the crime, is necessary not only for administration of justice in one particular case, but also for the prevention of hate crimes in the future. In a widely homophobic and transphobic society, there is a danger that this type of crime may be repeated, especially given that the investigative authorities do not bring the discriminatory motive into focus.
The Public Defender calls on the Prosecutor’s Office of Georgia to carry out a comprehensive, complete and objective investigation into the case and to focus on the alleged hate motive.

    The Ministry of Foreign Affairs of Georgia condemns the violation of the Georgian state border by Aleksandr Lukashenko with his so-called visit in the occupied Abkhazia region, which blatantly infringes the fundamental principles and norms of international law.
    We call on the Belarusian side to respect the sovereignty and territorial integrity of the sovereign state within its internationally recognized borders and not to take the actions, which contradict the fundamental principles of international law.

  • STATEMENT OF THE MINISTRY OF INTERNAL AFFAIRS

    Employees of relevant units of the Ministry of Internal Affairs are mobilized near the bank located on Shota Rustaveli Avenue in Kutaisi.

    According to initial information, an armed person broke into the "Bank of Georgia" branch.
    As soon as the report on the attack was received, the police officers cordoned off the area around the scene immediately. Currently law enforcement officers mobilized on the spot are taking all necessary and urgent measures, while investigative and operative activities are underway.
     
    The Ministry of Internal Affairs calls on the media representatives to observe the safety norms and follow the instructions of the police on the spot.
  • STATEMENT FOR THE MASS MEDIA

    In order to improve and maintain on a systematic basis the rules for the stay of citizens of Turkmenistan in the Republic of Türkiye, the Turkmen side requested the state of the Republic of Türkiye to introduce on a temporary basis a visa regime of various categories for citizens of Turkmenistan.

  • Information Meetings on Issues of Persons with Disabilities

    In June-August 2022, representatives of the Public Defender of Georgia held 28 informational meetings in 22 municipalities, the purpose of which was to raise public awareness of the rights of persons with disabilities.

    The meetings were attended by persons with disabilities, parents of children with disabilities and representatives of their organizations, as well as members of the councils working on the rights of persons with disabilities; officials of local self-government bodies, persons employed in the territorial services of state care and social service agencies, providers of services under the state programme of social rehabilitation and child care, employees of kindergartens, preschool institutions and educational resource centers, doctors of primary health care institutions - outpatient clinics (308 persons in total).

    Employees of the Department of the Rights of Persons with Disabilities and regional divisions of the Public Defender’s Office introduced the mandate of the Public Defender and the challenges identified within the scope of their activities to the participants in the meetings. They also discussed issues stipulated by the UN Convention on the Rights of Persons with Disabilities and national legislation, including problems related to the realization of accessibility and inclusive education, identification of violence, implementation of programmes operating at the central/local level, peculiarities of the functioning of councils of persons with disabilities at the local level, importance of the involvement of persons with disabilities in the decision-making process and existing guarantees in this regard.

    With the support of the European Union Delegation to Georgia and the United Nations Development Programme (UNDP), meetings were held in Kvareli, Akhmeta, Sagarejo, Kutaisi, Tskaltubo, Khoni, Lanchkhuti, Ozurgeti, Chokhatauri, Keda, Khulo, Shuakhevi, Batumi, Tetritskaro, Tsalka, Ambrolauri, Oni, Akhaltsikhe, Adigeni, Borjomi, Kazbegi and Gardabani municipalities.
